EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of$38,211, Project# 60109 for
Fiscal Year 16 TIGER grant application submittal.
OBJECTIVE: To properly account for the cost of a consultant assisting in the TIGER grant application.
Budget amendments are required to move the consultant's cost as well as General Fund(001) dollars out
of the Gas Tax Construction Capital Fund (Fund 313) in the amount of$38,211 to Growth Management
Transportation Capital Fund 310 and to authorize the necessary budget amendments.
CONSIDERATIONS: On February 23, 2016, the Growth Management Department was informed that
the Notice of Funding Availability was announced in the Federal Register for the Transportation
Investment Generating Economic Recovery (TIGER FY2016) discretionary grant program. The
Consolidated and Further Continuing Appropriations Act, 2016 (FY 2016 Appropriations Act)
appropriated $500 million to be awarded by the Department of Transportation (DOT) for National
Infrastructure Investments projects with a significant impact on the nation, region or metropolitan area.
The TIGER grant application was due on April 29,2016.
Transportation planning staff began the preliminary work to develop and submit projects for the grant.
Based on the large amount of work necessary to complete the TIGER grant application, a work order
under contract 13-6164 was issued to a consultant for assistance with the completion of the submittal.
The work order required the completion of an application for the design and construction components for
two new bridges and associated roadway improvements (paved shoulders, sidewalks) on 16th Street NE
and 47th Avenue NE in Golden Gate Estates. The consultant submitted all deliverables and the TIGER
grant application was submitted prior to the deadline. The grant preparation expenses were originally
committed to the consultant in Fund 313 as Gas Tax Capital for planning. The expense should be
transferred to Growth Management Capital Fund 310 in order for them to be spent appropriately as a
pathway/sidewalk planning task instead of a construction task.
A budget amendment is required to transfer the expenses to the appropriate fund.
FISCAL IMPACT: Funding is available in Gas Tax Capital Fund 313, Project 60109 - Planning
Consultant, however budget amendments are needed to move and properly account for this project in
Growth Management Transportation Capital Fund 310. The source of funding is a transfer from the
General Fund. The primary funding sources in the Gas Tax Capital Fund are gas taxes and transfers from
the General Fund(001) in the amount of$14.5 million and$2.4 million from the Unincorporated General
Fund(111).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's Growth
Management Plan.
RECOMMENDATION: To recognize and authorize the necessary budget amendments to the Growth
Management Transportation Capital Fund 310 totaling$38,211.
