2/23/2016 16.D.7. EXECUTIVE SUMMARY Recommendation to approve after-the-fact grant application for a 3-year U.S. Department of Justice, Office on Violence Against Women-Justice for Families Grant in the amount of $599,480 that is part of the Victims Advocacy Organization Grant Program. OBJECTIVE: To secure funding to continue the visitation and safe exchange program for children and families in our community. CONSIDERATIONS: The U.S. Department of Justice (DOJ), Office on Violence Against Women has issued a solicitation for the Justice for Families grant. Community and Human Services is applying as part of the Victims Advocacy Organization (VAO) collaboration. The VAO organizations involved in this application are Collier County Child Advocacy Council (also known as the Children's Advocacy Center (CAC) and The Shelter for Abused Women& Children(The Shelter), in addition, the Twentieth Judicial Circuit Court of Florida is also a partner. The purpose of this application is to forge local partnerships among police, prosecutors,judges, victim advocates, health care providers, faith leaders and other organizations to provide victims with the protection and services they need to pursue safe and healthy lives, while improving communities' capacity to hold offenders accountable for their crimes. The grant was authorized in the Violence Against Women Reauthorization Act (VAWA) of 2013 to improve the response to the civil and criminal justice system for families with a history of domestic violence, dating violence, sexual assault, or stalking, or in cases involving allegations of child sexual abuse. The application is focused on two purpose areas for the community: (1) Supervised visitation and safe exchange and (2) Civil Legal Services. The supervised visitation and safe exchange services will be provided by CAC and the civil legal services through The Shelter. The grant application includes an executed Memorandum of Understanding between Collier County, CAC,The Shelter and the Twentieth Judicial Circuit Court. Collier County and our collaborative partners are requesting a 3-year total of$599,480. There is no match required to implement this program,when awarded. The grant request,by budget category, is identified in the table in the Fiscal Impact section below. Collier County was awarded and successfully completed two 3-year DOJ Safe Haven grants from October 1, 2009 through September 30, 2015. The Justice for Families grant program has replaced the Safe Havens grant program. Should Collier County be selected as a grantee,the award will begin on October 1, 2016 and end on September 30,2019. If the grant is awarded, the grant agreement and associated subsequent awards will be brought to the Board at a later date for approval and signature. As fiscal agent of the grant, the County will be responsible for ensuring compliance with the programmatic and financial reporting requirements of the grant. The sub-award contracts will include requirements for the subrecipients to provide information as needed for these reports. The award will include the need to create a sole source subrecipient award contract with the CAC because they are the only victims' visitation center in the county. The Shelter for Abused Women& Children will be a sub-consultant through CAC and as such, will submit all invoices to CAC who will, in turn, include them with their invoices for reimbursement through the County. Packet Page-620- 2/23/2016 16.D.7. The grant was released/announced on November 24, 2015 with a submittal due date on January 21, 2016. With such a short response time to address the grant announcement and the coordinator with outside agencies, staff was not able to complete the application in time for a board meeting prior to submission. Collier County CMA#5330 authorizes the County manager to approve the submittal of grant applications with subsequent Board action at the next regularly scheduled Board meeting to ratify the approval as an after-the-fact application. The County manager approved the grant application on January 19,2016. FISCAL IMPACT: If the grant is awarded, federal funds from DOJ VAWA in the amount of$599,480 will be appropriated into Human Services Grant Fund 707 via a Budget Amendment at the time of Board acceptance of the grant.No County match is required for this grant. Accordingly,this Office has no issue with respect to the legality of this request, which is appropriate for Board action and requires a majority vote for Board action-JAB GROWTH MANAGEMENT IMPACT: There is no Growth Management impact due for this request. Proposal Abstract The Collier County Board of County Commissioners, Collier County, Florida is applying for the Justice for Families Grant Program to continue and strengthen existing supervised visitation services and provide civil legal assistance including legal information and resources for victims of domestic violence particularly for the underserved and marginalized population in our local community. We are requesting $599,480 for the three year grant. Collier County Board of County Commissioners intends to collaborate with the local non-governmental domestic violence agency, The Shelter for Abused Women & Children, to provide an attorney to represent and support victims in civil domestic violence cases and related family law cases, a domestic violence advocate onsite at the visitation center and a supervisor for these positions; as well as contract with the Collier County Child Advocacy Council to provide staff for supervised visitation and safe exchanges for battered women and their children in accordance with the OVW Guiding Principles. The domestic violence court judges will participate in the collaborative partnership, attend annual technical assistance training and continue to send appropriate referrals to the visitation center. A Collier County employee will serve as grant coordinator to act as the point of contact with the Office on Violence Against Women to ensure compliance with the statutory, mandatory and reporting requirements of the grant in addition to an accountant and operations coordinator to assist with the grant responsibilities. The goals of this proposal focus on increasing access to supervised visitation and exchange, implementing services and provide legal and advocacy services which are responsive to the needs of battered women and their children. Located in Southwest Florida, Collier County is the largest geographically in the state with 2,025 square miles, larger than the states of Delaware and Rhode Island. Collier's child population continues to become increasingly more diverse with a population of 49% Hispanic, 36% White, 12% African American and Haitian, and 2% mixed and 1% Asian and Native American (Collier County Public Schools, 2015.) More than 50% of our students live in non- English speaking homes, where English is not the first language and sometimes isn't even spoken. The percent of school age children eligible for free or reduced price lunch has increased from 50.9 percent in 2009 to 61.2 percent in 2013 with over 26,000 students categorized as economically needy. (Kids Count Data Center, 2014.) The overall total crime index from 2013 to the first half of 2014 went up by 6.3% in Collier County; the number of murders increased by 33% the number of forcible rapes increased by 20% and aggravated assault increased by 35% (Florida Department of Law Enforcement.) Provision of supervised visitation services and advocacy for victims to meet the needs of this underserved, economically and culturally diverse population is challenging and requires community support and expertise. The Justice for Families Grant Program funding is critical to the safety of the some of the most vulnerable citizens of our community. Project Narrative Purpose of the Application Newspaper headlines all too frequently report tragedies in which women and their children are killed or seriously injured in situations involving domestic violence. Two million injuries and 1,200 deaths to women from intimate partner violence occur each year according the Centers for Disease Control and Prevention. A 2006 study in the Journal of Family Psychology found that more than 15 million U.S. children live in families in which partner violence occurred at least once in the past year. In the literature mothers have also mentioned difficulties in getting their children back from visitations or; in instances where the mother is the noncustodial parent, having the abusive fathers restrict their access to the children(Bemiller, 2008; Hardesty& Ganong, 2006; Kernic, Monary-Ernsdorff, Koepsell, &Holt, 2005). In extreme cases, post- separation abuse results in fathers kidnapping or murdering mothers and/or children(Jaffe et al., 2003; Saunders, 2009). Due to the significance of post separation violence, it is vital that family courts provide legal supports necessary to protect mothers and