EXECUTIVE SUMMARY
Recommendation to consider a request from the City of Marco Island to approve a
resolution supporting the City's future application for a COPCN to provide its own EMS
paramedic and transport services.
OBJECTIVE: To consider the attached resolution.
CONSIDERATIONS: I am in receipt of a letter dated March 8, 2016 from Marco Island City
Council Chairman, Robert Brown, requesting that the attached resolution be presented to the
County Commission for consideration.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS:
RECOMMENDATION: That the Board of County Commissioners considers a request from
the City of Marco Island to approve a resolution supporting the City's future application for a
COPCN to provide its own EMS paramedic and transport services.

Dear Chairman Fiala:
At your March 3d Town Hall meeting during the very important Emergency Medical Services
(EMS) discussion, you heard the concerns from Marco Island residents. The upcoming March
15th straw ballot question has been drawing attention to the fact that the County is considering
modifying how EMS services will be provided in the future. Clearly, the speakers expressed
apprehension over the unknown potential impacts of the Countylunincorporated EMS changes
on Marco Island as well as the concerns associated with local control and future level of service.
While individual commissioners have expressed that Marco Islanders are overly (and perhaps
unnecessarily) concerned, the City Council decided that the best way to gauge the County
Commission's commitment pertaining to Marco Island's EMS service level and Certificate of
Public Convenience and Necessity (COPCN) and thereby alleviate the concerns and fears of
the citizens of Marco Island is for the Board of County Commissioners to adopt the attached
draft resolution as soon as possible. This resolution, once approved, would reaffirm your
commitment to a cooperative partnership, recognize the City of Marco Island home rule and
indicate that the Board of County Commissioners would support Marco Island's ability to provide
paramedic and transport services COPCN if requested.
Kindly advise i-ne of the date that this resolution will be considered by the County Commission.

A RESOLUTION OF THE COLLIER COUNTY BOARD OF
COUNTY COMMISSIONERS SUPPORTING THE CITY OF
MARCO ISLAND'S DECISION TO OBTAIN AND MAINTAIN A
CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY
(COPCN) IF REQUESTED; RECOGNITION OF CITY HOME
RULE AUTHORITY; MAINTAINING A CONTINUED
COMMITTED PARTNERSHIP WITH THE CITY OF MARCO
ISLAND TO PROVIDE THE HIGHEST QUALITY OF
EMERGENCY MEDICAL SERVICE.
WHEREAS, the Board of County Commissioners (Board) acknowledges that the City of Marco
Island (City) has since its inception, has always been a committed cooperative partner with the
Collier County Emergency Medical Services and other fire agencies in providing the highest
quality Emergency Medical Services (EMS) care to all residents and visitors of Collier County
and Marco Island; and
WHEREAS, the City, as a Florida municipality has home rule authority and powers; and
WHEREAS, the Board of County Commissioners has given direction that it will integrate
County EMS services into a single unified county lire service; and
WHEREAS, the March 15, 2016 County ballot question for unincorporated Collier County Linfly

a single combined Fire and Emergency Medical Response Independent Special District in
unincorporated Collier County that will be governed by an independent elected body for which
Marco Island voters will not be able to cast ballots; and
WHEREAS, recent mergers of independent and Collier County dependent fire districts clearly
indicate the possibility of integration of County EMS services into a single independent Special
District in unincorporated Collier County.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISIONERS OF COLLIER COUNTY, FLORIDA, that:
1. With the probability that Collier Comity will modify the EMS delivery system in the future,
the Collier County Commissioners will fully support Marco Island's ability to elect to
provide EMS paramedic and transport services.

2. The Board of County Commissioners acknowledges that the addition of City of Marco Island
emergency resources will have a positive impact to Collier County EMS services, response
times and care.
3. The City of Marco Island will be requesting and applying for a COPCN, and when obtained
the City will operate their COPCN in accordance with Florida State Statute Section 401.25
and Florida Administrative Code Rule 64, (inclusive of Rule 64,1 - 1.004, Medical Direction)
and other applicable local regulations, thereby creating a seamless county wide system,
4. The Board of County Commissioners will approve a COPCN, and maintaining the COPCN
as permitted by law to the City of Marco Island wlien formally requested and applied for.
