Recommendation to approve revised Tourist Development Council Grant Applications for
Category B and C-2 and Sports Event Assistance for FY 17(October 1,2016-September 30,2017)
reflecting changes discussed and recommended at the TDC Grant Workshop on January 13,2016
and TDC Meeting on January 25,2016,and make a finding that this item promotes tourism.
OBJECTIVE: Review proposed FY 17 grant application form changes recommended by Grant
Workshop attendees.
CONSIDERATIONS: A TDC Grant Workshop was recommended by the TDC at their November 2015
meeting. That workshop was held on Wednesday, January 13 in the BCC chambers. The workshop was
attended by numerous Collier County organizations, including both past and prospective grantees. The
Category B and C-2 grant applications used for the current FY 16 grant cycle were reviewed in detail.
The Collier Citizens Council task force was also present at the workshop to lead the discussion and
recommend their findings for consideration. The workshop was also attended by the County Attorney's
Office representative to the TDC and two representatives from the Clerk's Finance Department staff.
Tourism staff has compiled the recommendations from the Workshop attendees, and has edited the
application forms for Category B and C-2 and the Sports Assistance Grant Program. Those applications
were provided to the TDC for review, comment and recommendation and are attached with this item for
BCC adoption. Our goal is to simplify the application process and make these grants more attractive to
prospective applicants.
The grant application process will begin in late February 2016 subject to BCC approval of the revised
application forms and will be due in our office on April 29, 2016. Completed applications for grants will
be reviewed by the TDC in May and made a part of the FY 17 budget request by the Tourism Division.
Agreements with approved grantees will be reviewed by the TDC and final approval of agreements and
funding reviewed by the BCC in September 2016.
Each grant category application has been revised to contain the following substantive changes:
• Expanded the application timeline for completing grant applications
• Expanded application delivery modes to include both electronic and written formats
• Provided specific contact information for Tourism Division staff liaison by phone and e-mail to
assist applicants with questions and in completing the application and reimbursement process.
• Clarified that reimbursable promotion and advertising may be placed both inside and outside
Collier County
• Expanded the allowable uses to include acquisition and promotion expenses for traveling exhibits
• Clarified that marketing consulting fees and event operating expenses such as equipment/facility
rental are no longer non-allowable uses of grant funds
• Simplified the requirements for documenting expenses for reimbursement requests by only
requiring vendor invoices,evidence of payment of vendor invoices and copies of the deliverables
purchased from those vendors.
• Simplified the required supporting documentation for the applying organization by eliminating
the list of officers,financial statements and other information disclosed in IRS Form 990.
• Established an appeal process for recommended grant amounts to the BCC
• Added arts events to the Cultural Event category

• Provided an easy to use economic impact calculator for applicants to download from the Tourism
website.
FISCAL IMPACT: The amount of funding for Category B, C-2 and for Sports Assistance grants has
not been determined by the Office of Management and Budget at this time. However, for budgeting
purposes,staff suggests using the following amounts for each category:
• Category B Marketing Grants: $200,000
• Category C-2 Non-County Owned Museum Grants: $750,000
• Sports Event Assistance Grants: $150,000
ADVISORY BOARD RECOMMENDATION: The Tourist Development Council recommended
approval of this item 7-0 at the January 25,2016 meeting.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires

FISCAL YEAR 2016-17
TIMETABLE FOR REVIEW:
• Completed applications must be received in digital format or other written format by the Tourism
Department Office no later than 5:00 P.M. on Friday,April 29,2016.

