EXECUTIVE SUMMARY
Recommendation to accept year two of the Retired and Senior Volunteer Program grant award in
the amount of $54,522 for operation of the Retired and Senior Volunteer Program from the
Corporation for National and Community Service.
OBJECTIVE: To provide uninterrupted operation of Collier County's Retired and Senior Volunteer
Program(RSVP)grant program.
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. Collier
County Community and Human Services Division(CHS) will continue to administer this project, which
is 70% sponsored by the Corporation for National and Community Service(CNCS).
This is a three-year grant with a period of 7/1/2015- 6/30/2018 and a total grant award of$166,566. Year
two of the grant period is 7/1/16-6/30/17. The award amount for the second year is $54,522. The RSVP
grant has a local match requirement which is 30% of the total project budget of$77,889. The total match
requirement is $23,367. This requirement will be partially met through cash match of $7,017 with the
remaining balance of$16,350 provided through in-kind services, primarily from the use of County Park
rooms for the volunteer run Bone Builders Program classes. The program is further supported by
donations from local businesses for our volunteer recognition events.
Historically, Collier County receives the continuation funding award from the grantor agency in early
July for the upcoming grant year. To avoid disruption in services and to ensure compliance with the grant
agreement, the FY 16-17 budget allocation was estimated with the intention of preparing and presenting
the final allocation to the Board if there are any changes. Approval of this item will appropriate a budget
to reflect estimated grant funding for FY16-17 in the amount of$54,522 from CNCS.
Without a budget in place by July 1, which is the beginning period of availability of the recurring grant
award, the RSVP program and staff will need to cease operations as no appropriated budget will be
available to process operational expenses,including payroll.

FISCAL IMPACT: The Corporation for National and Community Service will provide$54,522 in grant
funding for RSVP,with a 30%match requirement of$23,367 of which$7,017 is cash match and$16,350
is in-kind match for a total amount of$77,889. Match is available from Reserves (Fund 707). Funding
will reside in Human Services Grant Funds 707 and Human Services Match Fund 708,Project 33472.
LEGAL CONSIDERATIONS: This item is a budget amendment. As such, Chairman signature is not
required. This item does not raise any legal issues, is approved for form and legality and requires a
majority vote for Board action. -JAB
