EXECUTIVE SUMMARY
Recommendation to approve an agreement between Collier County and Retis designating
Collier County exclusive rights to host the Retis Face 10 Executive Training Program from
May 23-25, 2016, and providing funding for financial support in facilitating the event and
for becoming a partner member of Retis in an amount not to exceed $12,000.
OBJECTIVE: Approval by the Board of County Commissioners (Board) of an agreement
between the County and Retis, the French network for innovation, to provide Collier County
exclusive rights to host the Retis FACE 10 Executive Training Program from May 23-25, 2016.
The agreement with Retis for the May 23-25, 2016 FACE 10 Executive Training Program
stipulates that Retis will hold the event in Collier County, Florida, and provides funding to
reimburse travel and lodging costs associated with attending the event for up to seven(7) French
innovation companies and two (2) Retis event operations staff, at up to $1,000 per approved
company and operations staff person and approval by the Board of County Commissioners
(Board)the County to become a partner member of Retis in an amount not to exceed$12,000.
CONSIDERATIONS: Provence Alpes Cote d'Azur ("PACA"), is the name of a geo-political
region/area in France, which is a local government that can be compared to a large county in the
U.S. with elected officials and funded through public money. The "Agence Regionale pour
l'Innovation et l'internationalisation des enterprises ("ARII") is the Regional Agency for
Innovation and Internationalization of companies. PACA and ARII are local/regional
administrations and organizations with institutional missions and the responsibility for
innovation and international regional public policies and have the capability to finance strategic
programs matching the regional goals and objectives.
Retis is a national (France) private and non-profit organization dedicated to promote French
incubators/ accelerators and their startups with programs like Face. Retis is a membership
organization and has numerous members from the PACA Region. Retis is a partner of the
PACA Region and ARII and conducts programs like the Face 10 program for companies from
the PACA Region.
Collier County has participated in 2 successful Face programs from visiting French companies.
Face 5 and Face 9. The Face program is a 3 day event which introduces French companies to
doing business in Collier County. It is educational with a strong emphasis on networking and
opportunities for local and French business collaboration.
Collier County in conjunction with other community organizations(including the Greater Naples
Chamber of Commerce)began communicating with representatives from the PACA Innovation
organization of France during an initial visit in February 2013, regarding potential international
economic development collaboration with Collier County. In two subsequent visits to Collier
County the PACA/Retis group continued discussions of establishing an international partnership
with Collier County. The essential points of the partnership would: 1) create a soft landing zone

providing technical assistance for selected French companies willing to develop businesses in
Collier County and Florida, while 2) providing Collier and Florida innovation companies with
facilitated access to French and European business partnerships and international trade, and
institutional cooperation with the idea of having a PACA/Retis representation office in Collier
County. As provided for in the Office of Business and Economic Development's Business Plan,
and formally adopted by the Board on September 12, 2013,this partnership would advance a key
economic development goal of international trade with potential for foreign-direct investment.
On February 28, 2016, representatives from Retis submitted an action plan outlining a proposal
for Collier County to host the Face 10 Executive Training Program. The Face 10 Executive
Training Program equates to an in-bound international trade mission affording our community an
opportunity to recruit those desirable international firms to locate in Collier County. The plan
outlines the benefits and obligations of both Retis and Collier County, including a request for
Collier County to provide financial support of up to $12,000 to offset transportation and lodging
costs for up to 7 French innovation companies and up to 2 Retis operations staff as part of
Collier's facilitation of their participation in the Retis Face 10 Executing Training Program
planned for the May 23-25 event. Also,by joining Retis and paying annual membership fees,we
can host a new South West Florida/Collier County delegation in Paris that would allow much
more national visibility and deepen the relationship with Retis and the French nation as a whole.
The partnership with Retis will further facilitate the County's economic development by
increasing international trade and increasing additional business opportunities that will create /'h
high value jobs for County residents and businesses. The opportunity to host the next Face 10
Executive Training Session will contribute to Collier County's position as a hub for French and
European companies aiming to expand in Florida, while assisting Florida-based innovation
companies in gaining access to French and European business or technology incentives or other
partnerships.
The Fall 2015 Retis Face 9 Executive Training Program was a major success with 6 Attendee
companies and 2 Retis staff members in attendance. One of the visiting Face 9 companies,
Active Asset Allocation, has completed its application to join the Naples Soft Landing
Accelerator and is currently working on Visas for 2 of its senior executives to move to Naples
and establish its U.S.presence here.
The Office of Business and Economic Development has worked to create a mutually beneficial
agreement with Retis that will allow Collier County to exclusively host the May 23-25, 2016
Retis Face 10 Executive Training Program. The Office will continue relationship building with
Retis and pursue garnering local partner and community support to facilitate a successful event
in the fall.
