Recommendation to approve a Memorandum of Understanding with the Southwest Florida
Workforce Development Board which will provide funds to allow up to 130 children to receive
recreational opportunities during the summer (Fiscal Impact $71,500).
OBJECTIVE: To provide recreational opportunities during the summer for children in Collier
County.
CONSIDERATIONS: The Parks and Recreation Division provides recreation experiences for
children throughout Collier County. In Immokalee, recreation programs are offered at
Immokalee Community Park and Immokalee South Park during the summer camp program.
The Southwest Florida Workforce Development Board is participating in a community -wide
initiative for 2016 called the Immokalee Out -Of -School Time Initiative (IOSTP). This initiative
seeks to provide recreational opportunities for children of Immokalee during the summer.
Recreational opportunities include summer camp field trips, cultural, athletic, educational, and
water activities. Children will participate in a variety of different art, music, fitness and
educational opportunities including good sportsmanship. Also included is the implementation of
"7 Habits of Happy Kids" throughout each Parks and Recreation out-of-school summer program.

The Memorandum of Understanding provides up to 130 children with these opportunities during
the summer. This is the third year the Southwest Florida Workforce Development Board has
approached Collier County Parks and Recreation Division to partner in this summer camp
initiative.
FISCAL IMPACT: Personal and operating costs associated with the IOSTP program, total
$71,500. The Southwest Florida Workforce Development Board will provide up to that amount
to fund the summer enrichment program (summer camp), depending on staff needs based on the
estimated number (130) of participants. The reimbursed amount will cover the personal
service/operating cost as well as the cost of supplies/equipment necessary to run the program.
Funds have been budgeted in the appropriate Parks cost centers within the MSTD General Fund
(111).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval. — CMG
RECOMMENDATION(s): That the Board of County Commissioners approves and authorizes
the Chairman to sign the MOU with the Southwest Florida Workforce Development Board.

and
COLLIER COUNTY, A POLITICAL SUBDIVISION OF THE STATE OF
FLORIDA
FOR THE DELIVERY OF
2016 GPS SUMMER CAMP
IMMOKALEE OUT-OF-SCHOOL TIME INITIATIVE
IN COLLIER COUNTY
This Memorandum of Understanding is entered into between the Southwest Florida Workforce Development
Board, Inc. (hereinafter referred to as the "SFWDB") and Collier County, a political subdivision of the state of
Florida through its Collier County Parks and Recreation Department (hereinafter referred to as the "Parks and
Recreation").
I. Purpose
^ The purpose of this Memorandum of Understanding is to support the implementation of the Naples Children
and Education Foundation Immokalee Out -of -School Time Initiative (IOSTP), locally known as GPS (Great
Programs Synergizing), in Collier County, Florida, in a 2016 Summer Project to provide up to 130 students (80
at Community Park, 50 at South Park) with summer camp and tutoring programs. The project is funded by the
Naples Children and Education Foundation from June 1, 2016, through August 31, 2016.
II. Services to be Provided by Parks and Recreation
The Parks and Recreation agrees to:
A. Provide an 9 -week (5 days a week) summer program to 130 kindergarten through 5t' grade students
(80 at Community Park; 50 at South Park);
B. Conduct a program at the cost of $550.00 per student or a total budget not to exceed $71,500, which
shall include field trips and appropriate snacks;
C. Report in writing on agreed upon deliverables (see Attachment A) and including: (1) attendance
verification for all students attending the Community Park and South Park Summer camps; and, (2)
pre -and post -assessment results in at least one (1) academic area;
D. Collaborate with GPS to include GPS provided academic tutoring in student schedules;
E. Implement the 7 Habits of Happy Kids ubiquitously throughout each Parks and Recreation time
program;
F. Participate in GPS meetings to provide reports and updates and to offer programmatic suggestions;
G. Submit in writing any and all proposed changes in program to SFWDB for written approval prior to
implementation;
H. Maintain usual and customary records to be available upon request;

