CALL TO ORDER: The meeting was called to order at 2:20 p.m. - II. PLEDGE OF ALLEGIANCE TO THE FLAG m. INVOCATION: by Jacquie Hart IV. APPROVAL OF MINUTES: September 24, 1997 meeting. V. AWARD PRESENTATION: Chairman Blackford presented George Farrell with an Attitude Award and congratulated him. 1 Motion by Joseph Zaks to approve September 24, 1997 minutes. Seconded by Gil Mueller. Passed 7/0. VI. INTRODUCTION: An introduction was done by City and County board members. 1 111 I0 0 I VII. NEW BUSINESS/PRESENTATIONS I a. Procedure for Recommending Projects - Mr. Don Wirth stated that he met with Marla Ramsey, Parks and Recreation Director and they agreed jointly on how projects will be recommended to the Parks and I Recreation Advisory Board. The projects will be reviewed by the Parks and Recreation staff who will then forward to Parks and Recreation Advisory Board for review and recommendation. The City of Naples will I follow the same procedures. The same information will be given to both City and County Advisory Boards. Ib. Consideration Sponsorship of Joint Recreation Program - Mr. Wirth stated that the Cambier Park is being utilized to the maximum I but would like to know if the County would accept or host some major special events. I The City Board indicated that Cambier Park is over crowded with events. Mr. Wirth stated that since Collier County has more facilities it would be I great to direct some of these events to the County Parks and Recreation Department. The Collier County Cultural Festival is a prime example of a Major Special Event and the County is planning to utilize the City's Park I for next year's event. Ms. Ramsey stated that the City has a perfect route for a parade and that is Ione of the reasons why the County Cultural Festival was held there. I c. Beach Parking Processing Fee - Ms. Elaine Wicks discussed the fact that it would be a great idea if both City and County would charge a minimal $5.00 processing fee. The fee will also fund the Beach Parking program. I Ms. Ramsey stated that the Parks Department is issuing 70 parkingstickers I at various locations on a daily basis that means staff has very little time to do any programs at the parks. Ms. Ramsey stated that the $5.00 fee would help offset the cost for tracking and additional part time staffing for 1 Beach Permit program. Mr. Zaks inquired whether the City would consider a fee if the ICommissioners approve Beach Parking Processing Fee proposal. Mr. Zaks stated that if the City does not charge a fee their line would be out to the I street just to save a $5.00 fee. Both City and County Advisory Board suggested to meet in the future 1 although no date was discus. 1 2 VI. REQUEST FOR DISCUSSION/SPECIFIC UPDATE ITEM ' a. Request for 4 Wall/Indoor Racquetball Courts - Ms. Wicks stated that a citizen inquired whether the Parks and Recreation ' Department would consider enclosing the racquetball courts. This would eliminate the ball from going over the walls. ' b. Summer Camp Field Trip - Ms. Wicks also suggested that the Parks and Recreation Summer Camp Program include Corkscrew Sanctuary as a regular field trip for next year's Summer Camp. c. Dog Park- Ms. Ramsey stated that there is an organization that meets ' at the Golden Gate Community Center and she spoke to them regarding helping out with the dog park. ' d. Golden Gate Property #179 - Mr. Zaks inquired about the Golden Gate Property. Ms. Ramsey stated that the property was bought by the County. Exotic removal is being done. The property is located between Green and Santa Barbara Boulevard. VII. REPORTS & UPDATES a. Monthly Report (September) - No discussion. ' b. A.S.A. Event Update - The event was outstanding 15,000 to 30,000 people attended the three (3) day event. Staff played a very important ' role in the event by volunteering hours to assist. c. Copeland Playground Dedication Update - Pictures of the playground were shown. On October 18, 1997 sixty (60)people attended the playground dedication. ' d. Adopt-A-Park Report - Mr. Mueller visited the Frank Mackle Community Park and everything is in good condition. Mr. Mueller stated that the water has been adjust for racquet courts at the Collier County Racquet Center. Tigertail Tragedy - Mr. Mueller stated that a tragedy occurred at the Tigertail Beach. Additional signage will be installed by the County. I 3 0 e. ALL STAR WRESTLING SLAMMED THE GOLDEN GATE COMMUNITY CENTER ON OCTOBER 17TH 200 PEOPLE ATTENDED THE EVENT.
