XECUTIVE SUMMARY Recommendation to authorize the Division of Emergency Management to purchase food and drinks for the flight crew and support personnel from the National Hurricane Center during the public aircraft static display at the Naples Airport(not to exceed$500). OBJECTIVE: To provide support to the crew while educating the public on hurricane preparedness for the upcoming hurricane season. CONSIDERATIONS: The National Hurricane Center has chosen Collier County and its Division of Emergency Management as its official host for the 2016 Hurricane Awareness Tour sponsored by the National Oceanic and Atmospheric Administration (NOAA). Emergency Management in partnership with the Naples Municipal Airport will host a public open house and static display of three of NOAA's hurricane research aircraft. The event will include tours of the aircraft to school groups, members of the media, local officials, and the general public on or about May 20, 2016 based on weather conditions. These hurricane hunter aircraft visits have been highly successful around the country drawing substantial crowds of school children, public safety officials, weather, and aircraft enthusiasts. There will be approximately 40 flight crew and support personnel, which includes NOAA officials, forecasters from the National Hurricane Center, National Weather Service staff, airport security, and approximately 10 members from the host staff, who will not be able to leave the aircraft or the venue during the busy daylong event. Since there are no nearby food or canteen services at the terminal location, staff recommends that box lunches be provided. This food contribution from Collier County is a minor cost as the Naples Airport is providing a wide range of services and support at its terminal with staff, logistical support, security, and parking at no charge. The aircraft will be coming from the northern gulf region and departing the same day. FISCAL IMPACT: The Board is requested to authorize the Division of Emergency Management to purchase 50 boxed lunches locally,not to exceed$500.00 from its General Fund budget. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes the Emergency Management Division to provide meal and drink support for the NOAA Hurricane Awareness Aircraft Tour and to recognize that the purchase serves a valid public purpose.
