EXECUTIVE SUMMARY Recommendation to approve a$419,355.68 work order under Request For Quotation 14-6213-59 to Quality Enterprises USA, Inc., for Project Number 71010, "Vanderbilt Drive 12-inch Water Main Replacement." OBJECTIVE: To improve the water quality in the northern portion of the Collier County Water-Sewer District and provide a compliant and reliable potable water system to customers by replacing a section of failing water main. CONSIDERATIONS: The proposed scope of work for Project 71010, "Distribution System Renewal and Replacement," is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water Master P1an/CIP Plan approved by the Board of County Commissioners(Board)on November 10, 2015,as Agenda Item 9C, as Appendix III of the 2015 AUIR/CIE. Funding for Project 71010 is available in, and is consistent with, the FY2016 CIP Budget. The approximately 4,000 linear feet of 12-inch cast iron potable water main along Vanderbilt Drive between The Dunes and the Marina Bay Club (reference Attachment 6)was installed in 1984. The water main is located in a low tidal area and is deteriorating due to aggressive soil conditions. This section of water main has had three major breaks in the past six months (September 2015, November 2015, and March 2016) causing disruptions in service to customers. The approximately 17,000 linear feet of water main along Vanderbilt Drive extending north to Bonita Beach Road is in reliable operating condition based on test samples. This project has been coordinated with concurrent Growth Management Department projects in the area. This potable water main replacement project will benefit the entire northwest service area by increasing reliability and improving water quality. The project will commence pending Army Corps of Engineering approval. The Procurement Services Division distributed Request for Quotation 14-6213-59, "Vanderbilt Drive Water Main Replacement," (Attachment 3), on March 3, 2016, to the six vendors under the Fixed-Term Underground Utilities Contract 14-6213 via the county's electronic quote process. Three of the six contractors submitted responsive quotes on March 21, 2016, which are summarized below and in Attachments 1 and 2. VENDOR PROJECT COST Quality Enterprises USA,Inc. $419,355.68 Douglas N. Higgins,Inc. $515,310.00 Haskins,Inc. $662,645.00 County staff determined the lowest bid to be fair and reasonable and recommends awarding the work order to Quality Enterprises USA, Inc.,the lowest responsive and qualified vendor. The bid received was 40 percent less than the engineer's cost opinion. In its letter dated March 24, 2016, (Attachment 4), the design professional, Johnson Engineering, recommends awarding the work order (Attachment 5) to Quality Enterprises USA, Inc., who has a satisfactory performance and warranty record on previous, similar,utility-related projects. The quotes incorporate a time and materials allowance of$20,000 for owner-directed additional work that may include, but is not limited to, un-located utilities and unforeseen site conditions. The price for any Packet Page -1022- 4/26/2016 16.C.3. additional work will be negotiated prior to commencement in accordance with the county's Procurement Ordinance and the terms of the agreement. FISCAL IMPACT: Funding is available in, and is consistent with,the FY2016 Capital Budget approved by the Board on September 24, 2015. The source of funding is the Water User Fee Fund (412). The project is expected to be completed in 2016, and has an estimated useful life of 50-100 years. Annual operating costs for the replacement water main will remain the same or decrease. LEGAL CONSIDERATIONS: This item has been reviewed by the County attorney, is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water and Sewer District, approves a $419,355.68 work order under Request for Quotation 14-6213-59, "Vanderbilt Drive 12-inch Water Main Replacement," to Quality Enterprises USA, Inc., and authorizes the Chair to sign and execute the work order after final approval by the County Attorney's Office.
