I. CALL TO ORDER
The meeting was called to order at 1:30 p.m.
II. PLEDGE OF ALLEGIANCE TO THE FLAG
. III. APPROVAL OF MINUTES:
Mr. Gil Mueller motioned to approve the minutes of the 08/22/90 meeting. Ms. Geneva Till seconded, the
• motion passed unanimously with at 3-0 vote.
IV. ACTION LIST:
1. FRANK E. MACKLE JR. PARK COMMUNITY CENTER EXPANSION
The expansion is moving forward based on PARAB's recommendation. The BCC took action favorably on
09/18/90. Mr. Gil Mueller asked if the County would be satisfied if a sprinkler system
manufacturer designed the system. This would be performed possibly at no charge. We are talking
about roughly $4,000 there, and I was wondering if we couldn't save that $4,000." Mr. Cliff
Crawford stated that he would look into the issue, and reply on it at the next scheduled regular
meeting.
I r 2. DUNE RESTORATION GRANT
The County is receiving a $72,000.00 Grant for Dune Crossovers at Barfoot Beach, and Vanderbilt
Beach. We are in the process of developing the sets of specifications for those projects. PARAB
added the issue of the Vanderbilt Beach Access to the action list.
3. PLASTICS ON THE BEACHES
Mr. Keeth Kipp, Recycling Coordinator from the Solid Waste Department, and Mr. Bob Legler, Beach &
Water Supervisor, from the Parks and Recreation Department had a brief presentation. Aluminum
collection trash containers will be at Tigertail Beach Park on a trial basis. Once that is
established, Parks & Recreation would receive all revenues. The Solid Waste Department would set
the program up, put it out for bid, and do all the paperwork. Mr. Kim Kobza asked Mr. Keeth Kipp
about the feasibility of recycling plastics. Mr. Keeth Kipp commented, "For litter prevention,
yes! For recycling, no!" All plastic does not break down. The Department of Environmental
regulation will supply signs for the plastic recycling program. The Solid Waste Department has
offered to fund the program using the Litter Prevention Grant for the signs to be erected. The
Solid Waste Department has received a $20,000.00 1990/91 Litter Prevention Grant, and is willing to
match funds with other departments to fund this program. Mr. Cliff Crawford questioned if the
match has to be a cash match. Basically is that Solid Waste Department would pay for the program,
if someone would execute it. Mr. Cliff Crawford suggested to meet with Mr. Keeth Kipp to discuss
the matter further. Ms. Geneva Till suggested that we consider recycling glass also. Mr. Gil
Mueller asked about their plans for recycling and the single family home, and how successful it is.
Mr. Steve Ball motioned to endorse the program as explained by Mr. Keeth Kipp. Mr. Gil Mueller
seconded, and the motion passed with a 5-0 vote.
4. CONKLIN POINT
Mr. Cliff Crawford updated PARAB on the final design and construction plans. The Coastguard will
participate in the construction of a building with funds. The building will be about a 1200 square
foot area with a meeting room to accommodate about 50-60 people. The plans for the second building
are still undetermined. Mr. Steve Ball quesitoned if the park will be closed at night to boaters.
Mr. Cliff Crawford commented that there has been concerns about that, and has not been resolved.
Mr. Kim Kobza asked that PARAB be able to review this issue because of the number of operational
issues, and make it a separate agenda item before it goes to the BCC for adoption. The PARAB
members agreed to this suggestion.

7. SOD AND SPRINKLERS AT THE IMMOKALEE COMMUNITY PARK ENTRANCE
Ms. Cherryle Thomas expressed her concern regarding the complaints she has been receiving regarding
the Sod & Sprinkling system at the Immokalee Community Park entrance. Mr. Cliff Crawford will have
Mr. Gary Franco set up a meeting, with Ms. Cherryle Thomas at the IMCP entrance.
The bathrooms at Airport Park are being renovated. It was suggested to put this issue on the
Action List for the regular monthly meeting in October.
5. TIGERTAIL VEGETATION PERMIT
The Department of Natural Resources has received the additional information they had requested on
the permit. We should receive a response regarding the inquiry/request within the next 30 days.
6. REGIONAL SPORTS PARK
We're still in the development of contracts and negotiations, and have not gotten anything
• finalized at this time. It is an extremely tight timetable, and a lot of things have got to
•
happen, including ammendments to the comprehensive plan, to meet the target date of Spring of 1992.
Mr. Kim Kobza questioned whether the negotiations with the Oriels or USF&G will have any impact on
• the facilities that will go in the Regional Park portion or will that be purely discretionary
function of this Board and the Parks Department. Mr. Cliff Crawford replied that he doesn't think
it will have any impact on the descision of the facilities that will go within the regional park
portion. However, there has been committments by our Board of County Commissioners to address the
soccer concerns.
Note: Ms. Geneva Till commented that regarding the newspaper column about moving the pool, she has
received many telephone calls against the planned Olympic Pool being moved from the Golden Gate
Community Park. There is strong opposition to that. Mr. Cliff Crawford commented, there hasn't
been final determination, and because of the size of that pool. We will not have adequate public
support parking, space to meet that objective use of that facility at the GGCP site. Mr. Kim Kobza
suggested putting this subject on the Action List for the next meeting, and also commented that he
knows that there is a Golden Gate group that has offered a community pool and site, and likewise he
has specifically talked to Mr. Kevin O'Donnell about a potential donor for another community pool
in North Naples, there was a question regarding the operation aspects, and there was one for
Immokalee that we've been talking about, and we've identified it as being our next priority. So
maybe it's time to revisit that issue in the form of a broad discussion. Mr. Kim Kobza also quoted
the last motion made by PARAB regarding the plans for the Olympic Pool. Ms. Geneva Till motioned
to put a discussion and update for all the pools on the Action List for the next meeting. Ms.
