Call to Order Chairman Fogg called the meeting to order at 10:01 A.M. A quorum was established II. Attendance Members: George Fogg, Chairman; Richard Barry; John Goody; Barbara Bell (Excused); Marianne Fanning. County: Harry Sells, Project Manager; Dan Schumacher, Project Manager Other: Doug Burnham, Quail Run Golf Club; Wendy Warren, JuriSolutions III. Approval of Agenda Ms. Fanning moved to approve the Agenda subject to the following change: Addition: Item V. Project Managers Report 3. Introduction of Dan Schumacher Second by Mr. Barry. Carried unanimously 4-0. IV. Approval of Minutes—March 1,2016 Chairman Fogg moved to approve the minutes of the March 1, 2016 Forest Lakes Advisory Committee meeting subject to the following change: Page 2, Item IX. Committee Member Comments- Motion B, from"...Mr. Barry moved to continue with obtaining easements required to do drainage work and to gain access required to maintain riprap aroung the lakes) ... to "...Mr. Barry moved to continue with obtaining easements required to do spraying of lakes and cleaning of the riprap)." Second by Mr. Barry. Carried unanimously 4-0. V. Project Managers Report 1. Budget Report Mr. Sells presented the "Forest Lakes MSTU Fund 159, April 5, 2016" for information purposes and provided an overview of the budget noting: • Property taxes collected to date total $161,979 with a balance of$20,420 remaining. • Of the $133,900 FY16 Operating Expense budget, $69,957 is committed and$40,678 in invoices has been paid leaving $26,264 available for expenditures excluding reserves. 1 • Thirty lights were repaired by Hart's Electrical at a cost of$1,751. • Stop signs were installed at Forest Lakes Boulevard and Opuntia Lane. • Estimated cash available including committed funds totals $414,355, The Committee discussed longevity of the lights. Mr. Sells will research the life expectancy of the lamps and report his findings at the May 3, 2016 meeting. 2. Landscape Maintenance Report Mr. Sells presented the"Forest Lakes Monthly Maintenance Report" dated March 31,2016 from Scott Windham, Landscape Architect, Windham Studio, Inc.,highlighting: • Directory Sign Area—Entry ➢ Three Clusia and forty-two Crotons were planted at the entry. Remaining space south of the Croton planting bed was sodded. ➢ The Golden Shower Trees have a pest that is damaging foliage and needs to be treated. • Circle Median ➢ Hand prune Clusia. ➢ Replace one dead Euphorbia(NW side of circle) and trim to 12"- 14" • Entry West Right of Way He recommended replacement of the Ficus hedge with Clusia and Mr. Sells noted the hedge is on private property and the MSTU does not have the authority to plant in that area. He will inform Mr. Windham of the situation. Chairman Fogg reported a Sabal Palm Tree slated for pruning on Woodshire Lane was cut down flush and instructed Staff to inform Ground Zero Landscaping to allow the tree to grow back. 3. Mr. Sells introduced Dan Schumacher to the Committee reporting he will be working with him and assume responsibility as a Project Manager for some of the MSTU's at a future date. Mr. Schumacher shared information about his background with the Committee noting he has been a resident of Naples since the early 90's and is an engineer by trade. VI. New Business 1. Forest Lakes Boulevard Road Repair Mr. Sells reported two sections of the Forest Lakes Boulevard exit require asphalt repair. He presented a quote from Preferred Materials, Inc.,the County approved contractor, for$9,680 to repair the road. Ms. Fanning motioned to approve the contract from Preferred Materials,Inc., dated March 24, 2016, in the amount of$9,680.00 to repair two sections of asphalt patch at the Forest Lakes Boulevard entrance. Second by Mr. Goody. Carried unanimously 4—0. Mr. Sells reported Staff is putting together a maintenance plan for roads for Committee review. 2 VII. Old Business 1. Updates on A/B/C Segments for Lake 18 to Lake 15 At the March 1, 2016 meeting a motion was made authorizing Staff to continue with the investigative action on Drainage and Water Management Analysis for Lakes 18 and 15 as follows: a. Converting junction box JB5 to a storm drain on Forest Lake Boulevard. b. Increasing the storm drain size from 24"to 36"between Forest Lakes Boulevard and Lake 18. c. Extending an 18" drain to the north side of Forest Lakes Boulevard from JB5. Mr. Sells: • Distributed the"Engineer's Preliminary Opinion of Probable Cost, Options 1 —4, " dated April 4, 2016 to the Committee. • Advised the Committee he has given Agnoli, Barber and Brundage, Inc. the authority to move forward with the project and bids will be solicited. 2. Update for Easements on Drainage Work Mr. Sells noted an easement may be required from the junction box to the lake and spraying and will research the status of easements and update the Committee as necessary, 3. Update on Fountains for Lakes Mr. Sells reported installation of two new fountains on Lake 14 will be going out to bid. The work cannot be performed until the MSTU has an easement to the lake. VIII. Committee Member Comments The document identifying the MSTU responsibilities, committee's contact numbers, etc. to be provided to the Members of the Homeowner Associations and owners of Single Family Homes has been edited. Mr. Sells will distribute a revision to the Committee and supply copies of the final document for distribution. Mr. Burnham requested an update on the trimming of the Brazilian Pepper trees on the cart path at the stop sign abutting golf course holes twelve and thirteen noting the Quail Run Golf Course had trimmed by the cart path. Mr. Sells stated the area is not the responsibility of the M.S.T.U. and Staff had been informed the condominium association cut back the trees. Mr. Sells will research and confirm the easement for the Right of Way and get a quote for pruning. Chairman Fogg motioned to authorize Staff research options for pruning of the Brazilian Pepper Trees and provide a cost proposal for the work. Second by Mr. Goody. Carried unanimously 4- 0. IX. Public Comment Mary Jane Peck, 1083 Forest Lakes Drive,reported lights were not functioning on the "Quail Run Golf Club Sign" and the "Direction Sign"to properties. 3 Mr. Sells reported the Quail Run Golf Club Sign is the responsibility of the Golf Club. The Direction Sign is the responsibility of the M.S.T.U. and the light will be replaced. Next Meeting May 3,2016 10:00 A.M.
