I. CALL TO ORDER: The meeting was called to order at 2:10 p.m.

III. INVOCATION: by Max Hasse, Jr.
* CORRECTION TO THE MINUTES: March 27 minutes page 2 on second
paragraph should read; Jim Thomas serves thousands of lunches
per day throughout the county and 60 thousands snacks instead
of sacks.
IV. APPROVAL OF MINUTES: March 27, 1996 meeting.
Motion by Max Hasse seconded by Timothy Blackford. Passed 6/0.
V. NEW BUSINESS/PRESENTATIONS
a. Marco Island Beach Vendors Jet Skis/Policing Authority -
Mr. Frank Blanchard stated that he has gone before the
Board of County Commissioners several times to get
ordinance 89-11 changed. The Beach Sub Committee supported
the notion that the Parks and Recreation Department staff
should be certified to enforce the ordinance along the
entire beach and not just at Tigertail Beach.
On April 2, 1996 Mrs. Garmon appeared before the Board of

County Commissioners and Commissioner Bettye Matthews
stated that someone from the Parks and Recreation
Department had a new proposal.
Mr. Frank Blanchard stated that he is here to discuss what
the Parks and Recreation Department is proposing to change.
Does the Parks Department have a proposal?
Mr. Mueller inquired whether Mr. Blanchard knew who
specifically Commissioner Matthews was referring to.
Mr. Blanchard responded NO.
Chairman Joe Zaks stated that at the last PARAB meeting a
motion was made by Gil Mueller. The first part of the
motion: We being PARAB and the Parks Department staff
review the licensing process and that we pay particular
attention to the number of vehicles licensed. If any
additions are made at a given point (say six month
period prior to the season) they can come in for a revision
of that license if they are planning to buy additional
vehicles. That is the County Parks and Recreation
Department's jurisdiction.
Second part of the motion: Is that we determine who the
proper policing authority is and give them the
responsibility of taking care of it. Seconded by Max A.
Hasse, Jr. Passed 5 to 0.
It seems a little unclear to PARAB who enforces ordinance
89-11. Mr. Brinkman indicated that it was Code
Enforcement.
Mr. Mueller stated that it is difficult to say where the
violations are coming from.
Mr. Blanchard suggested placing identification on each
vehicle that can be clearly seen by the Parks Department
during the licensing process.
Chairman Joe Zaks stated that Commissioner Matthews may
have misinterpreted the communication that he had with her.
It was discussed that the department will review the
situation and would like to develop a proposal.
Chairman Joe Zaks stated that 3 beach vendors and 3
citizens may speak regarding jet skis issues.
Ms. Elaine Wicks inquired why the vendors don't police
themselves?
Mr. Mark Bahr discussed that he polices his operation very
effectively from within. Mr. Bahr handed out his rules of
operation. To answer Ms. Elaine Wicks's question Mr. Bahr

stated that neither he nor the other vendors have the right
to tell a private owner what to do.
Charlie Frankel, Director of Marketing for Mariott's Marco
Island Resort. At Mariott more than half a million guests
pass through our doors each year. Mr. Frankel has been
with the Mariott for 6 years. Mr. Frankel has checked
records back farther than the 6 years and every guest
comment was very positive. Mr. Frankel stated that there
has not been one complaint regarding wave runners.
A marketing research has been done and is by far the number
one reason why people come to Marco Island and specifically
the Mariott.
Mr. Bahr stated they have very few guests that bring their
own jet ski.
Mr. Mueller stated that, it would be absurd to ban jet skis
in Collier County and its extremely unlikely to happen.
Ms. Elaine Wicks inquired if the noise ordinance was
monitored since the rule says 25 feet from the beach and
less than 60 decibels.
Mr. Todd Foege stated he has been working with Yamaha.
Yamaha is aware of the noise problem and is working on a
solution.
Mr. Bahr stated the requirements for a beach vendor permit
are an application listing all vessels, serial number,
registration, and proof of insurance. The insurance has to
be in compliance with ordinance 89-11.
Mr. Mueller inquired if Mrs. Garmon efforts are to ban jet
skis?
Mrs. Garmon stated that if she knew of a way to ban jet
skis, yes she would consider to do so.
Mr. Bahr submitted a copy of a petition regarding not
banning jet skis.
VI. REPORTS/UPDATES
a. Impact Fees Update - the Impact Fee ordinance was approved
by the Planning Department and County Commissioners. We
now have impact fees being charged on Marco Island.
b. Pelican Bay Tennis Court Update - Mr. Murdo Smith stated
that 3 proposals were received. The Selection Committee
(Tom 011iff, Joe Zaks, Gwen Butler, Steve Brinkman and
Jim Thomas) meet, and Lewis Tennis was ranked the highest.
The Department will be negotiating with Mr. Lewis.

c. Marco YMCA Update - the Marco Island YMCA will put a
request under Public Petitions to the Board of County
Commissioners to discuss this issue.
d. Vineyards Community Park Water Damage Update - Ms. Elaine
Wicks stated that the way the building was built and design
was the cause of the water damage. The water was actually
draining through the walls and caused some damaged to the
building. The problem is in the process of being solved.
f. Collier County Racquet Center Expansion Update - Mr.
Mueller commended the staff for doing a great job.
Mr. Brinkman also stated that Mr. Mueller did a good job in
helping out with the project. Mr. Mueller did a survey
regarding the concerns of citizens in the area.
Mr. Smith stated there was a group of concerned citizens
that made a presentation to PARAB and expressed their
concern about the tennis court expansion. Mr. Mueller has
been working with the group since they presented their
concerns and has been very helpful and instrumental in
getting the project started.
e. Racquet Center Survey - a survey was done a few months ago;
there are 211 members, the survey was sent to each member
and 90 of the surveys were returned. Overall the survey
was positive.
g. Veterans Community Park Light Spilling Update - the group
will go before the Board of County Commission with another
proposal regarding retrofitting the athletic field lighting
to minimize the glare.
h. East Naples Community Park Roller Hockey Rink - the Roller
Hockey Rink is constructed and open to the public.
i. Veterans Community Park Rink - the County and the Naples
Roller Hockey League are still working on an agreement to
construct the facility.
j . Sudgen Regional Park Update - Mr. Sudgen is going to donate
an additional $200,000 for the construction of the
amphitheater.
k. Parks Adoption Report - the adoption report schedule was
not included in the package.
1. International Fire Works Program Update - the proposal for
the Fire Works program at Sudgen Regional Park was approved
by the Board of County Commissioners.

m. PARAB Schedule - next meeting is at Golden Gate Community
Center, May 22, 1996 at 2:00 p.m.
n. Monthly Report - monthly report was discussed. There has
been a decrease in the beach use between 1995-1996. This
winter was cold so this affected the beach use.
Mr. Tim Blackford discussed some concerns regarding the
pool fee being too low.
o. Special Event At The Park - NPASI - National Parks and
Recreation Safety program will be held on April 25-26 1996.
K-9 Statewide Dog Trials is being held at Golden Gate
Community Park.