children. Shared physical custody and mandated visitation arrangements put mothers in frequent and continued contact with their abusers, allowing batterers opportunities to commit more violence with each child exchange (Hardesty, 2002; Hardesty&Ganong, 2006.) The batterer's motivation to intimidate their victims through the children increases when the couple separates because of the loss of other ways to exert control (Bancroft and Silverman, 2002.) The batterer often minimizes personal responsibility and may use the legal system to continue the abuse of the victim. One of the many ways abusers continue to abuse victims is take them to court repeatedly in order to gain increased parenting time,harass the victim, and exhaust their finances (Hardesty, 2002; Miller& Smolter, 2011; NCJFCJ, 2008; Pollet, 2011.)Although many assume that intimate partner violence will Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr.Packet Page 639 itation 1 2/23/2016 16.D.7. end by one party exiting an abusive relationship, research indicates that leaving not only fails to stop the violence,but separation poses a significant risk of escalated, often lethal violence (American Psychological Association, 1996; Saunders, 2007; Tjaden& Thoennes, 2000.) The 2013 Florida State Domestic Violence Fatality Review Team report states that the victims in the cases reviewed had little contact with social service workers and domestic violence advocates; more than half of the decedents had children (66%), and nearly half of all incidents included child witnesses or additional victims other than the decedent(43%.) Apart from prior domestic violence and criminal activity,the reviewers also identified, in almost all incidents, a substantial number of lethality risk factors including substance abuse, weapons use, economic loss, and some form of obsessiveness,jealousy, or perceived betrayal on the part of the perpetrator. Safe supervised visitation services, victim advocacy and civil legal assistance can be fundamental in avoiding further incidences of domestic violence and possible fatalities. The Justice for Families Grant funding will enable Collier County to assist victims of domestic violence and their children and particularly the underserved population to increase the availability of needed services, by maintaining accessible and high quality supervised visitation services following the OVW guiding principles (Purpose area 1) and increasing civil legal assistance and advocacy services for battered women and their children (Purpose area 6.) Families participate in supervised visitation services to help ensure the safety of adult victims and their children. The availability of civil legal aid may be effective in reducing rates of violence. According to one study, 83 percent of victims represented by an attorney successfully obtained a protective order, as compared to just 32% of victims without an attorney (Murphy, 2003.) The Need: Community Service Area and Demographics The local community faces many challenges providing services to underserved families due to geographic location, language barriers, and immigrant status. Located in Southwest Florida, the county is the largest geographically in the state with 2,025 square miles, larger than the states of Delaware and Rhode Island. According to the National Coalition Against Domestic Violence, domestic violence is one of the most chronically underreported crimes. The overall total crime index from 2013 to the first half of 2014 went up by 6.3% in Collier County; the number of murders increased by 33%the number of forcible rapes increased by 20% and aggravated assault increased by 35% (Florida Department of Law Enforcement.) In the past year, The Shelter for Abused Women& Children along with local law enforcement reviewed 2,438 domestic violence police reports and to assess for lethality risk. Collier County's child population continues to grow and become increasingly more diverse with about 60 percent of children coming from non-white ethnic groups. The schools report a student population of 49%Hispanic, 36%White, 12%African American and Haitian, and 2% mixed and 1%Asian and Native American (Collier County Public Schools, 2014.). The 2014 population of children is 64,436 children 0 to 18 years old,up from 54,916 ten years ago. English is not the first language for nearly 13%of Collier County students with more than 5,700 (PreK-12) students in the English Language Learners program. Collectively, these students speak 80 different heritage languages and hail from 114 different countries of origin. With overall 49% Hispanic and immigrant students, many of the parents and children do not speak English at home. Language barriers isolate immigrant women from community resources and legal remedies as well as causing them to be wary of requesting help from officials based on their experiences with similar institutions in their home county(Erez, 2000.) Immigrant women are Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Fan Packet Page -641-:Ration 3 2/23/2016 16.D.7. commonly isolated,prohibited from work outside of the home and possibly illiterate in their native language; "Fear of deportation is a very powerful tool used by abusers to prevent battered immigrant women from seeking help and keeping them in violent relationships" (Shetty and Kaguyutan, 2002.) The economic volatility of recent years has produced a significant increase in families living at 200 percent of poverty or below. The percent of school age children eligible for free or reduced price lunch has increased from 50.9 %in 2009 to 62% in 2015 with over 28,000 students categorized as economically needy(Collier County Public Schools, 2015.) In 2014 Collier County had 24% of children under age 18 living in poverty(Florida Kids Count, 2015.) In 2013 Collier County Public Schools identified more than 1200 children as homeless. Although domestic violence is reported at all socio-economic levels, some research suggests that the prevalence rates are higher among those who live in poverty(Tolman&Raphael, 2000.) Current Services and Gaps: The partner agencies, the Collier County Child Advocacy Council (the visitation center), The Shelter for Abused Women& Children (the non- governmental domestic violence agency) , the courts and the county government, involved in this project proactively seek community collaboration and support from law enforcement and other victim service providers that are essential to achieving the intended outcomes. There is a continued need to expand and further improve these services by providing increased outreach and advocacy to underserved clients and informing the community and other service providers of the benefits of professional supervised visitation and exchanges. The partners actively participate in the Collier County Domestic Violence Task Force a community-wide plan to end domestic violence through community engagement, community mobilization, advocacy, education and collaboration. The plan seeks to heighten local awareness about domestic violence in an Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr.Packet Page -642-.itation 4 2/23/2016 16.D.7. innovative way that changes knowledge, attitudes,beliefs and behaviors to stop domestic violence before it starts and sets out a framework for action over the next three to five years. The overarching goal of the plan is to change the attitudes,beliefs and behaviors that perpetuate domestic violence by educating, engaging, and empowering the community to bring about social change. The local supervised visitation center has considerable experience working with victims of domestic violence and their children and has partnered with The Shelter for over 15 years. The local visitation center serves over 85 families each year and is the only visitation program in the county serving victims of domestic violence and their children. The visitation center, in accordance with the Safe Havens OVW Guiding Principles, provides supervised visitation and safe exchanges by and between parents in situations involving domestic violence, dating violence, sexual assault and stalking. Families receiving visitation services are treated respectfully with equal regard for the safety of adult and child victims. The center values multiculturalism and diversity and continually adapts to the needs of families who present unique circumstances and concerns. The center has evolved through OVW technical assistance opportunities and the strong partnership with the domestic violence center. Domestic violence advocacy is provided directly to the battered women and children using the center's services by the local non-governmental domestic violence agency known as The Shelter. A survey of participants indicted that the program was successful in keeping the victim safe and assisting them with community resources. The Shelter's court advocate has been actively engaged onsite