Agenda 02/09/2016 Item #16B 1 2/9/2016 16.B.1. EXECUTIVE SUMMARY Recommendation that the Collier County Board of County Commissioners (BCC) as the Collier County Community Redevelopment Agency (CRA) approve the submission of the attached Letter of Intent and related Resolution and MOU to the Southwest Florida Regional Planning Council (SWFRPC) memorializing the CRA's role as an active partner in carrying out the tasks related to the Federal Promise Zone designation for Immokalee. OBJECTIVE: That the CRA approve the submission of the attached Letter of Intent and related Resolution and MOU to the Southwest Florida Regional Planning Council memorializing the CRA's role as an active partner in carrying out the tasks related to the Federal Promise Zone designation for Immokalee. CONSIDERATIONS: In 2014, the BCC, acting as the CRA, approved the very same initiative to obtain a Federal Promise Zone designation for Immokalee. (See Item 16.B.2, 11/18/2014.) Last year's effort resulted in being selected as a finalist. The deadline for this cycle's submission is February 19,2016. The execution of this resolution will memorialize the CRA's intent to partner with the SWFRPC, Glades and Hendry Counties in application for a federal Rural Promise Zone. In general, the Promise Zones initiative is aimed at revitalizing high-poverty communities across the country by creating jobs, increasing economic activity, improving educational opportunities, reducing serious and violent crime, leveraging private capital, and assisting local leaders in navigating federal programs. The Promise Zone designation commits the federal government to partner with local leaders who are addressing multiple community revitalization challenges and have demonstrated a commitment to improving their communities. Specifically, federal staff will be assigned to each designated community to help navigate the vast array of federal assistance programs available to Promise Zones, subject to availability of federal funding. This level of engagement will help communities make the most of funding that is already available to them. In addition, organizations contributing to Promise Zone strategies will be provided preferred access to certain competitive federal programs, as permissible under the rules and statutes of the individual programs and participating federal agencies, and subject to appropriations. Organizations contributing to Promise Zone strategies will also receive technical assistance and other non- competitive support, again as permissible under individual program and agency rules and statutes. Businesses investing in Promise Zones or hiring residents of Promise Zones will also be eligible to receive tax incentives for these activities, if the tax incentives are enacted by Congress. Local leaders will benefit from the assistance provided as it will accelerate efforts to revitalize their communities. The Promise Zone designation will be for a term of ten years, and will be extended as necessary to capture the full term of availability of the Promise Zones tax incentives, if the tax incentives are enacted. During this term, the specific benefits made available to Promise Zones will vary • Packet Page-287- 2/9/2016 16.B.1. from year to year, and sometimes more often than annually, due to changes in agency policies, and changes in appropriations and authorizations for relevant programs. Lead organizations, implementation partners, and federal grantees contributing to the Promise Zones must agree to work with federal evaluators designated by participating federal agencies,as specified in their respective grant agreements, regulations and other requirements. Guidance on evaluation and data points will be forthcoming. For Promise Zone lead organizations and implementing partners, this may include providing access to program personnel and all relevant programmatic and administrative data, as specified by the evaluator(s) under the direction of a federal agency, as legally attainable, during the term of the Promise Zone designation and/or grant agreement. FISCAL IMPACT: This item has no immediate fiscal impact. CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This strategic partnership and possible Federal Zone Designation further the overall budgetary and policy directives of the Community Redevelopment Agency and the Board of County Commissioners in furtherance of Policy 4.2 of the Future Land Use Element of the Growth Management Plan which reads as follows: "****The Immokalee Area Master Plan addresses conservation, future land use, population, recreation, transportation, housing, and the local economy. Major purposes of the Master Plan are coordination of land uses and transportation planning, redevelopment or renewal of blighted areas, and the promotion of economic development." LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK ADVISORY BOARD RECOMMENDATION: The Immokalee CRA Advisory.Board supports this effort to achieve Federal Promise Zone status for Immokalee. RECOMMENDATION: That the CRA approve the submission of the attached Letter of Intent and related Resolution and MOU to the Southwest Florida Regional Planning Council memorializing the CRA's role as an active partner in carrying out the tasks related to the Federal Promise Zone designation for Immokalee. As our application was selected as a finalist last year, we're optimistic about our chances this round. In order to meet the tight submission deadline of February 19, we're working to obtain updated resolutions, letters of commitment and memorandums of understanding from each county. Your board approved and submitted each last year, which I've attached. Would it be feasible for yourself or the Chair to re-sign the attached MOU and commitment letter within two weeks? Also, if it would be possible to obtain an updated resolution by February 19 it would be extremely helpful, although I understand it may be difficult. I apologize for the last minute nature of this request. Please let me know if you have questions, need additional information or if there's anything that I can do to assist. Thank you very much.
