Call to Order Chairman Lewis called the meeting to order at 2:55 PM. A quorum was established;three voting members were present. II. Attendance Advisory Committee Dale Lewis - Chairman Helen Carella,John Weber,Maria Schoenfelder(Excused), (Vacancy) County Harry Sells—Project Manager Others Wendy Warren—JuriSolutions—Transcriptionist III. Approval of Agenda Mr. Weber moved to approve the Agenda as presented. Second by Chairman Lewis. Carried unanimously 3- 0. IV. Approval of Minutes—January 11,2016 Chaiman Lewis moved to approve the minutes of the January 11, 2016 meeting as presented. Second by Ms. Carella. Carried unanimously 3-0. V. Project Manager Report—Harry Sells A. Budget Report Mr. Sells presented the "Radio Road MSTU Fund 158, February 8, 2016" for information purposes and provided an overview of the budget noting: • Property taxes collected to date total $259,207 with a balance of$51,393 remaining • Of the $158,700 FY16 Operating Expense budget, $108,934 is committed and$30,468 in invoices has been paid leaving $19,298 available for expenditures. • Installation of sod on the West side of Devonshire Boulevard from the sidewalk to the curb (Santa Barbara Blvd. to Radio Road) and the East side of Devonshire Blvd. from Santa Barbara Blvd. to the first driveway (left)into the Berkshire Commons shopping center, had a cost overrun due to sod material shortage resulting from rainy conditions in January. • Expense of$10,000 for the MSTU's REG8 Berkshire Commons, LLC. landscape maintenance agreement contingency is reflected in the budget for Florida Land Maintenance, Inc. (dba Commercial Land Maintenance). • Estimated cash of$936,920 includes $108,934 of committed unspent funds. 1 Chairman Lewis motioned to approve a 35% cost overrun allowance to the proposal for sod installation for the West side of Devonshire Boulevard from the sidewalk to the curb (Santa Barbara Blvd to Radio Road) and the East side of Devonshire Blvd.from Santa Barbara Blvd. to the first driveway (left) into the Berkshire Commons shopping center. Second by Mr. Weber. Carried unanimously 3- 0. Mr. Sells noted the Committee's budget request for a millage rate reduction FY17 from .3 to .1 will be presented to the Board of County Commissioners late March. B. Status of Irrigation System Mr. Sells provided an update on installation of the new irrigation system. He noted two controllers have been installed and Commercial Land Maintenance has scheduled the third controller installation. Mr. Sells reported the administrator tracks user and mechanical history and he will provide site log information for Program control to Mr. Kindelan of Commercial Land Maintenance (CLM). C. Landscape Architect's Report Mr. Sells presented the Scott Windham Studios, Inc. monthly maintenance report dated February 8, 2016 for Radio Road and Devonshire Boulevard highlighting: Devonshire Blvd. • Median#3 —Remove Lantana and phase out with Duranta Gold Mound. Mr. Sells will review the possibility of transplanting the Duranta Gold Mound from Median #6 with Mr. Kindelan, CLM. • EAST ROW—Replace forty foot dead patch of Asian Jasmine south of shopping center entry drive and fill in bare patches resulting from a fallen tree branch. D. Sod Status Installation of sod on West side of Devonshire Boulevard from the sidewalk to the curb (Santa Barbara Blvd. to Radio Road) and the East side of Devonshire Blvd. from Santa Barbara Blvd. to the first driveway (left) into the Berkshire Commons shopping is complete. E. Commercial Hedge Code Enforcement Update Mr. Sells provided a copy of the fully executed Landscape Maintenance Agreement with REG8 Berkshire Commons, LLC. dated January 27, 2016 to members of the Committee. In accordance with the MSTU Agreement contingency conditions, Commercial Land Maintenance will perform the following work: 1. Plant new hedges to fill in existing gaps with similar type vegetation of appropriate size. 2. Repair the drip irrigation system for the Landscaping and the Hedge and reconnect the system to Berkshire Commons' irrigation system. The costs for relocation and modification of the irrigation system and installation of a new hedge are accounted for in the FY16 budget. The MSTU will make any and all repairs necessary to insure the Work has been completed correctly and to the satisfaction of REG8 Berkshire Commons, LLC.for a period not to exceed six months from the date the irrigation repairs are complete. 2 Mr. Sells will email the Committee members notification of work commencement and completion. VI. Landscape Maintenance Report—Robert Kindelan Commercial Land Maintenance None VII. Old Business None VIII. New Business A. Committee Member Application The Committee discussed Mr. Lewis's application for the open position on the MSTU beginning on March 4, 2016 to March 3, 2020 noting the contributions he has made to the Committee and his willingness to be reappointed. Mr. Weber moved to recommend Dale Lewis be reappointed to the Radio Road Beautification M.S.T.U.Advisory Committee. Second by Ms. Carella. Carried unanimously 3- 0. B. Election of Officers Mr. Sells advised the Committee a motion was in order for election of officers for 2016. Mr. Weber moved to appoint Dale Lewis as Chairman of the MSTUfor 2016. Second by Ms. Carella. Carried unanimously 3- 0. Chairman Lewis moved to appoint John Weber as Vice Chairman of the MSTUfor 2016. Second by Ms. Carella. Carried unanimously 3-0. C. Roadway Project Mr. Sells reported the Transportation Division will be eliminating the existing westbound turn lane from Devonshire Boulevard in to the Berkshire Commons shopping center and constructing dual eastbound left turn lanes from Devonshire Boulevard onto Santa Barbara Boulevard at a date to be determined. The water line which feeds the irrigation system runs from the North to the South side of Devonshire Boulevard underneath the median. Three valves connected to the line have to be removed and the pipe tied down. This expense will be incurred by the MSTU. Chairman Lewis moved to authorize Mr. Sells to transplant the Duranta Gold Mound from the last median before Santa Barbara Boulevard on Devonshire Boulevard to an alternate location of his selection. Second by Mr. Weber. Carried unanimously 3—0. Chairman Lewis moved to authorize Mr. Sells to initiate removal of the irrigation water line running under last median before Santa Barbara Boulevard on Devonshire Boulevard at a cost not-to-exceed two thousand dollars plus 20%. Second by Mr. Weber. Carried unanimously 3-0. 3 X.