I. Submit invoices to SFWDB for services rendered to include materials/supplies, personnel. Such
invoices may be computer-generated and may be in electronic, facsimile, or paper format; and,
J. Submit final invoice no later than September 15, 2016. Failure to submit final invoice and
report by September 15, 2016, will constitute breach of contract and may result in the
forfeiture of all or partial funding.
M. Services to be Provided by SFWDB
The SFWDB agrees to:
A. Provide fiscal services to Parks and Recreation as necessary and documented to support the
implementation of the 2016 Summer Program for a total funding amount not to exceed $71,500.00;
funds shall support services at two sites: (1) the Immokalee Community Park, not to exceed
$44,000.00; and, (2) the Immokalee South Park, not exceed $27,500.00;
B. Provide weekly tutoring services and resources to all students enrolled in both Community and
South Park facilities; and,
C. Provide one Project Coordinator to assist Parks and Recreation in the full implementation of the
IOSTP 2016 Summer Project.
IV. General Conditions
A. Collier County and its representative signing this document attest that:
1. Parks and Recreation as an organization in part or as a whole is not presently debarred, suspended,
proposed for debarment, declared ineligible, or voluntarily excluded from covered transactions by
any federal department or agency; and,
2. Parks and Recreation or any of its agents are not suspended or debarred or otherwise excluded from
receiving Federal funds.
B. Parks and Recreation and SFWDB agree that:
1. Each party is solely responsible for the negligent acts or willful omissions of its own designated
agents and agrees to hold the other parties harmless against any claim or suit, including all costs and
attorney's fees arising from the act, omission, or negligence of its own officers, agents, volunteers or
employees, including, but not limited to, claims or suits based on allegations of discrimination on the
basis of race, creed, color, national origin, gender, age, sexual orientation, or disability;
2. The parties to this Memorandum of Understanding who are State agencies or subdivisions of Florida
agree to be responsible for the negligent actsWiII I emissions of their own designated agents
only to the extent allowed by § 768.28, Florida Statutes;
3. Each party agrees to maintain the confidentiality of any shared student records as required by Florida
and Federal law, and that such records shall be used only for purposes allowed under § 1002.22,
Florida Statutes, and shall be shared only with written parental permission; and
4. Each party commits to support the other in its implementation and to work collaboratively with the
other if any changes, adjustments, or improvements to this arrangement become necessary or
desirable.

V. Duration of Memorandum of Understanding
This Memorandum of Agreement shall begin when signed by all parties and shall end on September 15, 2016,
except as provided in Article VI ("Termination") of this Memorandum of Understanding. It is understood that
this agreement may be amended during the program year at the direction of the GPS Leadership or Naples
Children and Education Foundation or as a result of programmatic need. Any such revisions shall be in writing
and agreed upon by both parties.
VI. Termination
Either party to this Memorandum of Understanding may terminate its responsibilities and agreements made
herein upon no less than thirty (30) days advance notice to each of the other parties. In the event of termination
by either party, payment will be made by SFWDB to Parks and Recreation for services rendered through the
effective date of termination.
In agreement with the provisions of this Memorandum of Understanding, the partners affix their signatures in
the spaces provided.

*Attendance Threshold Rule: Programs not averaging at least 80% of the proposed daily student attendance
goals are at risk of not adequately meeting proposed levels of operation.
Programs falling below the 80% threshold will work with the GPS Coordinator to either (1) identify
strategies to improve attendance during the next quarter; or (2) modify the attendance goals of the
program
If the latter option (#2) is agreed upon, the GPS funding will be adjusted proportionately (e.g., 10%
fewer students will result in 10% less funding) for the following quarters
If option 1 is implemented and a program continues to fail to meet its ADA goal, the GPS funding will
be adjusted proportionately for the subsequent quarters of operation (e.g., ADA is 10% lower than the
80%, then the GPS funding is reduced by 10%)
Within the MOU program year and budget, if a program documents increases to its original ADA
goals, it may invoice according to the signed Memorandum of Understanding