with the visitation program for the past seven years and this collaboration has allowed for a more seamless support system to better serve mutual participants and their children. Visitation staff refers all adult victims to The Shelter for safety planning and other advocacy services. The Shelter recommends the visitation center services to participants who may benefit. The Shelter has recently begun providing direct civil legal assistance for their participants and they plan to continue the services next year with Justice for Families funding. The local domestic violence court places an emphasis on victim safety, defendant accountability and informed decision-making. The court partner has made considerable improvements in recent years by establishing a unified family court. Under the guidance of The Shelter executive director and the chief administrative county judge, the court recently instituted a process to hold perpetrators accountable by monitoring compliance. According to the 2002 state of Florida recommendations for a Model Family Court for Florida, a model family court coordinates and maximizes court resources and establishes linkages with community resources. Technical assistance training through the National Council of Family and Juvenile Court Judges and the Center for Court Innovation will be available to all partners. Primary goals of the technical assistance training are to engage the judges to design a more trauma-informed court and further enhance the partnership by providing relevant information on evidence-based innovations in services for families utilizing the court services. The court is committed to participating in the training at least on an annual basis. For the fiscal year 2014/2015, The Shelter for Abused Women & Children provided emergency shelter to 245 women and 167 children, served 2,268 victims through residential and non-residential programs, and assisted in the development and updating of 31,647 safety plans. The Shelter has developed a partnership with the Florida Department of Children and Families. Child protection system case workers identify a history of domestic violence in 45 percent of families when active universal screening for domestic violence occurs.Next to substance misuse, "family violence threatens child"is the most common alleged maltreatment reported to the Florida Abuse Hotline every year. In Collier County, the non-offending victim parent in child welfare/domestic violence cases is rarely charged for `failure to protect'; instead they are employing an alternative approach-Safe and Together. This model recognizes the most successful approach for the child welfare agency is protecting the children is by keeping children safe at home by developing a successful partnership with the non-offending parent. Furthermore Collier County benefits from the InVEST Program(Intimate Violence Enhancement Services Team) a partnership between local law enforcement and The Shelter. Victims voluntarily enroll in the InVEST program to receive specialized services and enhanced law enforcement protection such as safety checks. The goals of the InVEST program are to develop partnerships between law enforcement and domestic violence advocates,bridge gaps, increase contact with victims in high risk situations and increase batterer accountability. Additionally victim advocacy services are provided by The Shelter for cases when the Florida Department of Children and Families identifies adult victims of domestic violence, dating violence, sexual assault or stalking in order to support the healing process and keep the non-offending parent and child safe and together whenever possible in order to minimize trauma to children and adult victims. A Shelter advocate, housed at the Department of Children and Families local offices, supports them in accessing appropriate services including trauma counseling and safety planning. The STOP formula grant program promotes a coordinated multidisciplinary approach to enhancing advocacy and improving the response by the criminal justice system to violent crimes against women. The Shelter for Abused Women& Children receives funding through the Florida Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr.Packet Page -645-citation 7 2/23/2016 16.D.7. Coalition on Domestic Violence STOP grants for two specific projects: a partnership with the local mental health center providing substance abuse counseling to victims of domestic violence and the Legal Clearinghouse Project ending June 30, 2016. Justice for Families Grant funding will allow for continuation of The Shelter's legal services project. From October 1, 2012 to the September 30, 2015, the visitation center,with funding from the OVW Safe Havens grant, provided services to 216 adult victims and 354 children. 37% of the clients were Hispanic and at least half of those were limited or non-English speaking. The target population will benefit by the continued employment of a visitation case manager who is fluent in Spanish,by a Creole interpreter on staff at the agency and by provision of culturally sensitive services. In 70% of the cases referred to the center,there was a domestic violence injunction for protection in which the Court determines and stipulates if respondent will have contact with the children and the type of contact that will occur at the visitation agency. There are no fees for the visitation center services nor are there other supervised visitation agencies in Collier County specifically for civil domestic violence cases. Collaboration with the partnering organizations and a community wide domestic violence plan continues to enhance services to domestic violence victims by creating a comprehensive plan for domestic violence response with improved and appropriate utilization of supervised visitation. The ability to make meaningful referrals to other services that families need is also viewed favorably within partnership structure. The core partners regularly access OVW approved educational resources and opportunities concerning domestic violence and supervised visitation. Monthly meetings of stakeholders including the visitation center are held to insure that the services are culturally and linguistically appropriate. What Will Be Done Safety Needs of Victims: The visitation center provides for the physical and emotional safety of the battered women and their children through supervised visitation and safe exchanges in accordance with the Safe Haven's OVW Guiding Principles. This is accomplished by promoting equal regard for the safety of children and adult victims and ongoing safety planning. The staff is expected to thoroughly understand that dynamics of domestic violence and the post-separation risks which are accomplished by intensive training as well as regular case review meeting with a Shelter advocate that focus on safety needs of the adult victims and their children. Policies and procedures are designed with safety as the primary goal that includes the need to protect the way information is released and shared. Releases of information are specific to the specific agency or person,the type of information which can be shared and the time frame in which the sharing can take place. Practices and operations have been developed to reduce the perpetrator's ability to re- abuse the victim and to provide the victim with the advocacy and support she/he needs. Over the years the center has developed insight concerning the potential issues that arise when providing services to families that have been impacted by domestic violence,have hired and trained competent staff, and cultivated the necessary community partnerships to ensure that the treatment of families in a respectful manner is considered at all times and the resources families may need are identified. The center along with the partners has also been open concerning the identification of areas where improvements to policy and practice need to be made. As a result of their transparent nature, families that use the center benefit and the community is safer. "Women who work with advocates experienced less violence over time,reported higher quality of life and social support, and had less difficulty obtaining community resources over time." (Sullivan, C.M., 2012.) The Court works with the partners to ensure that the orders of protection including visitation and exchange orders are clearly stated; however an order is not required to receive services. The visitation center works with the courts to be aware of the limitations of the services and reports any critical incidents to the courts. The center does not discriminate against any client due to race, religion, gender, sexual orientation, national origin, age, or disability. No off-site visitation or exchange services are provided; the center does not accept cases where the state has jurisdiction such as in foster care or protective supervision and does