FISCAL IMPACT: The maximum fiscal commitment from the County for this in-bound
international trade mission is $12,000 to offset transportation and lodging costs up to$1,000
each,for up to 7 French innovation companies' and 2 Retis staff persons visiting Collier County

for the 2016 Face 10 program for May 23-25, 2016 and funding to become a Partner Member of
Retis. Sufficient funds are available in the Economic Development budget(001-138790) for the
proposed programs.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for approval. -JAK

AGREEMENT BETWEEN COLLIER COUNTY, FLORIDA, AND THE
RETIS/PACA COLLABORATIVE, PROVIDING EXCLUSIVE RIGHTS
TO COLLIER COUNTY TO HOST THE 2016 RETIS FACE 10 FLORIDA
EXECUTIVE TRAINING PROGRAM FROM MAY 23-25, 2016.
THIS AGREEMENT, is made and entered into this 22nd day of March, 2016, by and
among COLLIER COUNTY, a political subdivision of the State of Florida, acting by and
through its Board of County Commissioners, the governing body thereof, herein referred to as
the "COUNTY," and RETIS, the French network for innovation.
WITNESSETH
WHEREAS, increased international business will aid the County's economic
development, generate international trade, and increase additional business opportunities that
will create high value jobs for County residents and businesses; and
WHEREAS, there is a need for a concerted, community-wide effort to attract
international businesses and foreign-direct investment to Collier County; and
WHEREAS, RETIS, the French network for innovation has proposed a partnership with
Collier County for an in-bound trade mission; and
WHEREAS, such partnership would afford Collier County exclusivity in hosting
RETIS's FACE 10 Florida Executive Training Session, bringing up to seven (7) French
companies to Collier County for such a training session in May of 2016; and
WHEREAS, the opportunity to host the next FACE 10 Florida Executive Training
Session would contribute to Naples and Collier County's position as a Hub for French and
European companies aiming to expand to Florida; and
WHEREAS, the opportunity to host the next FACE 10 Florida Executive Training
Session would help Florida-based and Collier County-based innovative companies gain access to
French and European business or technology incentives or other partnerships; and
WHEREAS, the opportunity to host the next FACE 10 Florida Executive Training
Session would help to promote Collier County in France to French-based incubation networks
and business networks while also providing French innovation companies opportunities to access
Florida markets; and
WHEREAS, Collier County supports the development of international trade, foreign
direct investment, and entrepreneurship opportunities such as those offered through exclusively
hosting the next FACE 10 Florida Executive Training Session; and
WHEREAS, Collier County proposes financial support of the next FACE 10 Florida
Executive Training Session for its high-value opportunities, granting up to $12,000 for the
purpose of offsetting transportation and lodging costs for up to seven (7) French companies and
up to two (2) RETIS operational staff traveling to Collier County for participation in the program
and seeking to further strengthen the relationship with RETIS by joining as a Partner Member.
NOW, THEREFORE, in consideration of the premises and mutual benefits which
will accrue to the parties hereto in carrying out the terms and provisions of this agreement, the
parties hereto agree as follows:
Section 1. Recitals.
The foregoing recitals, as well as the recitals provided for in the Agreement, are true and
correct and are incorporated in this Agreement by reference.
Section 2. Obligations of RETIS.
(A) Venue of Executive Training Program. RETIS shall:
(i) Agree to conduct and comport the May 23-25 2016 FACE 10 Florida
Executive Training Program in Collier County, Florida in the month of
May, 2016.
(ii) Agree that Collier County shall be the sole Florida destination promoted
and marketed in conjunction with the May 23-25 2016 FACE 10 Florida
Executive Training Program for a minimum period of six (6) months prior
to and a minimum of six months preceding the May 2016 FACE 10
Florida Executive Training Program.
(B) Details of Executive Training Program. Upon agreeing to locate the May 23-25
2016 FACE 10 Florida Executive Training Program, RETIS shall:
(i) Agree that the May 23-25 2016 FACE 10 Florida Executive Training
Program will consist of at least three (3) days of training that allows
participant French innovation companies to familiarize themselves with
the local economic ecosystem, including local partners, investors, and
business prospects.
(ii) Agree that the May 23-25 2016 FACE 10 Florida Executive Training
Program shall consist of sufficient content to support successful
integration of those attendees into Collier County and Florida markets and
include at least three sessions, three speakers, and participation from a
minimum of six (6) French innovation companies.
(iii) Agree that Collier County will participate in screening and selection of
French companies invited to participate, and the County Manager or his
designee will retain the option of approval for those companies and RETIS
operational staff to be determined as qualified for travel cost
reimbursement. That determination will be based on the companies'
compatibility with guidelines established by the State of Florida Target
Industry list and estimated potential economic impact to Collier County.
Travel/participants other than company prospects will be limited to RETIS
staff and/or their contractor program coordinators and facilitators.
(C) RETIS Procurement Standard. RETIS shall require each participating French
company to adhere to the RETIS FACE 10 Executive Training Program
procurement rules (Exhibit A).
