EXECUTIVE SUMMARY Recommendation to provide after-the-fact approval for the submittal of a 2017-18 Cooperative Funding Grant application sponsored by the South Florida Water Management District (SFWMD) in the amount of$250,000 for the Griffin Road Area Stormwater Project. (Project No.60196) OBJECTIVE: For the Board of County Commissioners (Board) to approve the after-the-fact submittal of the attached SFWMD Grant application in the amount of$250,000. CONSIDERATIONS: The SFWMD Governing Board announced a $9 Million one-time cooperative funding available to local governments in the District's 16-county region for stormwater management, alternative water supply and water conservation projects that can be constructed between October 1, 2016 through September 30, 2018. Staff determined that the Griffin Road Stormwater Improvement Project qualifies for funding under this Grant. The Griffin Road Stormwater Project is located in east Naples, off of Tamiami Trail (U.S. 41) and Barefoot Williams Road. The Griffin Road area consists of agricultural and residential land uses with estate sized lots. Much of the development in the area occurred prior to the implementation of current water management regulations. The stormwater drainage system is made up of inefficient ditches and a small canal that discharges into Rookery Bay National Estuarine Research Reserve lands without any water quantity and quality controls. The area has no central water and sewer; only served by private wells for water supply and septic system for waste disposal. Localized flooding and elevated groundwater levels are annual occurrences, leading to improper function of the septic systems that creates a public health hazard to potable water supplies, and polluted water to the receiving waters of the Rookery Bay estuary. The project will focus on reshaping/regrading the ditches and roadside swales, construction of a new broad crested weir and a lake/filter marsh to provide water quality treatment and reduce flooding in the older residential areas of Barefoot Williams Road, Price Street and Griffin Road, while improving the quality of stormwater runoff discharged to the Rookery Bay estuary, a designated `Outstanding Florida Water'. The submittal deadline for the Grant application was May 20, 2016. The County's Administrative Procedure CMA #5530 authorizes the County Manager to approve the submittal with subsequent Board action at the next available meeting to ratify the approval and grant application filing after-the-fact. FISCAL IMPACT: Estimated Project construction cost is $1,200,000. The SFWMD Grant, if awarded, will fund $250,000 of the total project costs and the County will fund the remaining costs of$950,000 from the Stormwater Capital Fund 325 in FY 2017 and 2018 supported by General Fund(001)revenues. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. The Board will have the option to accept or reject the grant funds at a subsequent BCC meeting,if the grant is awarded to the County.-JAK GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive Summary. COOPERATIVE FUNDING PROGRAM STORMWATER MANAGEMENT PROJECT APPLICATION Located in East Naples in southwestern Collier County, off of US41 and Barefoot Williams Road, the Griffin Road area contains estate sized residential lots of rural character with some agricultural land uses. Much of the development occurred prior to the implementation of current water management regulations, and lack water quantity and quality discharge controls. In addition, the area is not served by centralized water and sewerage facilities. Potable water comes from individual wells, and on-site disposal of domestic waste is served by septic systems. The elevated groundwater, typical of wetlands along the south Florida coast, has adversely impacted the performance of the septic systems. Residents in the area consistently complain of poor water quality in water supply wells and health hazards caused by localized flooding. The existing drainage system relies on ditches and culverts that are haphazardly maintained by homeowners with some assistance from Collier County. These ditches, and one small canal, discharge to Rookery Bay partially as a non-point source discharge to Henderson Creek within the Rookery Bay National Estuarine Research Reserve (RBNERR). Discharges also occur through an abandoned system of ditches and swales on RBNERR property that were previously used for agriculture and urban drainage. The old farming ditches are now overgrown and are not performing as an adequate stormwater outfall for the area. The County has performed comprehensive evaluations of the problems and mitigating measures for improvement of the stormwater conveyance and treatment facilities through several studies, including the County's Watershed Management Plan (2011) and `Restoring the Rookery Bay Watershed' study (NOAA and RBNERR, 2014). Preliminary design of the recommended project components was completed by RWA Consulting Inc, under contract to the County. Final design, permitting and development of construction Plans and Specifications are soon proposed, and expected to be completed by December, 2016. b. Purpose or Objective(s) The project objectives are to reduce the risk of public health and safety hazards from chronic flooding and water pollution to Rookery Bay Estuary, a designated Outstanding Florida Water (OFW) by: • Improving stormwater conveyance of a poorly drained coastal area,thus improving the resilience of this community to flooding. • Collecting untreated stormwater discharges from unregulated developments and provide for volumetric storage and water quality treatment prior to discharge into an estuary of national significance. This will also support the resilience of commercial and recreational fisheries in the region. • Eliminating public health hazard to potable water supplies created by elevated groundwater and septic tank malfunctions. • Restoring native habitat in an area that has been disturbed by agricultural activities in the past. This abandoned agricultural area now harbors exotic vegetation and the resulting seed source for further exotic vegetation proliferation. • Providing a salt water barrier via the broad-crested weirs to prevent saline water intrusion into freshwater groundwater resources. c. The County's Watershed Management Plan (CCWMP, 2011) and 'Restoring the Rookery Bay Watershed' study (NOAA and RBNERR, 2014) call for restoration of the watershed by reducing nutrient loading, and improving salinity distribution with improved timing and rate of stormwater discharges to RookeryBay. A very comprehensive evaluation of the Griffin Road area project was performed as a priority project in both of the plans. Describe measurable community or environmental benefits of this project with respect to relevant considerations(improvement of water quality and/or quantity and benefits to natural systems;degree of flood protection and/or resource protection). Please include specific details such as estimated mass of nutrient/contaminant reductions (parts per billion, pounds per day/year) or removal efficiencies, area of natural systems to be restored or enhanced (acres), level of service attributes, conveyance capacity (CFS), and/or volume of storage(acre-feet).Please include all calculations. The project features consisting of improved ditches, new weirs and a lake with filter marshes will provide water quality treatment and volumetric storage resulting in a net benefit in water quality to the receiving waters of the Rookery Bay, one of the National estuarine research reserves, and an important eco-tourism resource of the region. More significantly, it will lead to the elimination of a public health hazard to potable water supplies created by elevated groundwater and septic tank malfunctions. The completed project would build resilience of the community and regional emerging economic sectors of southwest Florida from hazards of tropical weather and changing sea conditions. A Harvey Harper method of computing pollutant load reduction was performed. The Griffin Road stormwater project will include reshaping/regarding a system of existing stormwater conveyance ditches and roadside swales, construction of new water control structures in the form of a long broad crested weirs and conversion of an abandoned,exotic infested agricultural field into a lake and filter marsh that will provide water quality treatment for stormwater discharges in the Rookery Bay estuary. The project will also coordinate • discharge with an existing development under construction to the south of the project. If awarded grant funding in the amount of$250,000,the County will be providing match in the amount of $950,000 and matching funds are available within Stormwater Fund 325 funded by revenues in General Fund 001.If funds are awarded,construction will begin December 1,2017 and be complete in May 2018.