not promote activities that compromise domestic violence victim safety such as mediation or family counseling or requiring a court order for services. The individual intake orientation meeting at the visitation center assists the parents in understanding the scope of the services as well as providing referrals and linkages to other community agencies. Information received is strictly to assess safety needs and does not include unrelated questions such as gender identity, sexual orientation or immigration status. Children participate in an orientation to consider safety concerns and establish rapport with the center staff The visitation site meets the following standards for safety: separate roads to enter and exit the site; accessible parking is available, general lighting for evening hours, entrance and exit doors that can be open and closed from the outside via key, separate entrances/exits for victim and abuser, separate waiting rooms are available to alleviate any possibility that there will be contact physically, visually or auditorally in the center, an alarm system activated to link to local Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Fair Packet Page 648 itation 10 2/23/2016 16.D.7. law enforcement with panic buttons,walkie talkies for immediate staff assistance, and all persons are screened by staff prior to entry. Staff training is crucial to safety and all visitation staff members are trained in secure visitation practice involving a thorough knowledge of the dynamics of domestic violence. Staff participates in weekly case review with the Shelter victim advocate and program director and ongoing training on such topics as battering tactics, the intersection of child abuse, substance abuse and domestic violence, and stalking. Custodial parents may wait on or off site. The visitation rooms can be monitored by a one-way mirror or glass and have recording capability. Recordings are kept for one week only however,to allow for staff supervision. An off-duty uniformed Naples police officer is contracted for Sundays and weekday evenings when the visits and exchanges occur. The center may reject a case for which they cannot reasonably ensure the safety of all clients, staff or volunteers including,but not limited to the following reasons: staff are not adequately trained to manage issues identified at intake, adequate security cannot be provided, or a conflict of interest is established. If a visiting parent cannot be redirected by staff to change their behavior that may compromise or endanger the safety of the children, adult victims or center staff, the visit will be concluded, services suspended and a critical incident report sent to the court. Safe exchanges and supervised visits are scheduled with staggered arrival times further ensuring no contact or stalking occurs. Time may be lengthened depending upon the mode of transportation or particular circumstances. The local law enforcement agency responds appropriately and promptly to requests for assistance. A written objective observational report of critical incidents is completed for each visit and maintained in the file. Only factual reports of critical incidents or case closure are sent to the court. All client records are confidential and will only be released by subpoena from the requesting party. All domestic violence information is confidential per Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr.Packet Page -649-=itation 11 2/23/2016 16.D.7. VAWA and information is not shared with courts, child welfare or law enforcement unless it is necessary to ensure the safety of the victims. Confidential information regarding a victim's address or other identifying information will be redacted when a request for records are made. Clients are informed of the confidentiality policies for release of records and information sharing. Records are kept for seven years or until the youngest child is 18 years of age. The onsite Shelter advocate will obtain releases from clients so that information sharing will occur between partners to respond to the visitation center. The goal is to ensure an effective method of communication between agency partners that heightens awareness and understanding of the unique needs of victims. Evidence suggests that increasing access to legal services will help to decrease domestic violence and empower survivors. Recent research on outcomes indicated that when victims received legal aid are 85%more likely to have visitation denied to abuser; 77%more likely to have visitation restrictions or conditions; 47%more likely to have treatment or program completion ordered and 46%more likely to have sole decision-making awarded to the victim (Mary A. Kernic, 2015.) The Shelter attorney meets the critical need of providing free legal services to victims of domestic violence, sexual assault, dating violence, stalking. These free legal services may involve full representation in court proceedings, advice and counsel,pro se assistance, limited appearances in court on discrete issues, and other appropriate forms of assistance to victims. Many of the victims may be currently be homeless and a majority has low to moderate income and cannot afford private counsel, seriously endangering their safety and well-being. The attorney's legal caseload will be managed by prioritizing the most urgent cases particularly those clients who are in need of an Injunction for Protection although it is not a requirement for legal representation. The Staff Attorney reports to the Program Director at The Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr Packet Page -650-:itation 12 2/23/2016 16.D.7. Shelter for Abused Women&Children. The Staff Attorney and Programs Director meet at a minimum once a week to review new injunction for protection petitions, referrals for other legal services and status of open cases. Victims are not refused services if they have no physical evidence nor are also respondents/defendants. The Staff Attorney is a member of the program management team, which also meets weekly. This interaction provides the Staff Attorney with the opportunity to discuss cases with experienced Domestic Violence Advocates and receive feedback. Mentoring for the staff attorney is provided by a seasoned Family Law Attorney who volunteers her time and has extensive experience representing domestic violence victims in Collier County for the past ten years. By having the opportunity to observe the court process and receive feedback from court participants,the non-court partners of the Justice for Families project are in a unique position to give input to the court and to help focus the court training to improve outcomes for domestic violence victims and their children. Effective domestic violence courts share an emphasis on victim safety, defendant accountability and informed decision-making. Judicial decisions in domestic violence may be improved through training and intensive experience (Henning and Klesges 1999; Steketee et al. 2000.) Research indicates that education decreases decision-makers' tendency to believe that false allegations and parental alienation are common (Saunders et al.) Further training of court staff and related personnel such as court case managers, child protection workers and law guardians on risk assessment and safety planning is especially important in domestic violence and intimate partner sexual assault cases as victims may be in greatest danger when they attempt to leave or when they are newly separated from abusive partners (Fleury, Sullivan, &Bybee, 2000). Underserved and Marginalized Populations Domestic violence and sexual violence occur in every community and group and therefore it is critical to recognize and work against institutional disparities that adversely affect underserved communities, especially those disparities that may prohibit equal access to a range of services such as emergency shelter,police protection, etc. (Family Violence Prevention Fund, 2005.) Interpreters will be utilized by the partners as needed. Assessing needs of the underserved and marginalized population are addressed on an ongoing basis by the partners and in specific training sessions. "Class,race, gender, sexual orientation,religion, and disability may influence victim/survivor choices in reporting offenses and use of services" (Tolman&Raphael, 2000.) Immigration status influences a survivor's access to legal protections, which in turn influences the risk for domestic violence. Abusive partners often use survivor's immigration status to threaten them with deportation and to control them in various ways. Immigration status influences survivors' responses to domestic violence. Survivors often consider their immigration status, as well as that of their partners,when deciding to (or not to) report domestic violence to the police. Concern about children's safety and wellbeing is often a primary reason for survivors to