EXECUTIVE SUMMARY
Recommendation that the Community Redevelopment Agency approve an After-the-Fact Florida
Department of Economic Opportunity grant application submittal to fund an update to the 2000
Bayshore Gateway Triangle Redevelopment Agency Redevelopment Plan totaling$40,000
OBJECTIVE: To submit a grant application to the Florida Department of Economic Opportunity in
order to update the 2000 Bayshore Gateway Triangle Redevelopment Agency (BGTCRA)
Redevelopment Plan totaling$40,000.
CONSIDERATIONS: The BGTCRA staff responded to a grant announcement for a FY2016-2017
Florida Department of Economic Opportunity(FDEO)Technical Assistant Grant Application.
FDEO Technical Assistance grant funding in the amount of$40,000 is required in order to update the 15-
year old BGTCRA redevelopment plan. The 2000 Redevelopment plan was developed during the
creation of the agency. Because this plan is so outdated, it is sometimes difficult to tie current real estate
conditions to the plan. The updated plan will be developed with various goals and objectives and current
related action items. The plan will also provide updated revenue projections, along with current data and
analysis.
The plan outlines five specific deliverables including data collection and analysis, meet with advisory
committee and BCC to review priorities and direction, provide community input through outreach
meetings, draft updated redevelopment plan and finalize the updated redevelopment plan. The updated
redevelopment plan has a target completion date by mid March 2017 if funds are awarded by FDEO.
There are no match requirements for this grant request. The anticipated funding date, although not
specifically identified in the grant announcement, is contingent upon a Legislative appropriation. The
State's funding cycle begins July 1 each year.
Florida Department of Economic Opportunity announced the Technical Assistance Grant on March 23,
2016 and was posted on eCivis on March 28,2016.In order to respond to the funding agency and include
all the necessary information for the application staff did not have enough time to complete the
application in advance of the Board agenda deadlines for either of the April Board meetings. The grant
application deadline was May 2,2016.
FISCAL IMPACT: There is no fiscal impact at this time. If awarded, the CRA would receive up to
$40,000 from the FDEO and the necessary budget amendments will be brought forth for approval at a
future date.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly,this Office has no issue with respect to the legality of this request,which
is appropriate for Board action and requires a majority vote for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the CRA approve an After-The-Fact FDEO application to fund an update
to the 2000 BGTCRA Redevelopment Plan totaling$40,000.
