EXECUTIVE SUMMARY
Recommendation to acknowledge February 12, 2016, as Collier Area Transit's Fifteen
Year Anniversary and to authorize complimentary rides to all transit riders on that date.
OBJECTIVE: To celebrate the accomplishments of the transit system over the last fifteen years and to
honor our passengers through complimentary service on February 12,2016.
CONSIDERATIONS: Collier County began Fixed Route Transit Service in February 2001. During its
first year of operations Collier Area Transit(CAT)operated five routes and had 97,571 riders. Today,the
system includes 19 routes that cover most of the urban areas of the County including North Naples,
Central Naples, Golden Gate City, Marco Island, Immokalee, and Golden Gate Estates. Annual ridership
has grown more than tenfold to more than one million riders. Annual fare box revenues equal 20% of
operating expenses,which puts the system among the industry leaders in rider cost recovery.
February 2016 will mark fifteen years of CAT transit service and in celebration of this, CAT will be
hosting a Fifteen Year Anniversary event on February 12, 2016 and would like to offer complimentary
rides all day. The event will include a ceremony at the Radio Road CAT Operations Center to recognize
the County's accomplishments. Refreshments will be served and commemorative items will be
distributed to the public.The recommendation to offer complimentary rides that day is in accordance with
the terms of Board Resolution 2010-38, which authorizes the distribution of bus passes and other
promotional transit items at public events for the benefit of the public and to promote awareness of the
benefits of the use of public transit.A copy of that Resolution is attached.
FISCAL IMPACT: All bus fares will be waived on February 12, 2016. The estimated uncollected
revenue for ridership on that day is not anticipated to exceed$2,700.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires a majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners recognizes February 12, 2016, as
Collier Area Transit's Fifteen Year Anniversary, and approves the provision of complimentary rides on
that date.

RESOLUTION NO.2010- 38
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY DECLARING A PUBLIC PURPOSE FOR THE
DISTRIBUTION OF BUS PASSES AND OTHER PROMOTIONAL
TRANSIT ITEMS BY COLLIER AREA TRANSIT (CAT) FOR THE
PURPOSE OF PROMOTING TRANSIT.
WHEREAS, the Collier County Department of Alternative Transportation Modes(ATM)
operates Collier Area Transit (CAT) as a Department of the Collier County Transportation
Services Division;and
WHEREAS, CAT serves as the public transit provider for Collier County, serving the
Naples,Marco Island, and Immokalee areas; and
WHEREAS, Collier County has been operating CAT since 2001 and the system has
grown to providing service to over 1 million riders annually;and
WHEREAS, the Alternative Transportation Modes (ATM) Department through CAT
would like to educate the public about the Transit system and the benefits of using transit; and
WHEREAS, from time to time CAT attends public events to educate the public about
transit; and
WHEREAS, the Board of County Commissioners of Collier County finds there is a
compelling public purpose for CAT to distribute bus passes and other promotional transit items
at public events for the benefit of the public and to promote awareness on the benefits of the use
of public transit; and
WHEREAS, the Board has the legal authority to adopt a resolution authorizing the
distribution of bus passes and other promotional transit items to the public for valid and proper
public purposes.

NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board hereby declares that
there is a valid public purpose as to the distribution of bus passes and other transit related
promotional items, such as pencils/pens, bags, etc., to the public in compliance with this
Resolution.
