EXECUTIVE SUMMARY
Recommendation to appoint a member to Conservation Collier Land Acquisition Advisory
Committee.
OBJECTIVE: To appoint one member to serve a three year term expiring on February 11,
2019.
CONSIDERATIONS: The Land Acquisition Advisory Committee is comprised of 9 members
during active acquisition phases, and 7 members when active acquisition phases are not in place.
This committee's primary responsibility is to recommend to the BCC an Active Properties
Acquisition List with qualified purchase recommendations of environmentally sensitive lands
consistent with the goals of the Conservation Collier Land Acquisition Program. Membership of
the committee shall comprise broad and balanced representation including environmental and
conservation interests, agricultural and business interests, educational interests., and general civic
and citizen interests within the County. Members shall have expertise, knowledge or interest in
ecology, conservation of natural resources, real estate or land acquisition, land appraisal, land
management, eco-tourism or environmental education. Terms are three years. A list of the
current membership is included in the backup.
There are currently two vacancies on this committee. The vacancies were advertised and an
application was received from the following:

COMMITTEE RECOMMENDATION: At its meeting on April 11, 2016, the committee
unanimously recommended that Mr. Psaras be appointed to a three year term on the committee,

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

John Psaras Supplementary Information to support Advisory Board
Application
Representation of Interest:
ENVIRONMENTAL & CONSERVATION
I have worked for 20 years in the Chemical Industry (Allied Chemical & Monsanto)
in various engineering and management positions. During that time in the early
EPA days we had to have intimate knowledge of the waste stream (liquid and
gaseous) requirements in designing and operating a new and existing chemical
process.
Later on during my career with the Department of Energy, as Chief Scientific
Officer of Nuclear Waste Management, this experience extended to both toxic
and nuclear soil, water and atmospheric emissions that had to be implemented
through DOE rules and procedures to comply with all EPA zones.
Land conservation and cleanup of DOE facilities was an important parameter in
the development for every Environmental Impact Statement (EIS) or
Environmental Assessment (EA).
AGRICULTURAL& BUSINESS
I have developed and demonstrated considerable business experience in
managing and operating units and divisions of the Chemical Industry. This also
involved land acquisition and zoning for new planned chemical facilities. In the
early nineties as president of my parish church in Annapolis, MD I spearheaded
the land acquisition for a new church complex.

EDUCATIONAL
It is my firm belief that education is the best asset anyone can have in one's life.
Personally I have continued my education through formal classes in topics that
have enriched both my business and personal experience. I continue to be
involved through the Alumni Association of my alma mater (Imperial College,
London UK) and maintain contact with professors in mechanical and chemical
engineering. I also remain active in Minoan Archeology that has been my life's
avocation.
GENERAL CIVIC & CITIZEN
I have served on the Parish Council and been president of parish churches in
Annapolis, MD and Naples, FL. I have also served as a board member of several
condominium associations. I am currently a board member of the United Nations
group of the NCWA and member of the Great Decisions program. I am a member
of the Men's Cultural Alliance (MCA) of Naples and of the International Men's
Club.
I also belong to the critical thinking group of the Renaissance Academy.
Individual Member Expertise, Knowledge or Interest:
ECOLOGY
This is an area that has drawn my interest when working in Industry and DOE in
terms of the damage of the ecosystem from any industrial development. We try
to mitigate this by developing EIS and EA's but are not always successful. I have
also seen this during archeological digs on the island of Crete.

CONSERVATION
As mentioned earlier in the Environmental and Conservation section I have had
considerable experience in the development of EIS and EA's and assessing the
results in particular through the DOE. I also have firsthand experience in the
conservation of archeological sites.
REAL ESTATE AND LAND ACQUISITION
I have had some land acquisition experience in Industry through the acquisition of
land for a new chemical facility and the acquisition of land for a new church
complex in Annapolis MD. On a personal level in acquiring several homes and
building one.
LAND APPRAISAL
No direct experience in this area other than reading reports. Definite interest
LAND MANAGEMENT
Experience limited in being responsible for the overall management of a chemical
facility site and in reviewing, assessing and commenting on DOE site
management.
ECO-TOURISM
Only experience was in developing plans for excavation of archeological site and
explaining the site to visitors.
ENVIRONMENTAL EDUCATION
Over time have attended a number of formal courses, especially in DOE. Have had
an interest in global warming, studied the subject and made presentations on the
subject including earlier in 2016 for the Great Decisions program of the NCWA.