seek outside help or to stay in abusive relationships (Acevedo, 2000; Bui, 2003; Sullivan et al., 2005; Ting&Panchanadeswaran, 2009.) Working closely with the victim advocates from the domestic violence shelter, the visitation center staff and the court advocate and attorney will assess the experiences of victims receiving services and strive to accommodate policies and procedures to meet their needs. The agencies value multiculturalism and diversity and this is evident in the practice of utilizing bilingual staff and interpreters, providing staff training and establishing linkages for culturally specific services. A case manager and the onsite advocate are bilingual and facilitate immediate contact for safety planning, counseling, and ways to access to Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr Packet Page -652-citation 14 2/23/2016 16.D.7. social services. Agency forms and informational materials are provided in both English and Spanish; safety plans are also available in Creole. Training in cultural competency is conducted regularly for all staff and partners and frequent discussions about how to best serve in a culturally and linguistically appropriate manner are held with staff and community partners. Interpreters are provided for other languages and deaf individuals as needed. Linkages to culturally specific organizations are provided such as the Haitian churches,the Amigos Center and NAACP. Program Outcomes Recognizing the unique needs of our community, the immediate goals of this proposal include providing access to supervised visitation and exchange services particularly for the underserved population, providing civil legal assistance and advocacy which is responsive to the needs of battered women and their children and improving the coordinated community response to battering by engaging in technical assistance training all partners including the court and court- related personnel including custody evaluators, guardian ad litem and child protective services workers. As technical assistance opportunities are presented through the Justice for Families grant project,partners anticipate attending OVW sponsored conferences and training with designated funds set aside for this purpose. Goal 1: To increase access and maintain quality of supervised visitation and exchange services Objectives: 1. To provide visitation services for a minimum of 85 families annually. 2. To offer advocacy services to 100% of the adult victims over the course of the grant period to assess safety and conduct safety planning. To provide legal services for at least 30 victims and their children in each year. 2. To document the number of referrals,number of clients and types of cases and outcomes. 3. To conduct a client satisfaction survey of services annually. Goal 3: To improve the coordinated community response to battered women and their children through education for court and court related personnel. Objectives: 1. To provide a minimum of one training annually for core partners, court personnel and court related staff on the dynamics of domestic violence, dating violence, sexual assault and stalking and cultural competency. Rosters of participants will be maintained along with training evaluations. 2. To further develop a comprehensive plan for domestic violence response with improved and appropriate utilization of supervised visitation and advocacy services by continued coordination and collaboration. Annual stakeholder evaluations will be conducted. Timeline: The collaborative partners will continue to hold scheduled quarterly partner meetings and annual training sessions. Partners will explore and further develop culturally and linguistically specific materials for the underserved population. OVW training for the program and fiscal staff will be scheduled. Monitoring and semi-annual reporting will be executed by Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Fair Packet Page -654-citation 16 2/23/2016 16.D.7. Collier County Department of Community and Human Services as the representative of the fiscal entity. October 1, 2016 the visitation center will continue operations as outlined in this proposal. The Shelter will continue the legal services and onsite advocacy and document mutual referrals. The Shelter directors and visitation program director will meet quarterly to discuss common goals and outcomes.Components of the project: supervised visitation and exchange services and civil legal assistance and advocacy services will maintain statistics of the services provided and conduct evaluation surveys to measure outcomes.Numbers achieved per goals and positive response will indicate success. Who Will Implement the Project: It is critical that the partnership establish a common philosophy, identify comprehensive and culturally sensitive strategies to assist domestic violence victims and children in this post separation period, and continue discussions regarding the appropriate utilization of safe visitation programs. This is a collaborative grant proposal establishes the ongoing commitment from Collier County Board of County Commissioners as the applicant and fiscal agent. The County served as the fiscal agent for the previous Safe Havens Grants and will continue to provide oversight of the Justice for Families Grant program, designate a coordinator to convene the partners for regular collaboration meetings and submit required programmatic and financial reports. The coordinator will ensure compliance with the statutory and mandatory requirements of the grant program and reporting requirements of the Office on Violence Against Women, serve as the point of contact with OVW and technical assistance providers, convene the partnership meetings, and coordinate site visits and assist with onsite technical assistance events. The applicant has attended grantee orientation trainings, Department of Justice financial reporting training, as well as training regarding serving victims of domestic violence. Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Fair Packet Page 655 citation 17 2/23/2016 16.D.7. The Program Coordinator, with assistance from the Accountant and Fiscal Support, from Collier County Community and Human Services,will insure programmatic and fiscal management and compliance with Office on Violence Against Women. The coordinator will support the collaboration efforts of the project by convening partnership meetings and consulting committee meetings and submit required programmatic and financial reports. The county will assist the partner agencies in developing community block grant applications and other sources of continuation funding and coordinate collaborative training funding for partners and visitation center staff with the approval of OVW grant manager as provided by Justice for Families technical assistance training funds. Expertise of Partners and Qualifications of Agencies: The Shelter for Abused Women & Children,the only certified domestic violence shelter in Collier County, will assist domestic violence victims in accessing visitation services and juvenile court advocacy through their outreach program. The Shelter provides an array of victim services, such as emergency shelter or victim support group counseling. Working as a team, staff from the visitation center and the domestic violence agency attend the weekly domestic violence court and assist victims with understanding the court process and the purpose of the visitation services. An advocate from the Shelter is onsite at the visitation program and devotes four hours per week to assist battered women who are referred to the visitation program as either custodial parents or visiting parents. The Shelter hosts periodic core competency domestic violence training for staff, volunteers and community members. Staff from the visitation center will attend this core competency training and bimonthly Shelter in-service trainings as part of their continued education for working with battered women and their children. Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Fair Packet Page -656-:itation 18 2/23/2016 16.D.7. Twentieth Judicial Circuit Court will continue to provide referrals to the visitation center and designate a judge to serve on the core partnership committee. The visitation program has a formal agreement that is updated annually with the Court. The Twentieth Judicial Circuit Court has recently instituted a unified family court in Collier County as The Florida Supreme Court has recognized Unified Family Court as the best way to handle cases that involve children and families. Unified Family Court is a fully integrated, comprehensive approach to handling all cases involving children and families,while at the same time resolving family disputes in a fair, timely, efficient, and cost effective manner. Domestic violence respondents are held accountable for their actions because a single judge knows the full history of each case. The Collier County Child Advocacy Council is a community based non-profit victim- service organization and has operated the visitation program for 17 years (under the Safe Havens grants for 10 years.) The agency also provides school-based Child Victim Rapid Response Program to provide early identification and services to child victims of crime and a Court and Family Advocacy Program. The agency will be responsible for the day-to-day operations of the visitation center and report to the fiscal agent. They will be responsible for maintaining the standards of visitation as set forth by the Safe Havens OVW Guiding Principles, which include standards and guidelines for intake, security, staff qualifications and training, supervised visitation and exchanges, confidentiality, case acceptance, reports to the court. The Collier County Child Advocacy Council will employ a full time Visitation Program Director and two full time Case Managers, each funded 50% by Justice for Families funding. One Case Manager is fluent in Spanish and English Translators for other languages including sign language are employed as required. An off duty Naples Police Department officer (.3FTE) is contracted by the center to provide security. An Advocate employed by The Shelter for Collier County Board of County Commissioners OVW 2016-9003 Grant Application OVW Fiscal Year 2016 Justice for Farr Packet Page -657-=itation 19 2/23/2016 16.D.7. Abused Women & Children will be funded for four hours per week by Justice for Families to provide onsite advocacy to battered women at the visitation program and link services for victims enrolled with The Shelter programs. The Shelter will provide an attorney for survivors in need of protection orders and other family matters related to the domestic violence. A program director from the Shelter will provide the direct supervision of the attorney and advocate. The Visitation Center Program Director is responsible for the development and management of the program including direct supervision of the staff, program evaluation, and assuring compliance with OVW standards of visitation. Current visitation center staff has participated in extensive training from OVW technical assistance providers. History of Partnership: The partnership first convened in 2005 and the core partners have met on a quarterly basis. The goal of this partnership agreement is to provide an interagency, interdisciplinary strategy in order to work effectively to intervene on behalf of the victims of domestic violence, child abuse, sexual assault and stalking crisis while holding batterers accountable for their actions. A further goal is to continue to develop a coordinated approach to allow all disciplines to share their expertise and create a culturally appropriate response to domestic violence specifically involving families with children. At the partnership meetings, visitation center shares updated data; reviews safety concerns; discusses referral resources and explores ways reach the underserved population. The Shelter contributes expertise in the areas of understanding the impact of domestic violence and safety concerns and provides training for visitation staff and other partners and on site advocacy for the victims and their children. The Court addresses safety concerns at the courthouse and the visitation center, with extensive knowledge of the community resources and services available, addresses how the center can best to communicate with the court and relates the needs of the victims to the partners. Justice for Families 2016-2019 Budget Narrative A. Personnel The Justice for Families Grant funding will assist Collier County Board of County Commissioners support victims of domestic violence and their children, particularly the underserved population to increase the availability of needed services, by maintaining accessible and high quality supervised visitation services following the OVW guiding principles (Purpose area 1) and increasing civil legal assistance and advocacy services for battered women and their children (Purpose area 6.) The Collier County Community and Human Services Department will provide the administration and oversight of the grant funds. The Collier County Community and Human Services Grant Coordinator for the Justice for Families grant program responsibilities will include providing the oversight of the grant program, convening the partners for regular collaboration meetings, submitting required program reports, reviewing consultant/contract invoices for compliance, and ensuring compliance with the reporting requirements of OVW. A Community and Human Services Accountant responsibilities will include performing specialized accounting for the administration of the Justice for Families grant including receiving, reviewing and approving financial documents, maintaining financial general ledger records, reports, and summaries regarding assigned fiscal operations, and submitting required financial reports in accordance with OVW requirements. A Community and Human Services Operational Coordinator will perform the administrative tasks of the Justice for Families grant including scheduling of regular collaboration meeting, maintain internal tracking reports and process financial documents such as invoices and purchase orders in accordance with OVW requirements. Consultants/Contracts a) Personnel Personnel are staff from the Collier County Child Advocacy Council visitation center and the Shelter for Abused Women & Children (The Shelter), a non-governmental domestic violence program. The Program Director of the Collier County Child Advocacy Council, an agency employee and visitation center director for 16 years, will oversee the operations of the Supervised Visitation Center (Center), provide direct supervision to the Case Managers, and conduct case reviews. Visitation center staff included in the budget spends 100% of their time on the existing supervised visitation program; only 50% of the expense has been requested in the budget herein (Collier County Child Advocacy Council will pay the other 50%). The Visitation Center Program Director will serve as staff to the collaborative partnership and report the activity of the Center to the advisory board. The Program Director will provide Collier County Department of Community and Human Services with semi-annual and final progress reports on project activities for the specified period, providing a summary of progress toward achieving the award goals and objectives. Many of the victims may be currently be homeless and a majority has low to moderate income and cannot afford private counsel, seriously endangering their safety and well-being. The attorneys' legal caseload will be managed by prioritizing the most urgent cases particularly those clients who are in need of an Injunction for Protection. The Staff Attorney reports to the Director of Programs at The Shelter for Abused Women & Children (Shelter Supervisor). The Staff Attorney and Director of Programs meet at a minimum once a week to review new injunction for protection petitions, referrals for other legal services and status of open cases. Working as a team, staff from the visitation center and the domestic violence agency attend the weekly domestic violence court and assist victims with understanding the court process and the purpose of the visitation services. (C)Release If release of information described in subparagraph(B) is compelled by statutory or court mandate- (i)grantees and subgrantees shall make reasonable attempts to provide notice to victims affected by the disclosure of information; and (ii)grantees and subgrantees shall take steps necessary to protect the privacy and safety of the persons affected by the release of the information. (E) Statutorily mandated reports of abuse or neglect Nothing in this section prohibits a grantee or subgrantee from reporting suspected abuse or neglect,as those terms are defined and specifically mandated by the State or tribe involved. I. Description of the Partner Agencies Collier County Board of County Commissioners has been the lead applicant since 2005 for the past four grant cycles for the Safe Havens Supervised Visitation and Safe Exchange Grant. The municipality supports the efforts of the collaborative and agencies in seeking funds to sustain programs designed to assist victims of domestic violence, dating violence, sexual assault and/or stalking. The Collier County Board of County Commissioners, serving as the fiscal agent, provided the oversight of the grant program, convened the partners for regular collaboration meetings and submitted all required program and financial reports. The Collier County Board of County Commissioners will continue to be the lead applicant for the 2016 Justice for Families grant program. The Shelter for Abused Women & Children assists adult and child victims who are survivors of domestic