EXECUTIVE SUMMARY
Recommendation to approve a Resolution requesting the United States Army Corps of Engineers
(USACE) budget full funding for Gordon River Pass Dredging in the upcoming Civil Works
Operations and Maintenance Work Plan.
OBJECTIVE: That the Board of County Commissioners (Board) working with the
Congressional Delegation — Senators Marco Rubio and Bill Nelson, Congressmen Mario Diaz-
Balart and Curt Clawson — request funding for Gordon River Pass dredging in the upcoming
federal Civil Works Operations and Maintenance Work Plan.
CONSIDERATIONS: The Gordon River and Naples Bay, in Collier County, Florida, flow
through Gordon Pass to the Gulf of Mexico. This is the most significant pass in Collier County
because it supports the commercial fishing (stone crab), sport fishing and tourism industries.
The Pass is also used by residential and pleasure boaters throughout the County and supports the
County's marinas. As the most significant shallow draft inlet within Collier County, the pass
also provides harbor safety during storm events to the wide variety of commercial and
recreational boating interests in our area.
The Gordon River Pass is a federally authorized channel. Authorization for the Channel from
Naples to Big Marco Pass, Florida is found in House Document 596, 75th Congress, 3rd Session,
and House document 183, 86th Congress, 1st Session. The Pass was last dredged by the U.S.
Army Corps of Engineers (USACE) in 2010. This project is "shovel ready"with all the required
environmental and regulatory permitting in place to begin immediate dredging. Dredging
Gordon Pass will also provide the most economical sand disposal option by providing beach-
compatible sand to the adjacent downdrift beach. The Pass has been dredged on average every 4
to 5 years by the USACE, and is in need of dredging this year because shoaling has diminished
the water depth in the channel.
Collier County is requesting that USACE budget full funding for Gordon Pass Dredging in the
upcoming Civil Works Operations and Maintenance Work Plan.
FISCAL IMPACT: There is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval.—CMG

A RESOLUTION OF THE COLLIER COUNTY BOARD OF COUNTY
COMMISSIONERS REQUESTING THAT THE UNITED STATES

ballot referendum on the March 15, 2016 Presidential Preference Primary ballot asking the
voters of unincorporated Collier County if they support a single combined fire and
emergency medical response independent special district in unincorporated Collier County
that is governed by an independent elected body.
OBJECTIVE: To consider placing the following straw ballot referendum question on the
March 15, 2016 Presidential Preference Primary ballot.
Creation of a Combined Fire and

CONSIDERATION: The request for this straw ballot referendum was sent to the Board of
County Commissioners by Jeff Page, Chairman of the Greater Naples Fire Rescue District
(GNFD) in a letter dated December 18, 2015. At the GNFD meeting, held on December 9, 2015,
the Board of Fire Commissioners voted in favor of sending a letter to the Collier County
Commission requesting that a straw ballot referendum be placed on the March 2016 Presidential
Preference Primary ballot.
The deadline for a straw ballot referendum to be placed on the March 15, 2016 Presidential
Preference Primary ballot is January 15, 2016. If the straw ballot language is approved by the
Board, it will also be translated into Spanish and provided to the Supervisor of Elections.
FISCAL IMPACT: Although there is no direct fiscal impact associated with this Executive
Summary, if the straw ballot language is approved, there will be a nominal cost to translate the
proposed language into Spanish.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: The County Attorney has approved this item for form and
legality. Majority support of the Board is required for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners considers placing this
straw ballot referendum on the March 15, 2016 Presidential Preference Primary ballot.

independent elected body; and
WHEREAS, the Board desires to gauge the sediment of Collier County voters on this
new approach through a straw ballot referendum.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that:
Section 1. The Supervisor of Elections is hereby directed to include within the ballot
for the March 15, 2016 Presidential Preference Primary Ballot the following straw ballot
referendum language:

Section 2. The Supervisor of Elections shall provide any and all notices required by
the Florida Election Code in connection with placing a straw ballot on the March 15, 2016
Presidential Preference Primary Ballot.
Section 3. The Board of County Commissioners hereby directs the Clerk of Courts to
deliver, or cause to be delivered,a certified copy of this Resolution to the Supervisor of Elections
upon adoption and execution of this Resolution.

Dear Commissioners,
At the Emergency Services Task Force meeting held in November, it was decided that it is time
that we seek the opinion of the unincorporated Collier County voters as to whether we should
move forward with fire and EMS consolidation.
At the Greater Naples Fire and Rescue District meeting,held on December 9, 2015, the Board of
Fire Commissioners voted in favor of sending a letter to the Collier County Commission
requesting that a straw ballot referendum be placed on the March 2016 Presidential Primary
ballot. A ballot that would ask the voters of unincorporated Collier County if they are in support
of a single combined fire and emergency medical response independent special district in
unincorporated Collier County that is governed by an independent elected body.
