EXECUTIVESUMMARY Recommendation to approve the expenditure of Tourist Development Tax funds for the purchase and installation of an American with Disabilities (ADA) approved beach mat at the kayak launch at Clam Pass for$7,895 and make a finding that these expenditures promote tourism. OBJECTIVE: To provide accessibility to Collier residents and visitors to the kayak launch at Clam Pass pursuant to the American with Disabilities Act. CONSIDERATIONS: On April 27, 2015, the Tourist Development Council (TDC) approved the budget for the American with Disabilities Act (ADA) accessible beach mat for kayak launch. The budget includes complete furnish and install of an ADA accessible beach mat for the kayak launch,wheelchairs, strollers and pedestrians at Clam Pass Park. On September 8, 2015, Item 11D, the Board of County Commissioners approved a scope of services for improvements at Clam Pass. One of the improvements was to provide `mobi mat' to ensure ADA accessibility at the Clam Pass kayak launch area. Staff in reviewing options has found the product sold by AccessRec, LLC, "Mister Boardwalk" to be a comparable product and would like to recommend this material to meet the ADA accessibility requirements for the launch. The solicitation of the beach mat was based on 8 criteria as listed in the attached request for quote (RFQ) and proposal by AccessRec, LLC. Various quotes were received on November 6, 2015 and the product sold by AccessRec, LLC, "Mister Boardwalk" meets and exceeds all 8 criteria and was reviewed and approved by Parks and Recreation and Pelican Bay Foundation, Inc. An e-mail from Frank Laney,Director of Covenants is attached confirming approval of the material. FA Remodeling and Repairs, Inc. will install the beach mat for $2,815 under the County Board approved Contract ITB #15-6430 — "Maintenance & Minor Repairs". The proposed ADA accessible beach mat with "Mister Boardwalk" is made of ipe Teak material approximately 5'wide by 75' long and has an estimated life span of 20 years. ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board (PARAB)previously approved this project with a 5-0 vote on April 15,2015. TDC RECOMMENDATION: The Tourist Development Council also approved the Purchase Order to AccessRec, LLC, and FA Remodeling and Repairs, Inc., on January 25, 2016 with a recommended finding that this expenditure promotes tourism. FISCAL IMPACT: Funds in the total amount of$7,895 ($5,080 + $2,815) are budgeted from the Parks and Recreation Beach Park Facilities Capital Fund 183 (TDC Beach Parking Facilities),Project 80244-Clam Pass EZ Paddler Launch.TDC approved budget for this item was $10,000. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval.-CMG RECOMMENDATION: That the Board approves the expenditure of Tourist Development Tax funds for the purchase and installation of an American with Disabilities (ADA) approved beach mat at the kayak launch at Clam Pass for $7,895 to AccessRec, LLC and FA Remodeling and Repairs,Inc. and makes a finding that these expenditures promote tourism.
