Agenda 01/26/2016 Item #16A 5 1/26/2016 16.A.5.
EXECUTIVE SUMMARY
Recommendation to approve the donation of approximately 30,000 cubic yards (CV's) of beach
quality sand from the Hideaway Beach District to be used in the Marco Island Central Beach Re-
grade Project 90062.
OBJECTIVE: To approve a 30,000 CY's donation of beach quality sand from the Hideaway
Beach District to be used in the Marco Island Central Beach re-grade project.
CONSIDERATIONS: The Hideaway Beach District and City of Marco Island are pursuing a
permit modification to their existing Hideaway Beach Erosion Control Project to allow for the
dredging of 30,000 cubic yards of sand from the Project's borrow area and transporting the sand
to the Central Beach of Marco Island using offshore pipeline pumping. The Florida Department
of Environmental Protection (FDEP) has issued a permit modification and it is anticipated that
the U.S. Army Corps of Engineers (USACE) will issue their permit modification within the next
30-60 days.
Collier County is performing the Marco Central Beach regrading project to create a positive
grade to drain this very wide and flat beach. The project is expected to utilize approximately
120,000 CY's of sand and cost approximately $1M. The sand will be dredged from the intertidal
zone of the gulf-front beach segments of the central beach.
The Collier County Board of County Commissioners (Board) approved a professional
engineering services work order on 6/24/2014 (Item 16A19) to design, permit and provide plans
and specifications for this project. The project is currently being permitted with FDEP and the
USACE. The Board has also approved on 11/18/2014 (Item 16A25) a donation of 10,000-
1 5,000 CY's of beach quality sand from the Marco Island Marriott to also be used in the Central
Beach Re-grade Project.
Collier County will accept this material as a donation assuming that this material is beach
quality, permits and schedules can be coordinated and the donated sand will be graded to the
design elevations by the Hideaway District. At a projected cost of $10 per cubic yard, the
Hideaway District will provide a sand donation of approximately $300,000 to Collier County for
use in this project.
If the Board elects to approve the construction of the Marco Island Central Beach Re-grade
Project, the material provided by the Hideaway Beach District will have a positive and lasting
benefit to the drainage of this section of beach. No negative impact is anticipated as a result of
this donation.
FISCAL IMPACT: This sand will be a donation from the Hideaway Beach District and will
offset additional volumes of sand that will be required to re-grade the central beach. At this
time, the value of this donation is anticipated to be approximately $300,000.
GROWTH MANAGEMENT IMPACT: There is no impact to the growth management plan
related to this action.

Re: Sand Donation from the Hideaway Beach District
Dear Commissioners:
As a continuation of the intergovernmental partnership with Collier County to improve
and maintain the public beaches of Marco Island, the Hideaway Beach District is pleased to
donate approximately 30,000 cubic yards of sand being dredged offshore from Hideaway Beach,
for the County's use on the Central Marco Island Beach project. This represents a donation
worth approximately $300,000.00.
The Hideaway Beach District appreciates the support the Board of County
Commissioners has provided to the District in protecting and maintaining the sand placed at
Hideaway Beach by the District. This donation is the Hideaway Beach District's way of
demonstrating its appreciation.
Thank you.
Sincerely,
Erik Brechnitz /
