Chairman Tim Blackford cancel the Parks and Recreation Advisory Board Meeting because there was not a quorum for discussion. The next meeting will be held on January 28, 1998 at the Agriculture building. PARKS AND RECREATION ADVISORY BOARD November 19, 1997 Minutes Golden Gate Community Park 3300 Santa Barbara Boulevard,Naples, Florida PRESENT: Timothy Blackford, Chairman Joseph Zaks Billie Cheney Daphnie Bercher Elaine Wicks,Vice Chair Gayle L. Stan Gil Mueller ABSENT: ALSO PRESENT: Marla Ramsey,Director Murdo Smith, Recreation Manager Gary Franco,Parks Superintendent Jacquie Hart, Secretary II John Dunnuck, Operations Coordinator Ginger Hinchcliff John Grice Kent Kolegue I. CALL TO ORDER: The meeting was called to order at 2:10 p.m. ii. PLEDGE OF ALLEGIANCE TO THE.FLAG III. INVOCATION: by Jacquie Hart Iv. APPROVAL OF MINUTES: October 22, 1997 meeting. Mr. Mueller stated that on page 1 and 2 the minutes were complete but on page 3 the minutes were brief Mr. Mueller stated that some of the board members said much more on the subjects than transcribed on page 3. Mr. Mueller stated that he was not sure whether the procedures for typing the minutes were to touch on highlights or how specific should the minutes be. Mr. Mueller inquired what are the procedures for typing the minutes? Chairman Blackford stated that the minutes at one time were verbatim and the board got away from that and requested that the minutes be condensed. Mr. Mueller stated the minutes are too brief Mr. Mueller stated that Ms. Wicks and Mr. Zaks comments were more than three (3) lines. In Mr. 1 Mueller's case Tigertail Tragedy discussion there is only two (2) lines and Mr. Mueller stated that he recall talking for about 4 to 5 minutes on the subject. Mr. Zaks stated that he thought the minutes were short, concise and made important points. Mr. Zaks suggested that if the board feels strongly that a particular subject should be included in more details than this to please state so on that particular subject for the future. Mr. Mueller stated that the Board of County Commissioners and others read the minutes and it would be good if they are aware of what is being discussed. Motion by Joe Zaks that the October 22, 1997, minutes be approved as prepared and amended by including a verbatim discussion on Tigertail Tragedy. Seconded by Tim Blackford. Passed 7/0. Tigertail Tragedy - Mr. Mueller stated that a tragedy occurred at Tigertail Beach. Ms. Ramsey indicated that additional signage will be installed by the County. Mr. Mueller stated that people should take responsibilities for their own actions. The county can not install signs in all different languages for people that utilized the facilities. V. AWARD PRESENTATION: Chairman Blackford presented Janice Elliott and Bret Popma with an Attitude Award and congratulated them. VI. INTRODUCTION: VII. NEW BUSINESS/PRESENTATIONS a. Interview for Parab Position - Interview #1 John Grice - Mr. John Grice stated that he would like to get involved in community activities and to get to know people. Mr. Grice is a Realtor and would like to get familiar with the community. Mr. Grice has lived in Collier County since 1994. Mr. Mueller stated that one of the major concerns of the Park and Recreation Board is attendance. There has been a case where individuals attended one meeting and never attended again. Mr. Mueller stated that its very important because PARAB needs a quorum to have a meeting. Mr. Mueller stated that personally he would want a commitment from Mr. Grice as far as attending the meetings. 2 Mr. Grice stated that if Mr. Mueller looks at his resume he will noticed that he is the Chairman of the Amelus Committee and having Chaired the committee he understood exactly what is been said. Interview #2 Ginger Hinchcliff - Ms. Hinchcliff stated that currently she works for the Department of Environmental Protection at Rookery Bay and has been the Director of Education since 1990. Ms. Hinchcliff has lived in the County since the early 80's. Ms. Hinchcliff is eager to participate in more community activities and is particularly interested in the Parks and Recreation Department because that's what she has a degree in from Penn State University. Ms. Hinchcliff has done a lot of work in national parks and would like to get involved with community parks. Ms. Hinchcliff has been using the Community Park system for several years and feels that its a quality life issue in Collier County. Ms. Hinchcliff's manages approximately 110,000 acres of aquatic reserves and resources. Ms. Hinchcliff utilizes the aquatic facility at Golden Gate which she finds very attractive and also uses the boat ramps at Cocohatchee River Park. Mr. Zaks inquired what Ms. Hinchcliff found least attractive. Ms. Hinchcliff stated that the county does a good job