JANUARY 19, 1990
The Collier County Board of Commissioners is seeking applications
for positions on the the following Advisory Committees.
The Ochopee Fire Control District Advisory Committee had one term
expire on December 31, 1989. This advisory group advises the Board
on the budget and operation of the Ochopee Fire Control District.
We are seeking one member to represent the Ochopee area.
Due to a resignation, the Homeless Committee has one vacancy. This
nine member Advisory Committee coordinates with the private sector
agencies which presently exist to aid the homeless in Collier
County. In addition, the committee will work with the county staff
to draft a comprehensive county-wide Homeless Assistance Plan.
The Parks and Recreation Advisory Board had 2 terms expire on
December 31, 1989 . Resumes are being accepted from residents from
District 3 and District 4 . This advisory group advises the Board on
matters pertaining to the acquisition, development and programs
involving the County's park facilities.
4:) Members of the advisory committees must be residents and electors of
Collier County. Residents interested in applying for the advisory
committee positions are requested to submit a letter and brief
resume to the attention of Mrs. Sue Filson, Administrative
Assistant, Board of County Commissioners, 3301 Tamiami Trail East,
Naples, Florida 33962 . The deadline for acceptance of resumes is
February 2 , 1990.

This letter is to inform you that I am both able and willing to
serve another term on the Parks and Recreation Advisory Board to
the Board of County Commissioners for Collier County. I previously
sent you a letter stating that I would serve only if no one else
from the City of Naples applied for the seat . This stipulation
still holds . However, apparently the tone of my letter and/or
conversations with other PAPAB members may have indicated that I
was not interested in serving another term. And, for ( I think) the

years I was not present at the January
meeting to clarify my position .
Because of prior commitments I will be unable to attend the
February meeting if it is held on the third Thursday of the month
( I ' ll be in Dallas from 2/10 until 2/17) . However, if reappointed
to the Advisory Board, I ' ll be able to attend the meetings as I
have in the past . Please note that I have served slightly more than
two terms , so an exception will have to be approved by the Board
of County Commissioners .