violence through safety, intervention, and support; educates the public about domestic violence; and advocates for social change against domestic violence. Over the years, the organization has grown from an all-volunteer program to a well-respected, comprehensive domestic violence program. As the only certified domestic violence program in Collier County, the agency provides emergency shelter and transitional housing as well as extensive outreach services including court advocacy and legal support. The Shelter has actively participated in the past Safe Havens grant program as trainer and mentor; engaging in training activities and advocating for adult victims and children using the supervised visitation program services. The Collier County Child Advocacy Council has provided supervised visitation and exchange services for the past sixteen years. The mission of the agency is to improve the lives of abused children. The agency goal is to minimize trauma to victims of abuse and to help families create a safe environment utilizing a multidisciplinary team approach. The primary goal of the visitation program is to keep battered women and their children safe while assisting families in accessing needed services. As the provider of supervised and exchange services, the agency actively engaged in OVW training opportunities and sought the guidance of the domestic violence agency to promote victim safety at all times to achieve its goals and follow the OVW guiding principles. The Twentieth Judicial Circuit of Florida administers the court programs for Collier County in addition to four other counties in the region. Each of the circuit courts has a court administrator who is responsible for the supervision of court staff, budget planning, assignment and distribution of cases and implementation of court policy. Referrals for the visitation services are made by the family, criminal and domestic violence court judges. The circuit has adopted an innovative unified family court which involves a single judge handling all domestic violence, family, dependency and juvenile cases to promote informed decision making. Additionally the domestic violence court has adopted a compliance docket to increase the accountability of respondents in civil domestic violence cases. A case manager employed by the court tracks all referrals to batterer's intervention and other required programs and evaluations. Advocates from the domestic violence program, The Shelter for Abused Women & Children, and a visitation center representative are present in court for the weekly domestic violence hearings to promote victim safety and assist families in accessing services. All of the partners participate in the local domestic violence task force and fatality review team. The vision of the task force is a community without domestic violence, where every home is a safe haven for the family it shelters. An implementation plan developed by the members is ongoing and monitored for success. II. History of the Relationship The Shelter for Abused Women & Children began collaborating with the local supervised visitation agency in 1997. Throughout this relationship, The Shelter for Abused Women & Children provided training for visitation center staff in the following areas: recognizing signs of domestic violence, methods and strategies for working with victims of domestic violence, risk assessment, and domestic violence potential impacts on battered women and their children including trauma informed care. The Shelter for Abused Women & Children assists their clients in seeking safe supervised visitation services. The visitation center refers clients identified as in need of victim services to The Shelter for Abused Women & Children for crisis intervention, safety planning, follow-up, and advocacy. Additionally, the directors and staff continue to develop a comprehensive plan for building a larger collaborative effort on supporting domestic violence response and the utilization of supervised visitation and safe exchange services. The Shelter for Abused Women & Children's collaboration with the Supervised Visitation Program at Children's Advocacy Center promoted service provision responsive to the needs of battered women and their children. The supervised visitation program is crucial in increasing safety for victims of domestic violence. Abusers often use children to exert power and control and manipulate victims and without this funding this would occur more often in our community. Undoubtedly, without a Supervised Visitation Program, visitations and exchanges could be extremely dangerous situations for victims and their children. Many victims find relief when the court orders supervised visits or exchanges which allows for children to have contact with their other parent in a safe environment free of further abuse and victimization. In some cases the supervised visitation program has been vital to the documentation of the abuser's tactics and patterns of abuse. With OVW Safe Havens grant funds, The Shelter for Abused Women & Children employed an advocate assigned to work directly with the visitation center staff to allow for a more seamless support system to better serve mutual participants and their children. In some cases victims registered for supervised exchanges or visits had no knowledge of The Shelter for Abused Women & Children and its services but due to the partnership were directly informed of The Shelter for Abused Women & Children's services. The partnership provided easy access to • advocacy provided by a shelter advocate. Similarly, victims also benefitted from referrals to the supervised visitation program from The Shelter for Abused Women&Children. This knowledge further encouraged victims to ask the court for this service to be ordered in domestic violence injunction court or family court proceedings. Victims of domestic violence may be empowered knowing that both agencies exist and work together. Keeping confidentiality in mind, case managers, advocates, and survivors work together to discuss safety plans, referrals, and other strategies to increase the participants' options, safety, and well-being. This community collaborative has been vital to providing comprehensive services to help meet the needs of victims of domestic violence. The Shelter for Abused Women & Children observed many • victims directly benefit by the supervised exchanges or visits provided by the partnership — a service that they could not obtain elsewhere in the local community. With goal of this partnership the protection of battered women and their children in all settings, the supervised visitation center and The Shelter for Abused Women & Children have developed an expanded collaboration including child abuse and neglect organizations, law enforcement, courts, legal advocates, and community groups. They have established an effective method of communication with the local court system to develop an awareness and understanding among the potential collaborators of the unique circumstances surrounding supervised visitation in cases of domestic violence. Quarterly meetings held with the core partners included representatives from law enforcement and other victim service providers. Children providing civil legal assistance for Shelter and visitation program survivors; however, the funding is not sufficient to serve all of the clients in need of representation. The Collier County Board of County Commissioners has had a working relationship with the Collier County Child Advocacy Council since 1992 working through the Collier County Community and Human Services to subsidize the medical exams of abused children. With the initiation of the Safe Havens funding in 2005,the collaborative partners expanded to include the courts and the domestic violence shelter. The local, domestic violence civil court judges rely upon the services of the visitation center and The Shelter for Abused Women & Children. Two judges actively participate in Safe Havens partnership meetings. Most recently, Shelter representatives and visitation center staff attended the 78th Annual Conference of the National Council of Juvenile and Family Court Judges in Austin TX. Additionally both agencies have attended OVW sponsored training related to the Safe Havens grant program including the National Council's Supervised Visitation Eastern and Southern Regional Conferences, Supervised Visitation Program Communities: Envisioning Solutions and Futures Without Violence: Fathering after Violence. The partnership recently sponsored community trainings including Linking Domestic Abuse to Parenting and Childhood Trauma and Domestic Violence. The National Council of Juvenile and Family Court Judges provided a local community wide training on Community Collaboration in 2011. The local community domestic violence task force has identified the following goals: communities are safe and free from