The Tourist Development Council (TDC) will receive the recommendations from the Tourism
Development Staff, and will review each qualifying applicant and prepare, in priority order, their
recommendations for funding for Fiscal Year 2016-17. Funding recommendations of the TDC are final,
and will be presented to the Board of County Commissioners as part of the County's budget process for
FY 2016-17. After budget approval, contracts will be negotiated with the selected applicants, with
assistance from the County Purchasing Department and the County Attorney's office, and then presented
to the BCC for final approval. Appeals on funding recommendations may be made to the County
Commission when recommendations are reviewed. Once executed, these contracts will be monitored and
Requests for Fund Forms and Status Reports will be reviewed by the Tourism Director before submission
to Clerk's Finance Department for potential reimbursement. No projects are approved and no funds may
be expended until the contract is approved and signed by the Chairman of the Board of County
Commissioners. All materials submitted with applications will become a matter of public record, open to
inspection subject to Chapter 119,Florida Statutes.
REQUIREMENTS:
1. All collateral material and advertisements should identify Collier County Tourism by
displaying the CVB logo and website url (www.paradisecoast.com).
2. Reimbursement requests must include the following: vendor invoices, evidence that the vendor
invoices have been paid and samples of the promotional materials produced or from media outlet.
Should these documents be unavailable, the Grantee may submit other legally viable evidence of
payment for consideration by the Clerk's Finance Department. No advanced payments are acceptable
for reimbursement.

ALLOWABLE USES OF TOURIST TAX GRANT FUNDS INCLUDE:
Category`B"Tourist Tax Grant funding is available for the following types of uses.
1. Advertising and promotional campaigns supporting events or marketing projects in media such as
broadcast, web and regional print and distribution and must be placed in media that runs outside
Collier County and out of County distribution of promotional materials is encouraged to promote
overnight visitor stays in Collier County paid lodging.
2. Printing and distribution of promotional pieces, creative design, printing, copying, ad placement cost
and distribution of direct mail.
3. Web site development or enhancement to promote the event with links to the CVB website to
increase participation, attendance and awareness of the event and to generate hotel room nights and
spending throughout the County.
NON-ALLOWABLE USES OF TOURIST TAX GRANT FUNDS INCLUDE:
1. Prize money, scholarships,awards,plaques,or certificates.
2. Staff or contest judges travel.
3. Projects restricted to private or exclusive participation.
4. Private entertainment, food,and beverages and lodging.
5. Legal,medical,engineering, accounting, auditing,or feasibility study expenses or fees.
6. Salaries or supplements to salaries for existing or future staff,or employment of personnel
directly or indirectly related to the project or event.
7. Tangible personal property including but not limited to office furnishings or equipment,
permanent collections,or individual pieces of art.
8. Interest or reduction of deficits and loans.
9. Expenses incurred or obligated prior to or after the project period.
10. Advertising and promotional materials distributed after the event.
11. Payments for services or goods purchased for previous or other events.
12. Capital or infrastructure projects.
13. Payment for expenses that occur or are delivered prior to or after the effective date of the
agreement with the grantee.
14. Advance deposits on any expenditure.

MARKETING GRANT CATEGORIES/GUIDELINES
Priority for grant funding will be given to events held or marketing run during our destination's shoulder
and slow season(May-November). Events must have the ability to attract overnight visitors to Collier
County.
I Major Events: Staged in the County that will attract large numbers of overnight visitors from outside
the County. Examples are multiple-day art,food and entertainment festivals.
II First Time Events: These include newly created events, or ones that have little history.
Subsequent year funding will be determined by results of the first or subsequent year room night
production resulting from the event.
III Arts & Cultural Events: Two or more day events that can bring significant number of out of
area visitors to Collier County using the same guidelines as events listed above.
IV Marketing Assistance: Organizations located in Collier County that request marketing
assistance for projects highlighting more than one tourism business that further the mission of the
TDC and the CVB and do not meet the guidelines for a Category C-2 Museum grant. Examples
would be production of brochures, maps, documentaries, special package promotions and facility
marketing programs.

