BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE APRIL 6,2016 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Maurice Gutierrez at 5:01 p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Maurice Gutierrez, George Douglas, Robert Messmer, Sheila Dugan, and
Sandra Arafet were present. Victoria Nicklos was excused.
MSTU Staff Present: Jean Jourdan, CRA Operations Manager; Elly McKuen, Project
Manager and Shirley Garcia, Operations Coordinator.
NOTE: Since three of the committee members had not been re-confirmed by the Board
of County Commission, there was not a quorum for the meeting. Staff instructed
committee members to provide a general consensus on agenda items and to place any
action items on the May meeting for formal disposition.
II. Adoption of Agenda: The Chair requested an item be added to the agenda under new
business. The request was to discuss the possible addition of blinds/shades for the CRA
Office. Motion to approve the amended agenda made by: Robert Messmer, 2nd by:
Sandra Arafet. There was a general consensus to approve the adoption of the agenda as
presented.
III. Approval of Minutes: Sandra Arafet made a motion to approve the March 2, 2016
minutes, 2nd by: Sheila Dugan. There was a general consensus to approve the adoption
of the minutes as presented.
IV. Projects Report:
A. Beautification MSTU Update:
1. Landscape Maintenance Update: Robert Kindelan with CLM updated the committee on
landscaping along Bayshore Drive. There continues to be controller and pump issues in the
north irrigation area. CLM, the County's Road and Bridge Division has been working on the
issue and has determined it to be a wiring issue perhaps in the controller box. In addition,
Contemporary Controls (Motorola representative) has begun work to connect the Motorola
radios in the controller to the County's main frame for irrigation settings.
CLM continues to do weekly maintenance and was going to start re-mulching but will wait to
mulch the area until after Hannula Landscaping has completed the plant replacement project.
The Chair requested, with the general consensus of the committee, to have CLM provide a
recommendation for what will work better than the current radio-controller system. CLM

will inventory the existing number of zones in the system and provide a recommendation to
provide a substitution. CLM cited the re-vamped Radio Road irrigation system as a workable
solution.
2. Marina on Bayview Street Right-of-Way Improvements: Staff was notified from Quality
Enterprise they did not want to proceed with the paving improvements. Residents along the
street have approached staff to explain/complain that large boat delivery trucks are causing
ruts and damaging sidewalks and sewer grates along both sides of the street. Staff has been
working with various County departments to determine next steps. Staff continues to work
with County Road & Bridge and the Engineering Division to look at the entire street to
determine overall repairs.
B. CRA Update: The CRA updates were given at the 6pm April 5th CRA meeting and
are very lengthy but were in the packets for review. The Chairman provided an update
on Mattamy Homes.
C. Haldeman Creek MSTU Update: The obstruction in Haldeman Creek was removed by
Garland and Garland. The marker that was down was returned to the City of Naples.
V. New Business: Staff had requested and received a proposal from Trebilcock Consulting
Solutions (TCS) to design the Sugden Park Pathway project. The proposal was
reviewed by the committee. There was a general consensus to proceed with hiring TCS.
The Chair asks staff to bring the item back at the next meeting for formal approval by
the committee.
The Chair's amended item to discuss the installation of blinds/shades on the windows at
the CRA Office. The general consensus by the committee was to move forward and
allow staff to shade the windows.
VI. Old Business
A. Thomasson Drive/Hamilton Avenue Streetscape Update: RWA continues to develop
alternatives roadway improvements. They will provide the alternatives at the May 4 meeting.
B. Request for Payment of Services: None other than routine operational

VII. Public Comments: Corporal Mike Nelson, Collier County Sheriff's Office, suggested
holding the meeting at 6:00pm instead of 5:00pm in order for others in the community to
attend. Staff indicated they can begin holding the meeting at 6:00pm at the May meeting.
Staff brought up one last minute project that had been brought up the afternoon of the meeting
— property located at 5049 Bayshore Drive has a water retention problem. Staff's
recommendation was to have the County's representative from the Stormwater Section to
review whether the sidewalk is causing the water problem. The general consensus of the
committee was to have the County's stormwater representative review the situation before
having an outside engineer review.
IX.Next Meeting: May 4, 2016.
X. Adjournment: The meeting adjourned at 6:11pm.
