EXECUTIVE SUMMARY
Recommendation to provide after- the- fact approval for the submittal of a Conservation grant
application to the Florida Native Plant Society for a Tropical Hardwood Hammock restoration
project at the Gordon River Greenway in the amount of$966.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit a
Conservation Grant Application to the Florida Native Plant Society to fund a Tropical Hardwood
Hammock Restoration at the Gordon River Greenway Park.
CONSIDERATIONS: The Gordon River Greenway Park is located along the Gordon River just west of
the Naples Municipal Airport. After initial exotic removal and trail development on the southern portion
of the Park, it was determined that additional plantings would be needed to help vegetate the site. A
planting project in 2015 incorporated an Eagle Scout project and a Florida Gulf Coast volunteer project to
replant the spoil portion of the Greenway Trail with native species hammock plants. That project
installed over 4,000 plants but left the area adjacent to the pedestrian bridge of approximately 2,700
square feet sparsely planted. The area adjacent to the pedestrian bridge has been the site of uncontrolled
access. The proposed additional plantings are meant to increase the plantings in this area, contribute to
the restoration of a Tropical Hardwood Hammock vegetation community and to discourage access at this
location.
The funding was announced February 8,2016 with a due date of March 4,2016. This time frame makes
it impossible to process the documents for Board consideration. Collier County CMA #5330 authorizes
the County Manager to approval the submittal of grant applications with subsequent Board of County
Commissioners action at the next available Board meeting to ratify the approval as "after-the-fact." The
next available Board meeting was March 22,2016.
FISCAL IMPACT: The total cost of the project is estimated to be approximately $2,000. Collier
County is requesting approximately$966 to purchase plants from a local native plant nursery and to rent a
post hole augur, and is offering as match 20 lbs of Terra Sorb irrigation that is on hand and staff time of
approx $825 —or 2 days - to install the plants. The staff time is budgeted in Fund 174 — Conservation
Collier Land Management Trust Fund.
GROWTH MANAGEMENT IMPACT: This proposal supports Goals 1 and 6 of the Conservation and
Coastal Management Element of the County Growth Management Plan, which require the County to
protect, conserve, manage and appropriately use natural resources including vegetative communities and
wildlife habitat.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly,this Office has no issue with respect to the legality of this request,which
is appropriate for Board action and requires a majority vote for Board action. —JAB
RECOMMENDATION: That the Board of County Commissioners approves the electronic submittal of
a Conservation Grant Application to the Florida Native Plant Society for funding to accomplish a
Tropical Hardwood Hammock restoration project at the Gordon River Greenway Park.

This project proposes to enhance existing Tropical Hardwood Hammock restoration efforts in a
2,700 square foot (6/10 of an acre) area in a highly visible section of the Conservation Collier
portion of the Gordon River Greenway Park. This area consists of old dredged spoil adjacent to
the Gordon River, a tidally influenced river that empties into the Naples Bay 1.5 miles from the
site. Tropical hardwood hammock has been recognized as a priority habitat for preservation
within the Collier County Growth Management Plan Conservation and Coastal Management
Element (Policy 6.1.1(4)c.). Migratory birds, wading birds and other wildlife species utilize the
Gordon River corridor. As the planted native vegetation matures, more habitat will be available
for wildlife.
The project site is located on the south side of the Gordon River Greenway Park, on lands
acquired and maintained by the Conservation Collier Program ' Collier County Government's
voter authorized environmental lands acquisition and management program. The project siteis
highly visible to visitors of the Park from a pedestrian bridge crossing the Gordon River and will
help to buffer the Park lands from intrusion coming from an adjoining residential area. The
proposed planting area is located within a larger area that was planted in June 2015, as part of
an Eagle Scout Project, with 23 trees, 150 shrubs, and 200 ground cover hardwood hammock
species. There are some gaps in the planted area and this proposed planting would provide
tree and shrub species to fill those gaps. It would also augment the local seed source with a
few different species than had been planted in the 2015 restoration.
Plants will be acquired from a local native nursery and installed by community volunteers and
staff. A planting gel will be used to augment staff watering, and staff also believes that a
predicted wet winter will aid in plant establishment. The species list for planting was selected
byrevievvingtheF}oridaNativeP|ant5odetyvvebsiteunder "p|antsforyourarea'' andbasedon
local availability of larger sized plant material. The number of plants needed for restoration
was estimated based on the mature width of each species, on observed native recruits within
the surrounding location, and on staff's knowledge of species typically found within a Collier
County tropical hardwood hammock. Invasive plants will be controlled within the planting area
by staff. The project is funded for exotic maintenance into the foreseeable future and the
entire property is managed under a land management plan accepted by the Florida
Communities Trust Program, South Florida Water Management District and the Collier County
Board of County Commissioners. The Naples Botanical Gardens is interested in partnering with
Conservation Collier for this project.

The Conservation Collier Department is applying for a grant funding in the amount of$966.00
from the Florida Native Plant Society to enhance existing Tropical Hardwood Hammock
restoration efforts in a 2,700 square foot area in a highly visible section of the Conservation
Collier portion of the Gordon River Greenway Park. Tropical hardwood hammock has been
recognized as a priority habitat for preservation within the Collier County Growth Management
Plan Conservation and Coastal Management element. Plants will be acquired from a local native
nursery and installed by community volunteers and staff.
There is no match required for this grant,however, Conservation Collier is providing match in
the amount of$825.00 towards personnel costs for an Environmental Specialist as well as
additional supplies. Matching funds are available in Conservation Collier Fund 174.
The funding notice was announced February 8, 2016 with a due date of March 4, 2016. Due to
the short turnaround, we are requesting your approval to submit the application followed by after
the fact approval from the Board of County Commissioners at the March 22. 2016 BCC meeting.