Cherryle Thomas seconded, the motion passed unanimously.
Note: Mr. Gil Mueller asked Mr. Cliff Crawford how the Parks & Recreation Department will benefit from
the passing of the BED tax, other than the Sports Park as we've been discussiong. Mr. Cliff
Crawford replied, the actual donation of 60 acre of land for public park use, indirectly for beach
renourishment. The Sale tax, some of that would be for acquiring land, some of which would be
under Parks and Recreation Department control for a park facility. There is basically
$10,000,000.00 ear-marked for consideration as part of the Sales Tax initiative. Mr. Steve Ball
asked if there is a site in mind. Mr. Cliff Crawford commented that it's part of that whole Croy
Trust of land, about 45,000 acres, in the Immokalee Road area.
8. BEACH PARKING PERMITS
Murdo showed the PARAB members a copy of the permit. The plans are to charge a $30.00 yearly
entrance fee to any park, and they will be placed on the tower left corner of the front windshield.
Mr. Kim Kobza requested a summary to be prepared for the Board to outline the following: "la. What
are our use rates for each of our Beach Park facilities? lb. How many days did we have what use
of those facilities, specifically Tigertail, Clam Pass, Vanderbilt Beach, and Barefoot Beach? 2a.
What parking facilities exist? 2b. How many parking spaces at each of those facilities? There
has been a lot of public discussion about a lack of beach access. 3. Do we operate at 100%
capacity for more than several days a year at any site? i.e. North Naples, Clam Pass. 4a. From
the Northern City boundary to the norther edge of the county, how much of that beach area comes
within our control as a county? 4b. How much percentage of the beach area is that?" We're
catching a lot of criticism over the beach access issue. We owe it to the public to have all the
facts on that issue.
9. VANDERBILT BEACH ACCESS:
Mr. Murdo Smith presented detailed design plans of the Vanderbilt Beach Access for PARAB to review.
The curb that was in bad shape has already been replaced. That was the extent of the funds that he
1 A -s had available for this project. Mr. Murdo Smith commented that there are no funds to do anything
further with it at this time. Mr. Kim Kobza requested that Mr. Murdo Smith get an estimate to
complete the plan.

V. NEIGHBORHOOD PARKS:
Regarding the Comp. Plan policy of not encouraging the development of neighborhood parks, Mr. Steve
Ball requested to bring up the issue of neighbornood parks and to have a brief discussion of what some
of the pros and cons are on having a neighborhood park policy for the county. Mr. Steve Ball
commented, that he wants to encourage the development of neighborhood parks, especially because of the
benefits to children who can not drive to a park. This would be more appropriate in densly populated
areas of the county. Plans to construct Neighborhood parks 2-3 years from now, to compliment the
community parks, where there is no access to a school facility or a community park facility were
discussed. Mr. Cliff Crawford pointed out that Collier County is made of planned unit developments,
and typically within those developments there are facilities that could pass as neighborhood parks. It
would be great for us to be in that business, but the realities are, that we don't have those resources
available. The issue of youth access to parks, (i.e. vis bicycle trails, neighborhood parks, PUD's
etc.) was discussed. Mr. Kim Kobza commented that the Comprehensive plan has got to change to meet the
needs of the community. Mr. Steve Ball requested a map of the county that identifies where the
community parks are, where the neighborhood parks are, and where school sites are also. This will help
PARAB to visualize where those facilities are, and if there are areas that need some type of facility.
It was agreed, that the development of regulations for the PUD's to develop neighborhood parks for the
=..- residents of that newly formed community. Mr. Kim Kobza stated that the consensus is to keep the issue
alive, and to examine our policy.
VI. SCHEDULE OF MAJOR PROJECTS:
We have a total of six major projects.
Number one is our Community Centers at East Naples, North Naples, and Immokalee Community Parks. The
drawings are complete, and were presented to PARAB to review. We're hoping to be out to bid by
November Mr. Cliff Crawford commented that tonignt, 09/26/90, is the final hearing for the budget, and
part of that adoption procedure process will also be the funding of these facilities.
Second, Barefoot Beach Bathhouse. The 100% completion for design is scheduled for mid-November. Mr.
Third, is the Football/Soccer facilities for Immokalee, which will be going to bid in November.
Fourth, Ampitheater. We're looking at a mobile unit, that will travel from Park to Park and meet our
ampitheater requirements within the Comprehensive Plan.
Fifth, Immokalee Airport. Bathroom renovation, as discussed earlier.
Sixth is the Conklin Point Project also discussed earlier.
VII. ANNUAL JOINT CITY-COUNTY ADVISORY BOARD MEETING
Mr. Cliff Crawford informed PARAB that the City of Naples would like to have this meeting at their
location, and go over some of the Agenda items that they had entertained. To talk about the regional
park, baseball, the status of the comprehensive plan, in October or November. PARAB suggested to meet
in November. Mr. Cliff Crawford will give the specific time, and location at the next PARAB meeting.
Mr. Steve Ball suggested a joint sharing of the Agendas to keep each other up to date.
NOTE: Mr. Kim Kobza suggested that PARAB's next meeting will be held here at the Golden Gate Community Park.
VIII. INFORMATION:
We have the International Food Festival is scheduled at the ENCP, for
10/13/90 at 10:00 a.m. PARAB members were invited to participate in the
day's events. The North Naples Baseball Field opening is on the 27th. of
October.
IX. ADJOURNMENT
Mr. Gil Mueller motioned to adjourn the meeting at 4:14 p.m. Ms. Geneva •
passed unanimously with a 4-0 vote.
