EXECUTIVE SUMMARY
Recommendation to approve a substantial amendment to the FY2015-2016 U.S. Department of
Housing and Urban Development Annual Action Plan authorizing Community and Human
Services staff to administer a previously Board approved rental assistance program to prevent
homelessness using Emergency Solutions Grant funds in the amount of$72.226.
OBJECTIVE: To continue to provide rental assistance to individuals and families who are homeless or at
risk of homelessness in Collier County.
CONSIDERATIONS: Community and Human Services(CHS)has made several attempts to find one or
more organizations or agencies to administer the ESG homelessness prevention and rapid re-housing
project as a subrecipient, however we did not receive any proposals in the past two application cycles.
The county has been administering the ESG homelessness prevention and rapid re-housing program and
CHS believes that, due to the stringent program compliance requirements as well as a dollar for dollar
match requirements for the program, it will be difficult to secure an organization or agency to administer
the program.
CHS staff is proposing to continue to take the lead and administer an ESG homelessness prevention and
rapid re-housing project in-house. CHS will staff the program using current employees who are
experienced in managing Emergency Solutions Grant programs or similar projects. The county will
continue to solicit organizations or agencies to administer the ESG for future allocations.
CHS staff has identified $58,690 from ESG FY2015-2016 that can be put toward this program. The ESG
requires a 100% match that will be provided from the existing CHS Client Assistance budget in the
General Fund (001). To add this program, staff must amend the FY2015-2016 HUD Annual Action Plan,
which the Board approved at the August 11, 2015 absentia meeting and ratified it at the September 8,
2015 Board meeting(Agenda item 16F1-B).
The following substantial amendment adding the project is proposed to the FY2015-2016 Annual Action
Plan:
Project: Community and Human Services Homelessness Prevention and Rapid Re-
Housing Project — ESG —Project Scope: Fund up to 12 months of medium term rental
assistance (including up to 6 months of rental arrearage); rental security deposits and last
month's rent; and/or supportive costs such as, but not limited to rental application fees,
utility deposits and arrearage, and housing stability case management in order to keep
individuals/families in housing and prevent eviction and/or homelessness; Project Level
Accomplishments: 10; Proposed Outcome: Rental assistance and supportive services;
Matrix Code:N/A; Proposed Amount: $58,690
HUD regulations and the Five-Year HUD Consolidated Plan require citizen participation whenever a
substantial plan amendment is proposed. The required notice was published in the Naples Daily News on
Friday, December 25, 2015. The advertisement identified a thirty-day public comment period from
December 25, 2015 to January 25, 2016. This substantial amendment was advertised as part of two
additional substantial amendments, each will be presented to the Board of County Commissioners
separately.No comments regarding this substantial amendment were received.

CHS staff has completed a compatibility analysis with the Consolidated Plan. the FY2015-2016 HUD
Annual Action Plans and amendments. and the Priority Needs Category to assure the viability of the
project. Board approval of the project confirms the basis upon which payment is to be made, which may
only change thereafter by Board-approved substantial amendment. CHS staff confirms that the project is
consistent with the Consolidated Plan and the FY2015-2016 HUD Annual Action Plans. once amended.
FISCAL IMPACT: The funding source for the grant award for the rental assistance program is
the FY2015-16 Emergency Solutions Grant (ESG). The funds are budgeted within the Housing Grant
Fund(705)for Project No. 33436 (ESG Grants).
ESG requires a 100% match. Match is needed for the rental assistance program in the amount of
$58,690 and the administration portion in the amount of $13,536 for a total of $72,226. A budget
amendment in the amount of $65,344 will be provided from the CHS Client Assistance Cost
Center in the General Fund (001-155930). The remaining $6,882 is available within the Housing Grant
Match Fund(706).
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further certain Goals, Objectives, and Policies within the Housing Element of the Growth Management
Plan.
LEGAL CONSIDERATIONS: Because the Homelessness Prevention and Rapid Re-Housing Project is
being administered in-house by CHS, an agreement is not required. This item is approved for form and
legality and requires a majority vote for Board approval. -JAB
RECOMMENDATION: That the Board of County Commissioners approves a substantial amendment to
the FY2015-2016 U.S. Department of Housing and Urban Development Annual Action Plan authorizing
Community and Human Services staff to administer a rental assistance program to prevent homelessness
using Emergency Solutions Grant funds in the amount of $72,226 and approve necessary budget
amendments.
