EXECUTIVE SUMMARY
Recommendation to approve a short-list of professional engineering consultants pursuant to
Request for Proposal (RFP) # 15-6456, CEI Services for LAP Funded Projects and to authorize
entering into negotiations between Collier County and Aim Engineering & Surveying, Inc. for
"Construction Engineering and Inspection (CEI) Services for LAP Funded Projects." Growth
Management Grant Fund 711.
OBJECTIVE: To obtain professional Construction Engineering Inspection (CEI) Services for
LAP funded projects.
CONSIDERATIONS: On September 30, 2015, the Collier County Growth Management
Department, through its Transportation Engineering Division, issued RFP #15-6456 and
requested proposals from professional engineering consulting firms pre-qualified by the Florida
Department of Transportation (FDOT) to provide CEI services for these projects. One thousand
three hundred and twelve (1,312) notices of the RFP were sent out and fifty-nine (59) were
downloaded. Five proposals were received on October 21, 2015.
On December 2, 2015, a selection committee ranked the five (5) firms based on an evaluation of
their proposals. The selection committee by consensus ranked the five firms as follows:
1. Aim Engineering& Surveying, Inc.
2. Johnson Engineering, Inc.
3. AECOM Technical Services, Inc.
4. Amec, Foster, Wheeler, Inc
5. Calvin, Giordano, & Associates, Inc.
Aim Engineering & Surveying, Inc. tied with Johnson Engineering, Inc. for first place. The tie
was broken by comparing the total fees received by each firm for the last five years. Aim
Engineering & Surveying had the lowest amount billed over the last five years. The FDOT has
concurred with the selection of Aim Engineering & Surveying, Inc. and approved the County to
proceed with negotiations.
FISCAL IMPACT: The source of funding is the Growth Management Grant Fund 711 and
various LAP grant projects. If grant funding is insufficient, the remainder of the CEI funds will
come from GMD Capital Fund 313. The funding source is the Federal Highway Authority
(FHWA); whereby, these grant dollars are passed through the Florida Department of
Transportation via the LAP agreement.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: To approve the short-list of RFP #15-6456 so that negotiations can
begin with the top-ranked firm, Aim Engineering & Surveying, Inc. Following negotiations,

staff will return to the Board of County Commissioners to seek approval of a contract with the
top-ranked firm.
