I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE TO THE FLAG III. APPROVAL OF MINUTES: Approval of the Minutes for the 04/19/90 and the 04/26/90 meetings. IV. CATAMARAN ORDINANCE: Requested by Mr. Kim Kobza to discuss establishing an Ordinance controlling boat parking on beaches County-wide. Catamarans were used as an example. V. BUDGET REVIEW: To establish a date to review the budget for the fiscal year 1990/91. VI. OLEIC POOL--GOLDEN GATE COMMUNITY PARK: 4110 Ms. Karen Davidson who will be present at this meeting, will be bringing with her information relative to her interest and/or support of this project for the PARAB board to consider. VII. RECREATION FACILITIES OF AMERICA: Adjustment of rental fees while the vegetation removal is taking place at Tigertail Beach. VIII. CONCESSION OPTIONS: Food concessionaire requested termination of contract at Tigertail. IX. PLASTICS ON BEACHES: Requested by Mr. Kim Kobza to entertain an Ordinance banning plastic materials (i.e. cups, straws, utensils, etc.) on beaches, County Wide. X. MAR00 RIVER MARIA: To consider a request for additional floating docks at Caxambas Park. XI. GUIDELINE CHANGES: To consider updating the PARAB Guidelines, to coincide with the newly established meeting date, meeting time, and meeting place changes. Tigertail Beach Vegetation Removal--BCC Action 05/15/90 rtd:002341 C C EIU7CUTIVE SUMMARY REQUEST DIRECTION FROM THE BOARD OF COUNTY COMMISSIONERS RELATIVE TO CONCESSION AT TIGERMAIL BEACH • Objective: To obtain direction front the Board of County Commissioners concerning operation of food concession at Tigertail Beach. Considerations: On May 2, 1990, Blue Mountain Lake Livery, Inc., ceased operation of the food concession at Tigertail Beach. Blue Mountain entered into a three (3) year contract with the County on December 8, 1987. There is five (5) months remaining on their contract with the County. In order for the County to proceed in a timely mariner for obtaining a food concession for its beach patrons, the Parks and Recreation Department is requesting direction relative to which one of the following options should be pursued for food concessions at Tigertail Beach. (1) . Hold Blue Mountain Lake Livery, Inc., to their contract. They still have a valid contract with five (5) months remaining. (2) . Mutually agree to release Blue Mountain Lake Livery, Inc., from their contract with the County and go through the competitive bidding process for a concessionaire. This process would take approximately three (3) months. This is the slaw time of the year and the Parks and Recreation Department could install vending machines to generate revenue while the concession is closed. While the concession is closed, the County would perform cleaning and maintenance of the stand. Other daily maintenance the County would need to perform would consist of cleaning the rest rooms and trash pick-up in the parking lot. (3) . Release the Contractor from his contract, immediately install vending machines, and have the County propose to operate the food concession itself. Staff estimates the revenue with County personnel running the concession to be approximately $30,000 per year (please see attachment) ; with the current concession contract the County receives $18,000 annually. The Parks and Recreation Advisory Board at their May 23, 1990, meeting recommended that the Parks and Recreation Department pursue option by a to vote. Fiscal impact: The fiscal impact for Option 1 and 2 will be fairly consistent as this is the slaw season and the Department feels that the vending machines will compensate for the concessionaire revenue. With Option 3 the County would be increasing its revenues by approximately $12,000 annually. Growth Management: None Recommendation: That the Board of County Commissioners provide direction relative to which option to pursue for a food concession at Tigertail Beach. If we are to lease to a new Concessionaire, it will take a minimum of 60 days for the bidding process and for the new people to open. In the interim period, we will have three soft drink machines, and one snack machine placed in the pavilion. The 60 days when these machines will be in use, is the slowest time of the year at Tigertail. For this reason, the County will not lose a great deal of revenue. This option will give us a chance to make any necessary repairs, and to have the stand fully operational for the busy season. OPTION B The County can take over operations of the concession on May 1, 1990. We can do this by hiring 1 full-time, and 2 part-time employees. It would take a minimum of 30 days for the hiring and training of these employees. During this 30 day period, we would have the vending machines in place. Assuming we would open on June 1, our revenue for the remainder of the fiscal year would be: Gross Income, 6/1/90--9/30/90: $1,350.00 Cost of Goods Sold $ 340.00 Utilities 1,000.00 Wages & Benefits *8,500.00 Lot Maintenance 2,160.00 Total $12,000.00 400 *Includes Washroom cleaning Net Profit $1,500.00 Gross Income, 10/1/90--9/30/91: $100,000.00 Cost of Goods Sold 2 25,000.00 1 full time employee @ $6.50/hr. $75,000.00 & 30% benefits $14,576.00 2 regular part timers @ $6.00/hr. & 10% benefits $13,728.00 1 temporary part timer @ $6.00/hr. $1,500.00 Utilities 3,000.00 Lot Maintenance 7,300.00 Total $43,104.00 Net Profit $31,896.00 OPTION C County will operate the Concession for a net profit of $31,896.00, or lease to a new Concessionaire for a net of $20,000 to $25,000. BL:rtd:2228 0 EXECUTIVE S@4M,RY RECCMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS APPROVE AN AMEMMMT TO THE CONTRACT OF RECREATIONAL FACILITIES OF AMERICA, INC., A CONCESSION AT TIGERTAIL BEACH Objective: To obtain Board of County Commissioners approval to amend the contract with Recreational Facilities of America, Inc., the water • recreational equipment and beach equipment concessionaire at Tigertail Beach. Consideration: Recreational Facilities of America, Inc., currently operate the water recreational equipment and beach equipment rental at Tigertail Beach. Because of environmental conditions at Tigertail Beach, mainly the regrowth of beach vegetation and Sarni Dollar Island, the concessionaire requested an amendment to his coutl.act as these natural occurrences have impacted the water recreational equipment rental at his beach concession. Staff concurs that these conditions have impaired the concessionaire's rentals and recommends the amendment to the existing contract. The concessionaire currently remits to the County two monthly minimum payments of $700 each or 22% of sales, whichever is the greater, for any month. The amendment would eliminate the monthly minimim, for water recreational equipment and go to a straight 22% of gross sales per month. The monthly minimum, will ra ain for the rental of beach equipment. Fiscal Impact: With this amendment revenues may decrease an estimated $1,400 for fiscal year 1990. To date revenues have been $9,558 for 1990 and we estimate $18,000 for FY 1990. GUIDELINES COLLIER COUNTY PARKS AND RECREATION ADVISORY BOARD APRIL 19, 1990 ARTICLE I - Membership Sec. 1 Pursuant to the authority of the Board of County Commissioners, Collier County, Florida, and as provided by Florida Statutes, the Collier County Parks and Recreation Advisory Board shall consist of one (1) member from each voting district appointed in increments of two and three each by the Board of County Commissioners to serve for four years commencing on appropriate odd numbered years. Sec. 2 Members shall attend meetings regularly and serve as officers of the Parks and Recreation Advisory Board to which they may be appointed. In accordance with Board of County Commissioners policy, if an advisory board member misses three (3) regularly scheduled consecutive meetings without prior approval, he will be considered terminated from the advisory board. Replacements shall also be appointed in accordance with Board of County Commissioners policy. ARTICLE II - Officers Sec. 1 At the annual meeting (Octoher) each year, the board members will ® select from among their number a Chairman and a Vice Chairman to take office at the next regular meeting and serve for one year, with eligiliblity for re-election. Sec. 2 The Chairman shall preside at all meetings, authorize calls for any special meetings and generally perform the duties of presiding officer. Sec. 3 The Chairman shall be empowered to call a special election to fill any officer vacancy. Sec. 4 The Vice Chairman shall serve in the absence of the Chairman. Sec. 5 The department staff shall keep a true and accurate account of all proceedings of regular board meetings and, on authorization by the Chairman, of any special meetings, shall have custody of the minutes and other records of the board and shall notify the Chairman when a vacancy occurs. To respond to citizen interests or inquiries relating to Parks and Recreation activities. C. To promote citizen awareness and encourage community understanding of the Parks and Recreation activities. D. Identify, study, evaluate, and provide recommendations to the Board of County Commissioners on policy matters relating to Parks and Recreation. E. To accept policy study assignments form the Board of County Commissioners and present such recommendations to the Commission for action. F. Review the capital expenditures of the department and make a ® recommendation to the County Commission on all capital expenditures in excess of $25,000. G. Review, make recommendations on Master Planning of all park facilities; particularly community parks, regional parks, and beach/water sites. I. Maintain familiarity with department facilities and program services through periodic visits. ARTICLE IV - Parks and Recreation Director Sec. 1 The Parks and Recreation Director will have charge of the administration of the Department under the direction and approval of the Public Services Division Administrator. Due to the various past problems we have had with any type of permit system, as previously discussed with this Board, staff has shyed away from any type of permit concept. However, this office is getting continual inquiries, particularly in light of the recent publicity and action by PARAB in regards to the dollar ($1. 00) charge. Therefore; since this is a new angle at which to view the older problem of beach parking, I am going to suggest that the Parks and Recreation Advisory Board consider whether or not you wish to have staff further explore this possibility.
