Agenda 02/09/2016 Item #16D 2 2/9/2016 16.D.2. tTh EXECUTIVE SUMMARY Recommendation to accept Florida Fish and Wildlife Conservation Commission Habitat Assistance Funding for Management Activities at the Conservation Collier Nancy Payton Preserve. OBJECTIVE: To accept$14,700 in Habitat Management Funding Assistance from the Florida Fish and Wildlife Conservation Commission(FWC) Gopher Tortoise Conservation Program to fund management activities at the Nancy Payton Preserve. CONSIDERATIONS: The 71-acre Nancy Payton Preserve is located east of Golden Gate City in the Rural Fringe Mixed Use District Lands, north of Brantley Blvd. and east of Blue Sage Drive. This pine flatwoods preserve provides upland habitat for the listed gopher tortoise. The FWC Gopher Tortoise Management Plan places great importance on the ability of protected lands to support gopher tortoise populations at levels that will ensure the long-term security of the species. Currently, protected habitat in public ownership represents 40% of the estimated gopher tortoise habitat remaining in the state. FWC manages only 10% of the publicly owned gopher tortoise habitat statewide and has therefore identified the need to partner with other public agencies to provide resources for maintenance of gopher tortoise habitat. To facilitate this, FWC is requesting projects from counties and municipalities which will optimize gopher tortoise carrying capacity on protected lands through appropriate habitat management. Collier County has received assistance from this FWC program in the past.In 2009,$20,000 was received f.\ to install fire breaks at Railhead Scrub Preserve; in 2010, $15,000 was received to reduce vegetative fuel and install fire breaks at Nancy Payton Preserve; and in 2013, $15,000 was received to treat invasive exotic plants at Railhead Scrub Preserve. This current funding request was submitted to FWC in August 2015 for fire break maintenance,exotic plant removal and fuel reduction at Nancy Payton Preserve. FWC contacted Conservation Collier staff on December 10,2015 to inform them that funding remaining in the assistance program, after the initial awards had been made, would allow them to also fund this project. This FWC program is not a grant program; it is a funding assistance program. If this item is approved, staff will coordinate with FWC for the performance of the habitat management activities. FISCAL IMPACT: The total cost of the habitat management project, which will be fully funded by FWC, is $14,700. Conservation Collier will hire and pay the contractor. FWC will reimburse Conservation Collier after May 20th when all project activities must be done. FWC has provided a state Purchase Order(PO No. AE32A0) that identifies the funding to be provided and the activities that must be completed. The FWC PO is provided as backup to this Executive Summary along with the Funding Assistance Application and a proposed Budget Amendment to recognize the revenue in Conservation Collier Fund 174.No County match is required. GROWTH MANAGEMENT IMPACT: This proposal supports Objective 7.3 of the Conservation and Coastal Management Element of the County Growth Management Plan, which requires the County to continue to implement programs that conserve and protect endangered and threatened wildlife species. LEGAL CONSIDERATIONS: An agreement is not required to accept the funding assistance. As such, Chairman signature is not required. Gopher Tortoise Habitat Management Assistance Funding Requirements The Gopher Tortoise Management Plan places great importance on the ability of protected lands to support gopher tortoise populations at levels that will ensure the long-term security of the species. Currently, protected habitat in public ownership represents 40% of the estimated gopher tortoise habitat remaining in the state. Florida Fish and Wildlife Conservation Commission manages only 10% of the publicly owned gopher tortoise habitat statewide and has therefore identified the need to partner with other public agencies. To help facilitate habitat management, FWC is requesting projects from counties and municipalities which will optimize gopher tortoise carrying capacity on protected lands through appropriate habitat management. Requests must be for active management of potential gopher tortoise habitat. Management activities consist of prescribed burning, and/or a combination of multiple activities to assist with prescribed burn such as fire line installation, mechanical treatment, fuel reduction, and exotic removal. Requests for assistance must manage at least 25 acres of gopher tortoise habitat, cannot include permitted gopher tortoise recipient sites or sites with a submitted recipient site application, and cannot exceed $15,000 per project (but larger projects with additional funding sources may apply). Requests must include an aerial map, soils map, FLUCCS map, and a burrow survey. For sites less than 50 acres, surveys should consist of an assessment of at least 15% of the potential habitat. For sites larger than 50 acres, surveys should consist of an assessment of at least 5%of the potential habitat.The burrow survey should be conducted according to the survey protocol included in Appendix 4 of the Gopher Tortoise Permitting Guidelines (November 2011). Burrow surveys do not have to be completed by an Authorized Gopher Tortoise Agent but must have been conducted within the last two years. Project proposals must be received by FWC no later than Friday,21 August 2015. Recipients of funding assistance will be notified by Friday,4 September 2015. Projects must begin after Monday, 5 October 2015 and must be completed with a final invoice and project completion report submitted to FWC by Friday, 20 May 2016. Assistance will be prioritized based on cost per acre managed and plans for ongoing habitat management on the property. Date of most recent gopher tortoise burrow survey(must be within the last two years): August 14,2015 Are gopher tortoise burrows located within the proposed project area? a. Yes (237-Estimated Number of Burrows)The survey was conduced by Authorized Gopher Tortoise Agent- Melissa Hennig,myself and a volunteer. We surveyed 4 transects-of 82 feet in length with a 52' buffer that in all totaled approximately 3.9 acres of gopher tortoise habitat,or 5.5%of the total gopher tortoise habitat within the project site. Thirteen Potentially Occupied burrows were found in the survey area(see attached survey map). A 100%survey was conducted in 2011 on the entire property and 115 total Potentially Occupied burrows were found. A prescribed bum is planned on the property within the next 6 months,weather permitting. A more thorough survey is planned to be done after the bum. b.No Have gopher tortoises been relocated to the property in the past(i.e.,those associated with incidental take permits or standard relocation permits)? Standing snags could also fall in storms and could possibly injure the tortoises directly and downed snags can block burrow entrances. Mowing/mulching the dead trees will prevent these occurrences. Thick grapevine cover will also be mowed in the same areas to allow for other types of ground cover to grow in and this will also open up areas for continued native pine regeneration. • Mowing and maintaining the fire lines,which are 8 - 10 feet in width and encompass approximately 2.25 acres,will prepare the site for upcoming prescribed bums. Firebreaks will be mowed two times,once in the Winter and once in the Spring. Will other wildlife species benefit from the project? Yes! Removing invasive exotic plants and grasses will allow more native mid-story and ground cover plants and food sources to grow in.The preserve is also foraging habitat for red-cockaded woodpeckers.Keeping the understory free of invasive plants and grasses will improve the quality of their habitat as well as removing snags next to potential cavity trees. Florida Panthers and white-tailed deer have been observed on the property multiple times.
