EXECUTIVE SUMMARY Recommendation to provide after-the-fact approval for the submittal of a 2017-18 Cooperative Funding Grant application sponsored by the South Florida Water Management District(SFWMD) in the amount of$248,700 for the Lely Branch Canal Water Control Structure project. OBJECTIVE: For the Board of County Commissioners (Board) to approve the after-the-fact submittal of the attached SFWMD Grant application in the amount of$248,700. CONSIDERATIONS: The SFWMD Governing Board announced a $9 Million one-time cooperative funding available to local governments in the District's 16-county region for stormwater management, alternative water supply and water conservation projects that can be constructed between October 1, 2016 through September 30, 2018. Staff determined that the Lely Branch Canal Water Control Structure Project, a component of the Lely Area Stormwater Management Improvement Plan(LASIP), qualifies for funding under this Grant. The Lely area is one of the rapidly urbanizing regions of the County. The area has poor stormwater drainage, leading to frequent nuisance flooding during the wet season and also rapid draw-down of water levels from the lakes and aquifers during the dry season. Since 2007, the Board undertook an aggressive implementation plan of the LASIP capital projects by construction of a network of efficient swales, canals, culverts, control structures, spreader channels, lakes and berms to improve conveyance, storage and treatment of stormwater flows. Most of the features of the plan have now been constructed, and are operational. One important element of the LASIP involved channelization of the Lely Branch Canal (LBC), a tributary of the Lely Main Canal. Since completion of the LBC and other downstream improvements, the County has received complaints from residents that the lakes in the area have been experiencing lower water levels during the dry season than those in prior years. The County placed a temporary sand cement weir at the north end of the Rattlesnake Hammock Road box culvert. It was observed that the temporary weir helped elevate the dry season water levels of the neighboring lakes. Based upon the observed benefits of the temporary weir, staff proposed to install a permanent weir similar in design to the previously constructed LASIP weirs with fixed crest and operable gates. Hydraulic evaluation of the weir has been performed and preliminary design and cost estimates for a gated water control structure with three dual leaf gates have been completed. The project will provide flood control, groundwater recharge and improved wetland functions of the area. The deadline for submission of the Grant application was May 20, 2016. The County's Administrative Procedure CMA #5530 authorizes the County Manager to approve the submittal with subsequent Board action at the next available meeting to ratify the approval and grant application filing after-the-fact. FISCAL IMPACT: Estimated Project construction cost is $497,400. The SFWMD Grant, if awarded, will fund up to 50% or $248,700 of the total project costs. The County will fund the remaining costs of$248,700 from the Stormwater Capital Fund 325 in FY 2017 and 2018 funded Packet Page -598- 6/14/2016 16.A.29. by General Fund (001) revenues. If the grant is awarded, a budget amendment will be necessary to appropriate funds to the project. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. The Board will have the option to accept or reject the grant funds at a subsequent BCC meeting, if the grant is awarded to the County. -JAK GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive Summary. The proposed Lely Branch Canal Water Control Structure is a part of Collier County's Lely Area Stormwater Improvement Project(LASiP).This component of the project will include construction of a new water control structure on the Lely Branch Canal,just north of Rattlesnake Hammock Road in East Naples(Section 18,Township 50 S, Range 26 E).The structure will be fitted with three dual leaf gates at a control elevation of 4.0 ft. Relevant Background Information The Lely area in East Naples is one of the most rapidly urbanizing regions of western Collier County. The area is bounded by Radio Road on the north, Collier Boulevard(C.R.951)on the east,wetlands of Dollar Bay and Rookery Bay on the South,and Haldeman Creek on the west. The area is part of the formerly designated Collier County Water Management District 6. A location map is shown as Exhibit 1. COOPERATIVE FUNDING PROGRAM STORMWATER MANAGEMENT PROJECT APPLICATION during the wet season and also rapid draw-down of surface and groundwater levels from the lakes and shallow aquifers during the dry season. Stormwater runoff conveyance by two systems of mosquito control canals/ditches constructed in the fifties(Lely Main and Lely Manor Canals) was not adequate to provide the level of service for flood control and water quality protection. The Lely Canal Basin discharges into the estuarine waters of Dollar Bay,while the Lely Manor Basin discharges into Rookery Bay. Collier County,in collaboration with the Big Cypress Basin unit of SFWMD, developed a water management plan in the early eighties(District 6 Water Management Plan, 1985)to mitigate the stormwater management and associated environmental problems of the area. The plan was later incorporated into a very comprehensive stormwater management system improvement and implementation plan known as the `Lely Area Stormwater Management Improvement Plan' (LASIP). The County undertook an aggressive capital projects implementation program to construct a network of recommended stormwater management features in the Lely Main and Lely Manor Canal basins. The structural improvement features involve conveyance,storage and outfall enhancement with efficient swales,canals, culverts,control structures, spreader