CALL TO ORDER: The meeting was called to order at 2:15 p.m. H. PLEDGE OF ALLEGIANCE TO THE FLAG III. INVOCATION: by Jacquie Hart Iv. APPROVAL OF MINUTES: February 25, 1998 meeting. Motion by John Grice to approved February 25, 1998 minutes. Seconded by Gil Mueller. Passed 4/0. V. NEW BUSINESS/PRESENTATIONS a. Park Ranger Presentation - Nan Gerhardt, Parks Ranger Supervisor gave an overview of Barefoot Beach Park. Barefoot Beach Park is 342 acres, approximately of which 100 acres is upland. Most of the park is mangrove forest which is east of the park. Last year 239,237 visitors visited attended the park. This figure excludes walk-ins. Revenue in parking fees last year was $118,602.00. 1 b. Barefoot Beach Park Tour -Andy Rennig, Park Ranger conducted a 20 minute tour of Barefoot Beach Park. The tour started on the boardwalk and continue to the beach. The beach at the time of the tour was well attended by our visitors. Mr. Rennig stated that the Friends of Barefoot Beach Preserve have a recycling program where all cans are crushed and placed in receptacles. Funds generated are used for the Learning Center. Ms. Gerhardt stated that an extensive study is being conducted of the gopher tortoise's population. Dr. Kuba will conduct the first study in Southwest Florida at the Lely Barefoot Beach Park. c. Friends of Lely Barefoot Beach Park - Dr. Eisenbud introduced, Dr. Ira Dash, Ms. Mariane Sander, and Nada Eisenbud who are all part of the Learning Center and Friends of Lely Barefoot Beach Park. Dr. Eisenbud explained how volunteers helped build, plant, and generate funds to maintain the Learning Center. Dr. Eisenbud stated that there are approximately 400 friends who contribute an annual membership of $20.00 per family to join the friends. The Learning Center is open to the public. The learning center showcase butterfly garden, sea shells, and plants. d. Naples Roller Hockey -No discussion. VIII. REQUEST FOR DISCUSSION/SPECIFIC UPDATE ITEM e. Parks and Recreation Advisory Board Vacancies - Ms. Ramsey stated that she has received letters from five (5) applicants who are interested in the Parks and Recreation Advisory Board. Ms. Ramsey inquired whether PARAB would like to continue interviewing the applicants or review their resume and make a recommendation. Mr. Mueller stated that he would like to continue the same process of interviewing because one of the things he would like to reiterate is the importance of"attendance". Chairman Zaks stated that interviewing process will remain the same. 2 f. South Naples Community Park Update - Ms. Ramsey presented a master plan map of South Naples Community Park and indicated that there are some changes in the design of the park. A lake has been added to the design for water retention. There are also some changes in the parking area. The park will include the following: • 2 baseball fields 1 400 feet in length • 1 lit soccer field and unlit soccer field • Playground with berms • Concession area • Walking area around the park and connecting to Naples Manor g. Sugden Regional Community Park - Pictures of Sugden Regional Park were distribute showing the status of the construction. h. Clam Pass Rental Policy - A draft policy was distributed to PARAB. The policy was created to allow special events to be held at the park from 7:00-10:00 p.m. Example events are wedding receptions, parties etc. A fee will be charged for the after hour events. No alcohol will be allowed on the premises. IX. Monthly Report a. February Monthly Report - A brief discussion took place regarding the monthly report. On page C11 of the packet revenue. Mr. Mueller questioned why the revenue is low at the East Naples Community Park. Ms. Ramsey explained that East Naples is a lower income area and many of the programs that are successful in North Naples are not successful in East Naples. Mr. Mueller complimented staff who is responsible for putting the F.Y.I. together. Mr. Mueller thought that staff was very creative in using St. Patrick's colors and theme. Chairman Zaks complimented the Secretary (Jacquie Hart) for job well done on the minutes. b. Tech Contract - An executive summary will go before the Board of County Commission to renew the Tech Agreement. Tech provides landscape maintenance services at designate county park locations. 3 I c. Beach & Water Ordinance Update - Ms. Ramsey stated that the ordinance is being reviewed by the County Attorney's Office. d. Adopt-A-Park Report: Ms. Daphnie Bercher visited the Golden Gate Aquatic facility and stated that the staff is absolutely phenomenal. There are 6 college teams practicing at the pool. Max Hasse Community Park several issues need attention: water fountain does not work, tennis court needs nets, and the scoreboard needs lights. The vending machine was pushed over. Staff will address these issues. e. PARAB Meeting Schedule - The next meeting will be held at the Frank Mackle Jr. Community Park, 1367 Andalusia Terrace, Marco Island, Florida, April 22, 1998, at 2:00 p.m..