and at this time she did not find anything least attractive. Ms. Hinchcliff indicated that she is a timely person and has checked with her superior to make sure she is able to attend the meetings every month. Interview #3 - Kent Kolegue - Mr. Kolegue stated that he applied for the PARAB due to previous involvement with the Golden Gate Community Center Advisory Board. Mr. Kolegue's reason for wanting to be on the board is to continue to see that all the Parks and Recreation get properly funded and to continue with improvements. Mr. Kolegue is married with three (3) children and his children utilize the parks programs. Interview #4 - Gayle Stan - Mr. Mueller asked Ms. Stan what is her feelings with regards to attendance. Ms. Stan responded that she had been on the board for 19 months and only missed one meeting. 3 Mr. Zaks inquired what did Ms. Stan view as an accomplishment during her venue on the Parks and Recreation Advisory Board. Ms. Stan stated the Copeland Playground. Ms. Stan saw the need and followed through with the request for a playground. This was the first project Ms. Stan actually saw from beginning to end. All the other projects such as Sugden Regional Park are still being worked on. Ms. Stan biggest disappointment was the lack of money and the restriction on all Neighborhood Parks. Ms. Stan stated that as the County grows bigger and the roads expand there will be more need for Neighborhood Parks. Interview #5 Timothy Blackford - Mr. Mueller inquired why Mr. Blackford thinks he is qualified for the PARAB position. Mr. Blackford stated that when he first applied with the board he may have had difficulty in answering the question. Its has been five (5) years now since Mr. Blackford has been on the board and its the on the job experience that makes him qualified. Mr. Mueller stated that Mr. Blackford had a good record of attendance also. Mr. Blackford stated that the Sugden Regional Park would be the biggest accomplishment and a state of the art park facility. Mr. Blackford biggest disappointment is the Beach Parking permit as PARAB voted unanimously in favor of instituting beach parking and then it was taken away by the Commission. The department went through a couple of years not charging and then it came back to were a charge was reinstituted. Mr. Blackford stated that recently the Board of County Commission has put a lot more emphasis on the Parks and Recreation Advisory Board recommendation. A sheet of paper was distributed to all PARAB members. Each member ranked the interviewers from 1-5. Listing the top person from 1 and the lowest rank as 5. Mr. Blackford was ranked #1, Ms. Ginger Hinchcliff was ranked #2, Mr. Kent Kolegue was ranked #3, Mr. John Grice was ranked #4, and Gayle Stan was ranked#5. 4 Motion by Mr. Zaks that Parks and Recreation Advisory Board recommend Timothy Blackford and Ginger Hinchcliff for the PARAB position. VI. REQUEST FOR DISCUSSION/SPECIFIC UPDATE ITEM a. Tree Dedication Video Presentation - Ms. Hasse stated that the video being presented was a Tree Dedication at the Max Hasse Jr., Community Park. The video showed the ceremony and the different organization Max Hasse Jr. represented. Each member of each organization shoveled mulch around the tree. b. Tree Planting - Mr. Zaks suggested that the Parks and Recreation Department plant trees around the playground area for shading. Mr. Zaks stated that the department should contact some of the banks who would be willing to donate some money towards trees or landscaping of the park. Ms. Ramsey stated that Gary Franco has approximately $200,000 in his budget for landscaping and also the Leisure Line has a tree planting program. An individual could buy a tree and the Parks Maintenance section would plant the tree at the suggested park and a plaque would be placed at the tree. Mr. Mueller also stated that he had donated a tree at the Tigertail Beach Park. Ms. Stan suggested that the department advertise on the government channel regarding tree donations because some people do not read the Leisure Line. Mr. Smith stated that staff was working on a pamphlet outlining tree donations. c. Public Forum - A public forum will be held at the St. John's Church, November 25, 1997 next Tuesday at 7:00 p.m. Ms. Ramsey will be presenting the Bluebill Property Beach Parking Plan and Commissioner Hancock will also be in attendance. Ms. Ramsey will be discussing the trolley, parking spaces, walking way, picnic pavilion and playground area. There will be a parking meter installed and a trolley will transport individuals to the State Park. 5 • d. Summary Sheet - Chairman Blackford requested a summary sheet on all park related items discussed at the Board of County Commission meeting. Mr. John Dunnuck will prepare a recap for the next meeting. e. Sunshine Ace Corp.