violence; services meet the needs of women and their children experiencing violence; justice responses are effective; the system holds perpetrators accountable and supports the resiliency of victims; and communities are strengthened. The Shelter for Abused Women & Children leads the task force and the visitation center is an active participant. The overarching goal of the plan is to change the knowledge, attitudes, beliefs and behaviors that perpetuate domestic violence by educating, engaging and empowering the community to bring about social change. A plan to continue community training encompasses a comprehensive plan to reach all service providers who impact lives of the families served by the partners. The local domestic violence fatality review team has been reactivated. Last year representatives from the National Fatality Review Team trained members of the local domestic violence task force.An additional training by Dr.Neil Websdale, director of the Family Violence Institute at Northern Arizona University and the National Domestic Violence Fatality Review Initiative was held to train a larger audience of community social service providers. • The goals of the collaboration are strengthening existing visitation program operations, and increasing the direct civil legal and advocacy services for battered women and their children while improving our coordinated community response through continued outreach and engagement of community agencies and groups. With an emphasis on the underserved population, we are challenged by the diversity of our community. The agencies currently employ bilingual staff and all staff attends specialized training in cultural competency. III. Development of the Application As this formal partnership continues, the applicant, Collier County Board of County Commissioners collaborated with the visitation agency,two local domestic violence court judges and The Shelter for Abused Women &Children to develop a grant application response. During the prior Safe Havens Grant cycles, the collaborative partners received training and consultation from the Office on Violence Against Women, Praxis International, Futures Without Violence, the National Council of Family and Juvenile Court Judges, the Vera Institute of Justice, Inspire Action for Social Change, and the Muskie School of Public Service. Additionally the partners discussed the recent implementation of this project and the need for the continuation of these services. With the Justice for Families Program,the partners plan to focus on two purpose areas; supervised visitation and exchange (purpose area 1) and civil legal assistance (purpose area 6). Supervised visitation can assist in limiting further childhood exposure to domestic violence which studies have shown to have negative long-term effects on psychosocial well-being as adults. Improved access to legal services has proven effective at reducing domestic violence. Evidence suggests that increasing access to legal services will help to decrease domestic violence and empower survivors. Our court partners have agreed to participate in the technical assistance training including innovative court practices and domestic violence issues in family court with an emphasis on serving the ethnically and linguistically diverse population of our county. The courts are invested in further enhancing the unified family court model. Supervised visitation is an essential element • in the unified family court as is the mobilization of community resources to insure that victims and children remain safe. Recent discussions among the agency directors, county representatives and local court representatives have led to the agreement reflected in this Memorandum and the submission of the grant application. I.V. Roles and Responsibilities NOW THEREFORE, it is hereby agreed by and between the partners as follows: The Shelter for Abused Women& Children Work with the supervised visitation center to improve cross-agency collaboration among the child abuse and neglect organizations, law enforcement, courts, hospitals, legal advocates and community groups by meeting with key staff on a regular basis and cross training. Refer battered women with children in need of supervised visitation or exchange services to the local visitation center and follow-up on the outcome of the referrals. Meet with the visitation program on a quarterly basis and as needed to provide feedback and information on any challenges the victims are facing while receiving supervised visitation. With the use of grant funds, provide an advocate (.1 FTE) to attend weekly case staffing meetings and respond to the visitation center as scheduled for advocacy for new clients and existing clients as needed. Present programmatic data for partnership meetings and provide data to the sub-recipient for reporting to the County for submission to Office on Violence Against Women. Provide attorney (.5 FTE) for victims regarding civil orders of protection, child support, visitation and other family law matters using Justice for Families funds. Provide Program Director (.1 FTE) for supervision and mentoring of staff attorney using Justice for Families Grant Funds. Designate a representative to participate in the collaboration meetings and on the consulting • committee. Provide core competency training and in-service training opportunities for visitation center staff using Justice for Families grant funds. Participate in training for collaboration partners particularly on the legal system and its role in working with victims of domestic violence, child abuse, sexual assault and stalking using Justice for Families grant funding as needed. Collier County Child Advocacy Council Dedicate two case managers (1.0 FTE total) and a program director (.5FTE) to provide supervised visitation and safe exchange services using Justice for Families grant funds. Provide office space including appropriate visitation rooms with security, .2 FTE clerical support staff and .2 FTE security staff to implement the program service objectives funded by the visitation agency. Maintain the confidentiality of individuals and families using the local visitation agency services in accordance with VAWA 2013. Present programmatic data to the county for partnership meetings and provide data to the County for submission to Office on Violence Against Women. Coordinate and promote training/education of collaborative partners as approved by the Office on Violence Against Women. Designate a representative to participate in the collaboration meetings and on the consulting committee. Continue participation in the Iocal domestic violence task force. 20th Judicial Circuit Court Designate a judicial officer, judge or magistrate, to serve on the collaborative partnership committee, to attend quarterly partnership meetings, and assist in developing policies for supervised visitation services and civil legal assistance program. Submit appropriate referrals and relevant case information to local visitation center. Provide direction for improving communication between the Court and the supervised visitation provider. Participate in annual training for collaboration partners on the legal system and its role in working with victims of domestic violence, child abuse, sexual assault and stalking using OVW funding as needed. Encourage court personnel time to continue to attend the local domestic violence task force, Collier County Board of County Commissioners Identify staff to serve as the project coordinator and as the point of contact with OVW and to coordinate site visits and onsite technical assistance events. Serve as the fiscal agent for the Justice for Families grant project and offer staff support using OVW funds. Ensure that the project is developed and implemented in compliance with the statutory and minimum reporting requirements of the Office on Violence against Women. Support the collaboration efforts of the project by convening partnership meetings. Submit required programmatic and financial reports as required by OVW. Time Line The roles and responsibilities described above are contingent on the grantee, Collier County Board of County Commissioners, receiving the funds requested for this project in the Office on Violence Against Women grant application. The beginning and end dates of this collaborative effort would coincide with the grant period,anticipated to be October 1,2016 through September 30,2019. Y. Commitment to Partnership 1. The collaboration service area includes Collier County,Florida. 2. The partners agree to collaborate and provide supervised visitation services, civil legal assistance and advocacy for victims of domestic violence, dating violence, sexual assault and/or stalking pursuant to the program narrative of the grant application. 3. Compensation for partners contribution to this project will be provided as outlined in the attached OVW budget detail worksheet.
