EXECUTIVE SUMMARY
Recommendation to approve, after-the-fact, submittal of the attached project proposal to the
Florida Department of Transportation for the Small County Outreach Program for a total funding
request of$691,719.
OBJECTIVE: To obtain Florida Department of Transportation (FDOT) funding to provide for
resurfacing and safety improvements to Lake Trafford Road between Trafford Farm Road and Little
League Road.
CONSIDERATIONS: The Florida Legislature amended the Small County Outreach Program (SCOP)
under Section 7 of chapter 2014-169, Laws of Florida,to allow municipalities and communities in Rural
Areas of Opportunity designated under Section 288.0656(7)(a), Florida Statutes to request funding for
qualifying projects under a special appropriation. Funding was first authorized in fiscal year 2014 and is
contingent on continued annual authorization by the Florida Legislature. FDOT announced a request for
applications for the SCOP Municipalities on March 24, 2016. The grant program provides for up to
100% of eligible projects costs; any remaining ineligible expenses must be provided by the local agency.
Staff prepared a grant proposal for resurfacing and safety improvements to Lake Trafford Road between
Trafford Farm Road and Little League Road.
The project consists of resurfacing the roadway, adding a two-foot paved shoulder to the south side of the
road, Americans with Disabilities Act improvements to the bus stop and pathway as well as adding a 9"
type"D"curb to the north side of the roadway to provide additional protection to the pathway users.
Proposals were due to FDOT by May 2, 2016. Collier County's Administrative Procedure CMA # 5530
authorizes the County Manager to approve the submittal of grant applications with subsequent Board of
County Commissioners (Board) action at the next available Board meeting to ratify the approval as "after
the fact."
FISCAL IMPACT: Funding for the program is contingent on future legislative appropriations for state
Fiscal Year 2016/17 &2017/18. The total project cost in the proposal is $766,119. Should Collier County
receive funding from FDOT for the proposed project, funding would be awarded in the amount of
$691,719. A local match is not required however, design services estimated at $60,000 would not be
eligible for reimbursement, nor would $14,400 of the proposed congestion engineering and inspection
services, for a total local contribution of $74,400. Local funds are anticipated to be provided by a
combination of gas taxes and by a general fund transfer. The Board will have the opportunity to accept or
reject the funds if the grant application is approved.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue at this time, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There are no growth management impact associated with this
Executive Summary.

The Collier County Transportation Planning Division is applying for FDOT Small County Outreach
Program funding in order to resurface Lake Trafford Road and make safety improvements within the
Rural Economic Development Initiative(REDI)community of Immokalee.The pavement conditions on
Lake Trafford Road are rated as a 51 or poor. There are approximately 258 homes on the north side of
Lake Trafford Road that utilize this roadway for their sole vehicle and pedestrian access to SR 29.
Improvements to this roadway are greatly desired and needed by the Immokalee community
If awarded,FDOT will provide funding in the amount of$691,719. While no match is required for REDI
communities,the County will provide local funds in the amount of$74,400 towards the cost of design
and CEI. Local funds are available from Gas Tax Fund 313 and/or annual General Fund support within
Fund 310.
The application is due May 2,2016. We are requesting that you approve the application for submittal
followed by after the fact approval by the Board of County Commissioners at the June 14,2016 BCC

distressed, rural community. Ths project will transform this underserved area, enhancing both
mobility and safety. The pavement condition for this roadway is rated as a 51 or poor. There
