BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE MAY 4,2016 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Maurice Gutierrez at 6:00 p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Maurice Gutierrez, George Douglas, Robert Messmer Sheila Dugan, Sandra
Arafet and Victoria Nicklos were present. Victoria Nicklos advised the committee she
had to leave at 6:30pm.
MSTU Staff Present: Jean Jourdan, CRA Operations Manager; Elly McKuen, Project
Manager and Shirley Garcia, Operations Coordinator.
II. Adoption of Agenda: Motion to approve the agenda made by: Sandra Arafet, 2' by:
Victoria Nicklos. Approved unanimously.
III. Approval of Minutes: Robert Messmer asked for some amendments to the March and
April minutes. A motion to approve the amended March 2, 2016 minutes made by
George Douglas seconded by Sandra Arafet second. March 2, 2016 minutes approved
unanimously as amended. Robert Messmer made a motion to approve the amended
April minutes, seconded by Victoria Nicklos. The April 6, 2016 minutes were
unanimously approved as amended.
IV. Projects Report:
A. Beautification MSTU Update:
1. Landscape Maintenance Update: Staff and CLM continue to struggle with irrigation
problems with the north controller. In addition to CLM, staff has brought County Road and
Bridge,Naples Electric Motor Works and Florida Power and Light(FPL)to review the pump
to try and find the problem. The problem has been narrowed it down an intermittent problem
to a phase of the booster pump. Hannula has almost finished re-planting and they have had a
water truck watering all the plants due to the irrigation problem. They are going to be doing
their mulching which is the last part of the proposal.
2. Marina on Bayview Street Right-of-Way Improvements: Working to move forward with
the necessary improvements on the street,no new updates.
3. Thomasson Drive Streetscape: Updates will be covered during old business.
B. CRA Update: The CRA updates were given at the 6pm May 3rd CRA meeting and
are very lengthy but were in the packets for review.

C. Haldeman Creek MSTU Update: No new updates.
New Business:
A. FY16-17 Budget: The Chair asked the committee to table this item until after a
discussion of the balance of the agenda so they could get all the updates. There was a
general consensus by the committee to temporarily table the item until the end of the
meeting.
B. Staff updated the committee on the current condition of the entry sign at Weeks and
Bayshore. The sign is in need of some repairs, however, in lieu of repairing it, staff asked
for the committee's thoughts on replacing the area with the sailboat with the Bayshore CRA
logo. Staff suggested that our office get some quotes to rehabilitate the sign. Sheila Dugan
made the motion, seconded by George Douglas to get some costs to rehabilitate the sign.
Motion passed unanimously.
C. Trebilcock Consulting Solutions-Sugden Park Pathway Design-Staff was given direction at
the April meeting to move forward with hiring Trebilcock to design the improvements.
However, since there was not a quorum, staff requested a formal vote to employ Trebilcock
Consulting Solutions for the design of Sugden Park Pathway. Sheila Dugan made a motion,
seconded by Sandra Arafet approve hiring Trebilcock. Motion passed unanimously.
VI. Old Business
Thomasson Drive/Hamilton Avenue Streetscape Update: RWA presented 3 roadway
alternatives for Thomasson Drive. After much discussion and a number of questions from the
committee as well as staff and the public, Bob Messmer suggested that the committee
sponsor a public meeting to present the selected alternative and get their feedback. He also
suggested that staff meeting with the Sheriff's office,School Board, etc to get their feedback.
A motion made by Sandra Arafet, seconded by George Douglas to accept Option #3 as
presented by RWA. Motion carried unanimously. This re-design incorporates 3 roundabouts
at Bayshore Drive, Alladin Avenue and Orchard Way. RWA explained they will prepare a
change order to identify the cost to redesign the roadway. The change order proposal will be
presented at the next meeting.
Request for Payment of Services: None other than routine operational
V. Committee Communications: The Chair brought back the budget item following the
Thomasson Drive discussion. In order to collect the maximum amount of funding for
the road improvements. A motion made by Sandra Arafet, seconded by Sheila Dugan
to recommend mileage neutral direction for the FY16-17 budget. •

VI. Public Comments: Corporal Mike Nelson, Collier County Sheriff's Office, gave the
latest crime statistics for the East Naples area. Crime has gone down in the Bayshore
area by 3.5 %for calls for service.
A general discussion from the public'was mixed regarding the change in committee start
times. One resident requested the start time go back to 5:00pm while another was
grateful for the new start time of 6:00pm. After much discussion among the committee
Sandra Arafet made the motion, seconded by George Douglas to have the meetings start
at 5pm. The vote was 4 to 1 in favor of a 5:00pm start time. The Chair announced that
future meetings will remain at 5pm.
IX. Next Meeting: June 1, 2016.
X. Adjournment: The meeting adjourned at 8:21pm.