channels, lakes and berms. The ERP for the LASIP implementation plan was permitted by SFWMD in October 2004(11-01140-S)with several subsequent modifications for construction and operation of the individual segments of the plan. Most of the features of the plan have now been constructed,and are operational. An important element of the improvements in the Lely Main Canal(LMC) basin involved channelization of a tributary segment called the Lely Branch Canal (LBC)which joins the LMC a short distance upstream of the U.S. 41 Bridge and east of the intersection of U.S. 41 and Rattlesnake Hammock Road.The LBC provides drainage for the developed areas along the FPL easement north of Rattlesnake Hammock Road,the areas surrounding Loch Louise and Crown Point developments located south of Davis Boulevard,and the developments along the north side of Davis Boulevard. Downstream of Loch Louise,the conveyance capacity of the LBC has been enhanced substantially. The Canal has a flow line elevation of 0.5 feet NGVD and a bottom width of 15 feet. Since completion of the LBC and other downstream LASIP improvements, Collier County has received complaints from residents that lakes in the area adjacent to the Branch Canal have been experiencing lower stages during the dry season than have occurred in prior years. In response to the complaints Collier County placed a temporary sand cement rip-rap weir at the upstream end of the Rattlesnake Hammock Road box culvert.The approximate elevation of this weir is 4.0 ft.NGVD.The County observed that the lakes exhibited higher dry season elevations following the installation of the temporary weir. Based upon the observed results of installing the temporary_-weir_the County has-planned-to-install a permanent weir:similar_in_design_to_the-- - -._..-------.----------._._ previously constructed LASIP weirs that will have a fixed crest and operable gates for emergency discharges. The County's consulting engineer Agnoli,Barber and Brundage Inc. has conducted hydraulic evaluation of the weir by incorporating it into the SWMM model of the at- large LASIP model, and developed preliminary structural configurations and cost estimates for construction of the gated weir. A weir crest elevation of 4.0 NGVD has been recommended, which is the same crest elevation for the LASIP weir on the nearby Lely Main Canal just east of Doral Circle. Purpose or Objective(s) The objective of the Lely Branch Canal Water Control Structure is to achieve additional stormwater management functions to the LASIP project for providing safeguard against lowering of seasonal surface and groundwater levels.More specifically,the gated weir is intended to: • Provide regulated release of floodwater during the wet season. • Enhance surface water levels in the lakes and wetlands during the dry season,and elevate groundwater levels in the shallow aquifers to provide protection from saltwater intrusion. • Restoring wetland functions and native habitats in an area that has been impacted by rapid urban development. c. Statement of Work The project will involve construction of a new water control structure on the Lely Branch Canal just north of the Rattlesnake Hammock Road culvert crossing.The structure will be fitted with a 30' long gated weir with three dual leaf gates at a control elevation of 4.0 ft.NGVD to provide seasonal storage, treatment and regulated release of stormwater runoff from the rapidly urbanizing west central LASIP basin to the Lely Main Canal. The project will provide flood control,groundwater recharge and improved timing and volume of freshwater discharges to Dollar Bay Estuary. Hydraulic simulation of the structure by the modified LASIP model indicates the weir would conduct a maximum flow of 195 cfs with a headwater elevation of 5.73'NGVD and a tailwater elevation of 5.22 NGVD. The modeled backwater surface profiles indicate no adverse impacts on the design storm peak stages at upstream nodes on Haldeman Creek,Crown Pointe and downstream of Davis Blvd. The dual leaf gates can be raised from 4- the bottom or the top leaf can be lowered to create a weir crest at a lower elevation. The top of the gates would normally be closed and would be operated by the seasonal permitted criteria. Implementation of the Lely Branch Canal weir is critical in preventing unintended Iowering of lake levels in previously permitted developments adjacent to the Lely Branch Canal. 6. Describe measurable community or environmental benefits of this project with respect to relevant considerations (improvement of water quality and/or quantity and benefits to natural systems; degree of flood protection and/or resource protection). The Lely Branch Canal control structure is a part of Collier County's Lely Area Stormwater Improvement Project(LASIP). This component of the project will include construction of a new water control structure just north of Rattlesnake Hammock Road. This structure will be fitted with three dual leaf gates at a control elevation of 4 ft.to provide seasonal storage,treatment and regulated release of stormwater runoff from the rapidly urbanizing west central LASIP basin to the Lely Main Canal. The project will provide flood control, • • groundwater recharge and improved timing and volume of freshwater discharges to Dollar Bay Estuary. If awarded grant funding in the amount of$248,700,the County will be providing match in the amount of $248,700 and matching funds are available within Stormwater Fund 325 funded by revenues in General Fund 001. If fiends are awarded,construction will begin in January 2018 and be complete in April 2018. The funding opportunity was announced April 28,2016 with a due date of May 20,2016.We are requesting that you approve the application for submittal followed by after the fact approval by the Board of County Commissioners at the June 14,2016 BCC meeting.
