BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE MARCH 2, 2016 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Maurice Gutierrez at 5:00p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Maurice Gutierrez, George Douglas, Robert Messmer, Victoria Nicklos,
Sheila Dugan, Sandra Arafet, and Gerry Buck were present.
MSTU Staff Present: Jean Jourdan, CRA Operations Manager; Elly McKuen, Project
Manager and Shirley Garcia, Operations Coordinator.
II. Adoption of Agenda: Motion to approve the agenda made by: Sandra Arafet, 2nd by:
Robert Messmer. Approved: 7-0.
III. Approval of Minutes: Sandra Arafet made a motion to approve the February 3, 2016
minutes, 2nd by: George Douglas. Approved: 7-0.
IV. Projects Report:
A. Beautification MSTU Update:
1. Landscape Maintenance Update: Robert Kindelan with CLM updated the committee on
landscaping along Bayshore Drive. There appears to be some irrigation issues in the north
area. CLM has been working on the issue and has determined it to be a wiring issue perhaps
in the controller box. CLM continues to do weekly maintenance and was going to start re-
mulching but will wait to mulch the area until after Hannula Landscaping has completed the
plant replacement project.
2. Marina on Bayview Street sod replacement: Staff was notified that from Quality
Enterprise did not want to proceed with the paving improvements. Residents along the street
have approached staff to explain/complain that large boat delivery trucks are causing ruts and
damaging sidewalks and sewer grates along both sides of the street. Staff has been working
with various County departments to determine next steps. Staff is working with Road &
Bridges, Engineering, Right-of-Way Inspections to look at the entire street to determine
overall repairs.
B. CRA Update: The CRA update was given at the 6pm March 1st, CRA meeting and
are very lengthy but in the packets for review. The Chairman provided a couple of CRA
updates. The first was that the potential buyer (Mattamy Homes) located at the
northwest corner of Thomasson and Bayshore Drives presented preliminary design
plans. The developer is proposing 276 units, 2 story with garages. The project is still in

the due diligence period and by March 15, the developer will decide whether to
continue to move forward.
The next CRA project update was regarding the Microbrewery. This project continues
to move forward.
The final update was that Commissioner Taylor provided a presentation regarding
parking along Bayshore Drive. A general discussion ensued regarding a potential
development of surface parking on a vacant lot currently for sale at Areca Avenue and
Bayshore Drive.
C. Haldeman Creek MSTU Update: Staff updated the committee that Garland & Garland
is getting closer to starting the project. Staff will be notified when the contractor is ready to
start the project.
V. New Business: There was no new business.
VI. Old Business-
A. Thomasson Drive/Hamilton Avenue Streetscape Update: Staff introduced Andy Miller
from the County's Transportation Office. He will be working with staff on this project. A brief
update was provided regarding the latest change order request currently under review by the
committee. Chris Wright with RWA provided an overview of the change order request. Staff
explained the timeline to get the change order approved by the County in order to re-start the
design portion of the project. According to the Procurement Division there is a 10% threshold
requirement for all change orders. This means that if a change order exceeds 10% of the original
amount of the contract, the Board of County Commissioners (BCC) must approve the change
order. If the change order is approved, staff will request the BCC at the next available BCC
meeting to approve the change order. There was a general discussion between RWA, the County
Transportation representative and the committee regarding the re-design. The potential
incorporation of roundabouts in the re-design continued the study. After much discussion
regarding the roundabouts, there was a motion made by Victoria Nicklos, 2nd by Gerry Buck to
remove the roundabouts from any re-design for Thomasson Drive. The motion failed 4 to 3. A
new motion to approve the inclusion of one of the three options for the roundabouts in the re-
design was made by Sheila Dugan, 2nd by George Douglas 2"d. Motion passed 5-2.
B. Request for Payment of Services: None other than routine operational
VII. Committee Communications: The lights on the Pagoda do not appear to be working.
Staff advised that they will ask the contractor to repair them. There was also a question
regarding routine maintenance of the sign. Staff advised that when cleaning or repairs need
to be made, contractors are hired to make the necessary improvements.

VIII. Public Comments: Two citizens in the audience made some general comments. The
first talked about their experience with roundabouts in Canada. Traffic moves better and from
his observation they work better than a 4-way intersection. Another citizen made a comment
about a traffic light going in and it may not beautify the neighborhood.
IX. Next Meeting: April 6, 2016.
X. Adjournment: The meeting adjourned at 7:00pm.
