Lou Carter DATE: May 996 SUBJECT: To consider the possibility of providing county residents with a canoe rental, fishing site on Steven's Creek with parking and a future nature center across CR-92 San Marco Road. PURPOSE: As a willing seller, to offer this parcel to a land acquisition program of the county. SUMMARY OF PRESENTATION This is the only vacant land on Marco Island specifically zoned for a community facility. With a ten foot elevation, water, and sewer it offers immediate usage as light recreation. hater frontage to the south on a tidal pond with large oak trees on the shore line would compliment a future nature center on the property with ample room for parking for the proposed fishing site across the road. There is no room for parking on the park land because it is low. mostly mangrove and zoned ST. We offer the last remaining parcel in the area. Both sides are developed. If additional space is needed please use blank sheet. I! ii ail IS EXECUTIVE SUMMARY RECOMMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS AUTHORIZE THE COLLIER COUNTY SCHOOL BOARD TO PROVIDE PREPARED FOOD FOR THE SUMMER FOOD SERVICE GRANT PROGRAM Objective: That the Board of County Commissioners authorize the Collier county School board to provide prepared food for the Summer Food Service Grant Program. Consideration: The Summer Food Service Program has been successfully administered by the Parks and Recreation Department for the past nine (9) years. The Board of County Commissioner will authorized the Parks and Recreation Department on June 4, 1996, to apply for the Summer Food Service Grant. The State of Florida approved this grant application for $211,900 on . June 10, 1996. For the Summer of 1996 the Collier County School Board has agreed to provide meals at a cost of $1.88 per lunch. This price is average for a meal of its kind. The total reimbursement rate from the State per meal is $2.28. All remaining State funds are used for the administrative and operational costs incurred by the Grant, i.e. food monitors, salaries, transportation of the food, non-food supplies (coolers, trailer rentals, trash bags, etc. ) . For the past ten (10) years the Collier County School Board has provided lunches to the Parks and Recreation Department for distribution in the Collier County Summer Food Program which have met and/or exceeded the state's requirements. The Parks and recreation Advisory Board reviewed and approved this recommendation at their May 22, 1996 meeting. Fiscal Impact: Monies in the amount of $211,900 for this program are totally offset by State grant funds. Growth Management: NONE Recommendation: Staff recommends that the Board of County Commissioners authorize the Collier County School Board to provide prepared food for the Summer Food Service Grant Program. Meals will be prepared and be available for pick up by the Sponsor at Naples High School and/mmokalee Middle School in accordance with a mutually agreed schedule. The Sponsor will deliver and serve the meals at the-following locations: Bethune Education Center, Farm Workers Village, Immokalee Community Park, Sanders Pines, Golden Gate Community Center, East Naples Community Park, Oak Haven, River Park Recreation Center and Girls Inc. recreation sites. 1,500 (estimated number) of lunches per day at $1.88 per lunch. Each meal is to meet the specifications as set forth by the U.S.D.A. Summer Food Program Regulations, 7CFR Part 225, as provided to the District School Board. Service is to begin on July 1, 1996 and continue until August 8, 1996, unless program is terminated earlier by either party. Sponsor agrees to request monthly cash advances from the Department of Education. The price of meals on this contract include the full value of any U.S.D.A. donated commodities. The Schools shall hold the Sponsor harmless for safe food handling up to the time of receipt by the Sponsor. Sponsor shall hold the Schools harmless for safe food handling subsequent to receipt of the lunches. The Schools shall prepare an invoice for all lunches received by the Sponsor at the end of each month. Sponsor agrees to reimburse the Schools upon verification of the invoice and within 30 days. Consideration: The Summer Food Service Program was established to ensure that during school vacation various agencies would be able to provide the same high quality meals provided during the school year by the National School Lunch and School Breakfast Programs. Summer food Service Program makes meals available • to children eighteen (18) years of age and under free of charge. Organizations that may sponsor the Summer Food Service Program are limited to: 1. Public or private non-profit school food authorities and residential summer camps. 2. State, local, municipal, or county government entities provided that these entities certify that they will directly operate the program at each site under the sponsorship. The sponsor will be responsible for supervising site staff and managing program operations at sites during the period of the program participation, in this case nine (9) weeks. Sponsors of the Summer food Service Program receive State funds based on the number of meals the County serves to the Children. Reimbursement rates have been established to reflect the costs of administering the program. Sponsors may claim reimbursement for only those meals served to the children participating in the County Summer Recreation Program who are eligible for free or reduced price meals under the National School of School Breakfast Programs. Immokalee is 100 percent eligible for the Summer Food Service Program, with the Naples sites being eligible due to income levels in the census tracts of Collier County. The Summer Food Service Program has been successfully administered by the Parks and Recreation Department for the past eleven (11) years. Last summer the 1995 grant provided 42,770 lunches and 34,954 snacks to youth in the County's Summer Program. These numbers reported a 10% increase in the program from the previous 1994 grant program. This summer the program is expected to provide close to 50,000 lunches. School personnel will be preparing the lunches for all lunch sites, as well as being hired to supervise the Program. Fiscal Impact: Revenue is expected to be $211,900. Expenses are expected to be $211,900. The program is full funded by the State. Currently there is $21,900 budgeted for this program. Growth Management: None Recommendation: The staff recommends that the Board of County Commissioners allow the Parks and recreation Department to accept the Summer Food Service Program Grant as described above for the 1995 Summer Program; and appoint the Parks and Recreation Athletic Supervisor as the County's liaison office to administer the grant.