Collier County Tourism
Sports Event Assistance Program Application
PURPOSE:
Funding and event management support for Sports or training events using Tourist
Development Taxes. Applications will be accepted from organizations that plan to bring
and operate sports tourism events within Collier County that will bring significant
numbers of visitors to the County.
TYPES OF EVENTS:
Sports events should have a history of, or the potential to, attract overnight visitors,
either as participants or spectators, staying in hotels or other paid lodging in Collier
County. Sports Events are defined as organized tournaments or events that provide
athletic competition or training to participants, entertainment to spectators and media
coverage.
FUNDING ELIGIBILITY
To be considered for funding, the following criteria have been established for sports
event support:
1. The sports or training event must have the potential to bring or have had past
history of attracting out-of-county visitors.
2. Provide a marketing/promotions plan using advertising, promotion, PR, digital
and social media and websites to attract overnight visitors, participants and
spectators to the event.
3. Utilize Collier tourism logos in those promotional efforts where possible.
4. Provide projected visitor impact and track and report visitor hotel usage.
5. Encourage event participants and spectators to use commercial lodging and
other accommodations within Collier County.
6. Provide the required Liability, Medical, Workers Comp Insurance Coverage as
designated by Collier County.
7. Sign the Certification and Compliance page of this application.
Applications will be evaluated using the following criteria:
• Projected accommodations (room nights) generated by overnight event visitors.
• Event occurs in slow times or during specific "need dates" of the year.
• Event contributes to the overall appeal of Collier County as a preferred sports
event destination and complements the Sports Marketing Plan of the County and
targets visitation from outside Collier County.
• Meets the funding eligibility guidelines listed above.

EVENT AND PROMOTION REQUIREMENTS:
1. Event must be accessible to the public and comply with State and Federal
regulations.
2. Advertising and promotion materials, print, and broadcast and digital
advertisements must display the Collier Tourism logo and website
(www.paradisecoast.com) or sports specific website
(www.athletesinparadise.com) where possible.
3. Use of Funds - Florida State Statutes 125.0104 section 5(A) 2 the event "shall
have as one of its main purposes the attraction of tourists as evidenced by the
promotion of the activity, service, venue, or event to tourists."
4. Hotel or other paid lodging accommodations must be tracked and reported to be
considered for reimbursement.
5. The event must achieve at least 80% of the applicant's projected room nights in
order to be considered to receive the full amount of the grant award. If the actual
hotel room nights are less than the estimate, but still generate some hotel room
nights, the final award payment will be pro-rated based on the percentage of
actual hotel room nights achieved.
6. Grantee must complete and submit a post event report including documentation
of the number of room nights actually generated by the event. Expenditures must
be documented by supplying vendor invoices, proof of payment to each vendor
and sample of the expenditure (copy of ad, screen shot of on line ads, etc).
7. Allowable Expenses include:
a. Promotions, marketing and programming expenses to include paid
advertising, print advertising, on- line advertising and promotions, social
media platforms, production expenses, targeting markets outside of Collier
County.
b. Field rental fees, rental fees, permit fees, site fees (rentals, contracted help,
insurance).
c. Sanctioning fees, rights fees directly related to the funded event.
8. Non-allowable Expenses include:
a. Administrative or general expenses.
b. Building projects or permanent equipment expenses.
c. Fundraising costs /functions.

d. Expenses and debts not related to event.
Tracking Visitors and Event Impact
Event organizers receiving tourist tax funding assistance must track visitors using a
format provided by the Sports Marketing staff of Collier County. Event promoter or
rights holder will be required to collect these forms from all participants and teams
participating in the event.
Grant Review Process
1. Applications will be reviewed by the Sports Marketing Staff of the Collier County
Tourism Department to evaluate the impact of the event and projected overnight
accommodations generated by the event.
2. Applications must be received 90 days prior to event in order to be considered for
funding assistance.
3. All funding will be based on the availability of sufficient tourist tax revenue to fund
the event assistance.
Grant Request Funding Levels
Events will be considered for funding assistance based on the potential hotel room
nights generated from the event. If the Sports Marketing Staff feels the projected
room nights are unrealistic, they may adjust the funding level accordingly. The
following chart serves as a guideline for funding. Funding consideration will be
based on submitted budget and eligible expenses.