Section 3. Obligations of the COUNTY.
(A) In support of RETIS conducting the May 23-25 2016 FACE 10 Florida Executive
Training Program in Collier County, the COUNTY shall provide up to $12,000 in
local financial support, made payable to RETIS, for the purpose of inducing the
participation of up to seven (7) French companies and two (2) RETIS staff in the
May 2016 FACE 10 Florida Executive Training Program.
(i) The County financial support of up to $1,000 will be made available to
offset transportation and lodging costs incurred as travel expenses in direct
relation to attending the event in Collier County, for up to seven (7)
French participant companies and up two (2) RETIS staff and RETIS
contractor staff. Transportation costs supported will include arrivals to
Florida/Collier either departing from a U.S. location as a second leg of a
trans- Atlantic journey or direct departure from France and also include
return flights with final destinations to France. Lodging costs will be
limited to hotel stays in Collier County during the dates of May 23-25
2016 FACE 10 Florida Executive Training Program.
(B) County financial support will be made available from the Economic Development
marketing and promotion budget (001-138790), and shall be made on a
reimbursement basis as described by Section 4 of this Agreement.
(C) The COUNTY agrees to provide an in-kind contribution of temporary office
space in a county facility for RETIS staff, in relation to executing and
implementing this agreement and referenced event.
(D) The COUNTY further agrees to collaborate with the Collier Soft Landing
Accelerator Network to provide additional support to RETIS in conducting the
May 23-25, 2016 FACE 10 Florida Executive Training Program in Collier County
with in-kind contributions, including logistical support such as locating suitable
meeting rooms and identifying speakers, mentors, and evaluators.
(E) The COUNTY agrees to provide funding to become a Partner Member of RETIS.
Section 4. Reimbursement Procedures
(A) Proposed Budget. To be eligible for travel and lodging cost reimbursements up to
$9,000, providing up to $1,000 per qualified participating French company or
RETIS staff/contractor, RETIS is required to submit to the COUNTY a Proposed
Budget and Program Outline using the provided form (Exhibit B) at least 45 days
prior to the anticipated travel dates. Such Proposed Budget and Program Outline
shall, at a minimum, include the anticipated number of attending qualified French
innovation companies, the anticipated RETIS staff and RETIS contractor staff,
the anticipated number of program speakers, the nature of program sessions, and
the anticipated travel and accommodation costs necessary to support the
attendance of up to seven French innovation companies and two operational staff.
To be considered qualified, a French participating company and RETIS program
staff must be pre-approved by the County Manager or his designee.
(B) Performance Report. Within forty-five days of the conclusion of the May 23-25
2016 FACE 10 Florida Executive Training Program, RETIS shall submit to the
COUNTY a Program Performance Report using the provided form (Exhibit C),
which shall highlight key metrics accomplished during the May 2016 FACE 10
Florida Executive Training program, and also itemized costs related to
transportation and lodging for participating French innovation companies. Such
costs should be evidenced using any of the following: receipts, travel and lodging
documentation such as flight and accommodation confirmations, or other similar
documents evidencing expenditure of funds as required by this agreement.
(C) Payment. Upon receipt of the Program Performance Report verifying the program
requirements of this agreement have been met, and upon receipt of required
documentation evidencing travel and lodging costs for up to seven French
innovation companies and approved RETIS staff, Collier County shall within
forty five (45) days reimburse RETIS for all verified travel and lodging
expenditures for up to seven French innovation companies and two RETIS staff,
not to exceed $9,000 total.
Section 5. Term of Agreement
The terms of this agreement shall be from the date of execution through the
COUNTY's receipt of the Program Performance Report, and COUNTY'S
reimbursement of up to $9,000 to RETIS plus funding to join RETIS as a Partner
member for a total of$12,000.

RETIS FACE 10 TRAINING PROGRAM PROCUREMENT RULES
• Each participating company within the training will be bound to RETIS by a "training agreement"
which will include an exhibit.
This exhibit:
* Will represent the existence of the partnership between RETIS and the Collier County
Will explain that the Collier County has decided to grant its financial help to the program by
participating in transportation expenses (plane and hotel) of registered companies (up to
seven (7) companies and two (2) RETIS operations staff in the amount of up to $1,000 per
company/staff person.
* Will specify that Collier County will determine the list of companies it wishes to support
post examination of the companies profiles and plans
* Will explain that RETIS will receive Collier County funds and will pay back later selected
companies of all or part of their transportation or hotel expenses, up to$1,000 per company
* Will specify the reimbursement conditions regarding these expenses
• The training will be comprised of 5 modules including 4 in France and 1 (module#10) in the
United- States.
The module#10 will take place in Collier County, Florida for a minimum of 3 days.
To benefit from the financial contribution for all or part of transportation and hotel expenses for
traveling to Florida, companies selected by Collier County must comply with the following
obligations:
* Participate in the entire module # 10 and all proposed collective workshops, individual