- Fitness Center Membership - Ms. Stan stated that the Manager of Sunshine Ace who recently got a membership for the Fitness Center stated that the Fitness Center is wonderful and they currently have 12 employees enrolled. VII. REPORTS & UPDATES a. Monthly Report (October) - A discussion took place regarding the October monthly report. Mr. Mueller inquired what did VYCP and VTCP mean. Mr. Smith stated that (VYCP) meant Vineyards Community Park and the other is Veterans Community Park Mr. Mueller inquired why is it that East Naples is showing that the Facility User are over 58,000 and the revenue is only twenty three hundred($2,300) dollars. It was explained that the users would use the basket ball court, soccer field, playground area, and not use the paid programs such as aftershool, or other classes. b. Beach Fee - Mr. Mueller stated that two meetings ago a discussion took place regarding charging a minimal fee of$5.00 to process a beach parking permit. Mr. Mueller suggested that it would be a good idea to raise the beach parking fee instead of charging a$5.00 beach sticker fee. c. Sugden Regional Park Status - The restroom and offices are being installed. The due date for completion is June 6, 1998. d. South Park- The top 3 proposals were chosen. The companies are Wilson Miller, Post Buckley, and Hole Montes & Associates. A selection committee will select the top firm from these 3. Ms. Ramsey stated in 8 months there will be a design for construction e. North Naples Regional Park - Ms. Ramsey stated that the Real Property Department has submitted a potential list of properties for a 6 regional park location. A committee will be formed to review these locations. f. Adopt-A-Park Report - Ms. Stan visited Cocohatchee River Park there has not been much activity at the park. Ms. Stan also visited Lely Barefoot and the guard house is still there. Mr. Zaks thanked the Parks and Recreation Department for assisting with Christmas in Immokalee. g. Snowfest - Snowfest will be held at the Golden Gate Community Park on December 6, 1997. Mr. Smith stated that this is the time of the year that the Parks and Recreation Department will bring 40 tons of snow in for the kids. VIP passes and T-shirts will be mailed to PARAB members. h. PARAB Meeting Schedule - The next meeting will be held at the Golden Gate Community Park, 3300 Santa Barbara Boulevard, Naples, Florida, December 17, 1997 at 2:00 p.m.. SOUTHWEST FLORIDA HORTICULTURAL LEARNING CENTER ❖ VISION STATEMENT ❖ To provide the opportunity for residents of Southwest Florida to participate in an outdoor learning experience, devoted to the unique aspects of gardening and landscaping in Southwest Florida. To provide a number of small space"theme" gardens, each in scale with and containing elements of a normal residential setting. To demonstrate research-based knowledge pertaining to the design, installation, and management of residential gardens. To provide"theme" gardens featuring: appropriate native and non-native landscape plants, citrus and tropical fruits, aquatic gardening, home vegetable gardening, horticultural waste recycling, xeriscaping, garden of the senses for the physically challenged, and a children's discovery garden. To complement these outdoor garden classrooms, a garden pavilion will provide a more structured learning environment for the presentation of programs on a wide array of gardening topics. A shade house with potting and growing benches will enhance the learning experiences offered in the children's discovery garden. A deck structure projecting from the lake bank will offer visitors easy access to the aquatic garden. A storage structure in the recycling garden will provide needed space for materials and equipment needed to maintain the garden complex. Although the learning center would be comprised of a network of individual"theme" areas, all would demonstrate the components of environmental landscape management, as outlined by the University of Florida. These include; concepts of environmental pest management, recycling of horticultural waste, water and energy conservation, and protection of water quality through judicious use of pesticides and fertilizers. The gardens will attract an array of visitors. First time residents will be able to obtain the basic information they need in planning and maintaining their new gardens. Area visitors will enjoy learning about tropical and subtropical plants from around the world, while obtaining home gardening ideas easily transferable to their own backyard settings. Visitors to the learning center will also find a natural compliment to their trip to be a visit to Corkscrew Swamp Sanctuary,just a brief distance away. Long time residents of Southwest Florida will be provided with the most current horticultural technologies.
