EXECUTIVE SUMMARY
Recommendation to approve budget amendments in the amount of $1,133,706.78 to allow
continuous operation of the Community Care for the Elderly, Alzheimer's Disease Initiative, and
Home Care for the Elderly grants for the Collier County Services for Seniors program from the
Area Agency on Aging of Southwest Florida, Inc. prior to the execution of funding award (Net
Fiscal Impact $1,112,466.78).
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors' frail,
elderly clients through the Community Care for the Elderly (CCE), Alzheimer's Disease Initiative (ADI),
and Home Care for the Elderly (HCE) grant programs.
CONSIDERATIONS: Collier County Services for Seniors (CCSS) has provided support services to
qualified seniors for over thirty years through the CCE, ADI, and HCE grants. These grants are funded
by Florida Department of Elder Affairs (FDOEA), through the Area Agency on Aging of Southwest
Florida (AAA).
The current service agreements for CCE, ADI, and HCE were approved after -the -fact by the Board on
September 8, 2015 (Agenda item 16.D3). Current funding awards for these programs end on June 30,
2016. Historically, CCSS receives the continuation funding award from the grantor agency during the
latter part of June for the upcoming grant cycle. In order to avoid disruption in services, and ensure
compliance with the grant service agreement requirements, the upcoming funding has been estimated
based on the FY15 allocation. When final agreements are received, any necessary budget amendments to
reflect variations in the final allocations will be prepared and presented to the Board.
CCSS is also responsible for collection of client co -payments for the CCE and ADI grants, with a
specified collection goal established by AAA. This budget amendment includes estimated co -payment
goals based on prior State Revenue goals, to be used to support the programs. The CCE co -payments are
used to offset the local matching requirements.
Approval of this item will appropriate a budget to reflect estimated grant funding for FY16 in the amount
of $1,133,706.78 from AAA. The CCE grant has a local match requirement of 10%, which will be
partially met through the co -payments received. ADI also has a co -payment requirement. Neither ADI nor
HCE have matching requirements.

FISCAL IMPACT: Budget amendments are required to recognize estimated grant revenue of
$1,019,664 for the SFY CCE, ADI, and HCE grant programs funded by the Florida Department of Elder
Affairs. Budget amendments are also required for $61,842.78 in required CCE local match, and for the
CCE co -payments of $21,240 and ADI co -payments of $9,720. Funding will reside in Human Services
Grant Fund 707 Projects 33462 (CCE), 33461 (ADI), 33463 (HCE), 33351 (CCE Co -Pays), and 33352
(ADI Co -Pays). Local match is available through carry forward (Reserves) in Human Services Grant
Fund 707.
GROWTH MANAGEMENT: There is no growth management impact from this recommendation.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which requires a majority vote
for approval. JAB
RECOMMENDATIONS: That the Board of County Commissioners approves the necessary budget
amendments to ensure uninterrupted services to elderly clients and authorize eligible expenditures prior to
the execution of the funding award agreement.
