EXECUTIVE SUMMARY Recommendation to authorize the publication of a notice announcing the intent to exchange a 0.0471 acre parcel of land in return for a 0.60 acre parcel of land for right-of-way required for the Wolfe Road/Pristine Drive loop road. OBJECTIVE: To publish a notice in the Naples Daily News announcing the County's intention to trade a 0.0471 acre parcel of land in return for a 0.60 acre parcel of land. CONSIDERATIONS: The "loop road" consisting of Wolfe Road and Pristine Drive, which alleviates traffic at the intersection of Vanderbilt Beach Road and Collier Boulevard is part of the County's long range transportation plan. All of the right-of-way, except one small section of Wolfe Road belonging to the owners of the Sonoma Oaks PUD, has been acquired in the name of the County. This small section of right-of-way is identified on the master plan for the Sonoma Oaks PUD as a public right-of-way. The current record title holders to this section of right-of-way have indicated their willingness to convey it to the County in exchange for a small piece of County owned ROW remnant lands located adjacent to the Sonoma Oaks property at the northwest corner of Mission Hills Drive and Collier Blvd. See attached location map. This small parcel was a portion of a larger tract acquired during the Collier Boulevard 6-laning project, but is now no longer needed. This remnant parcel is of insufficient size for any practical foreseeable use by Collier County and has nominal economic use/value as a standalone parcel. Sonoma Oaks will likely utilize the parcel for additional landscape buffer or for placement of signage. Despite the large difference in size (Collier County is receiving a land tract almost 13 times larger than the parcel being traded)the "market values" of both parcels are judged to be nominal given size, shape, location and functional utility factors. Before this exchange may occur,however, Section 125.37, Florida Statutes,requires that a notice of the intent to exchange the properties must be published once a week for at least two weeks in a newspaper of general circulation published in this county. After the notice has been duly published, staff will return to the Board for approval of the land exchange and required documentation. FISCAL IMPACT: The cost to publish the required notice in the Naples Daily News is estimated at $200.00. The cost to record the warranty deed is estimated at $50.00. Source of funds are gas taxes. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for Board approval.—ERP RECOMMENDATION: To authorize the publication of a notice in the Naples Daily News announcing the intention to exchange properties as described above and as required by statute.