It is with great pleasure we at Forsythe Architects, Inc. present this feasibility analysis for
your review. We hope this document shall provide you with the necessary information to
assist your future facilities planning at the Marco Island Community Park.
Being the original architects of the subject structures at the Marco Park, we are quite
familiar with the facilities. We have taken the necessary time to analyze our record
drawings of these structures, and have visited the existing facilities to obtain a full
understanding of these facilities.
It is the intent of this study to address the problem of Marco Island Community Parks'
need to expand its large meeting room capabilities. This need is coupled with a proposed
budget of $100,000.00. We have approached the problem of increasing the meeting
capabilities with this budget figure in mind.
In our initial survey of the existing facilities at the Marco Park, we have narrowed the
options down to two possibilities. The first possibility (Scheme I) is a completion of the
existing covered basketball structure (multi-use facility) This scheme presented the
opportunity to provide a single large meeting area of approximately 7000 sq.ft. utilizing the
main structure already in place. The second option (Scheme II) is an addition to the
meeting room of the existing community center to increase its capacity. This scheme is
indicated as being the first response by the Park Department to an increased demand for
larger meetings at Marco Island Park.
As in any feasibility study (especially those which deal with remodeling existing structures)
the estimated figures contained within are subject to changes. These costs are
dependent on market conditions such as availability of materials and labor, energy, and
transportation costs. These estimates are also not adjusted for time and only reflect our
best estimates as of the date of this study. Also, proposed or existing permitting or
environmental conditions are not taken into consideration in this report. We are assuming
services (electrical, sewer, water, etc.) are available to the general site area. Any
additional costs to bring proper services to the site are not considered in this report.
We have compared both existing and proposed work to the applicable codes which are
in effect at this time. These include (but are not limited to) the Standard Building Code
(SBC) the National Fire Protection Code (Life Safety Code) (LSC), the Accessibility Codes
& Standards (handicapped accessibility), the Standard Plumbing Code and all local
revisions to these codes.
It is our intent to provide you with the most reliable information available as of this time.
We have compiled cost figures using the most reliable and informative sources available
to us as well as drawing upon experienced professionals for their input. Please keep in
mind this study is only an estimate and completely accurate figures may only be reached
through the competitive bid process.
Our analysis of each Scheme is as follows:
SCHEME I
Fully Enclosing the Existing Covered Multi-Use Facility
The existing covered multi-use facility on the Marco Island Community Park consists of
a structure covering an area of approximately 70 feet by 103 feet. The structure consists
of a "pre-engineered" steel frame system. The roof is of a pre-engineered metal system
compatible to the main frame system. There is a metal panel wall system on the side
walls which extends down approximately 10 feet from the building eve height of 24 feet.
The remainder of the side walls as well as the end walls are open except for small
sections of block construction around the exterior of the steel frame system.
To allow the structure to be used as a meeting room and still maintain its present use
as a covered basketball court(s), several items would be required to be addressed relative
to code and use issues.
At its present size, a 70' x 103' (7210 sq.ft.) structure would be designated by code to a
1030 person capacity. This capacity requires the use of an automatic fire protection fire
sprinkler system in a building of this construction type (SBC Type IV, LSC Type II (000)).
The existing facility does not contain rest rooms. These would be required to be a part
of the building (remote facilities not allowed) and would need to accommodate men and
women as well as a janitorial/support area. This requirement lends itself to being an
appendage to the main building (see illustration 1) and could also accommodate required
mechanical spaces.
The existing structure would be required to be completed to make it a fully enclosed
space. This would require the application of wall panels to complete the exterior siding
as well as the installation of exit doors, windows for natural light and ventilation, and
insulation for temperature control. Interior finishes would be required in the nature of
some fixed wall panels which would be durable as well as affording a non-mar surface.
Finally, a complete air conditioning/heating system and an upgrade of the lighting system
will also be required.
With these requirements in mind, and estimate of costs was developed, with the
breakdown covering overall costs for components as follows:
Addition of 400 sq.ft. Rest Room area
with support facilities at $90.00/sq.ft. $ 36,000.00
Completion of Exterior "Skin" (including insulation) $ 24,000.00
Interior Finish $ 9,500.00
Lighting and Electrical Upgrades $ 35,000.00
Air Conditioning/Heating System $ 50,000.00
Sprinkler System $ 14,500.00
General Contractor Fees $ 17,000.00
Design Fees $ 17,000.00
Total Cost $203,000.00
Is it obvious that the cost for completion of this scheme is beyond the budget set forth.
The positive side of this analysis is the size of space available for use upon completion
of this structure.
SCHEME II
Expanding the Existing Community Center Large Meeting Room
The second option available is the expansion of the existing community center large
meeting room. This seemingly simple solution is rampart with conditions which deplete
the budget before any additional area is built.
As is the case with remodeling or retrofit situations, certain new code conditions must be
met which are almost always more stringent than the requirements which existed when
the structure was first built.
The existing community building was constructed approximately 4 years ago and is of
CBS construction. The walls of block and stucco support a wood truss roof. The walls
of the interior are of gypsum board with the ceilings of lay-in acoustical tile except in the
lobby/control area, which has a gypsum board ceiling.
The existing meeting room is approximately 44' x 44' and has a capacity according to the
Standard Building Code and the Life Safety Code of 272 people (1 person per 7 sq.ft. in
small assembly occupancies). Any additional area of 196 sq.ft. or more would place the
total occupant load over 300 people and place the building into the next assembly
classification.
It is our opinion an addition of 196 sq.ft. would be inadequate to fit the park systems
needs. We are therefore approaching this analysis in a slightly different manner.
Since we would have an assembly room of more than 300 person capacity, we must
make certain improvements to the existing building before we may consider any additional
space added to the existing assembly room. In this approach, we shall determine the
extent of existing building retrofit and the associated estimated costs. We shall then take
the remaining budget figures in conjunction with a new construction costs estimate and
work in reverse to determine the largest size building area which may be added to the
existing structure.
Community Center Retrofit:
The community center retrofit would consist of several different sections of work.
First, and foremost, the entire structure would be required to have a full fire suppression
sprinkler system installed (Life Safety Code 8-3.5.1). The estimated cost for this shown
below and will require additional work to repair gypsum ceilings and acoustical lay-in
ceilings and channels.
The existing sanitary facilities would be sufficient from a code standpoint to accommodate
up to 2250 sq.ft. of additional floor area. There is therefore no requirement to add to the
rest room facilities (although another drinking fountain may be required). It should be
considered that on occasion the facilities may be considered "minimal" and to prevent
some users of the facility from being inconvenienced, an addition to the rest room facilities
may be considered.
The proposed expansion of the existing meeting room should occur off the back (east)
side of the structure; this would allow for the simplest conversion of the existing structure.
In achieving this, the rear block wall of the meeting room would be removed, and
adjoining roof areas would be re-worked accordingly. The existing roof line would be
extended further to cover the new expansion. (See attached illustrations 2 and 3).
The breakdown of the retrofit would be as follows:
Retrofit Existing Facility
Sprinkler system @ existing areas and attic @ $4.00/sq.ft. $24,000.00
Replace/repair ceiling @ $1.00/sq.ft. $ 5,700.00
Remove existing block wall $ 2,000.00
Remove existing roofing $ 1,500.00
Revise electrical service to accept addition $ 1,000.00
G.C. Overhead & Profit $ 3,380.00
Total $38,000.00
This figure for retrofit of the existing structure should be taken from the budget of
$100,000.00, leaving $62,000.00 for new work, plus some paint and patch of the existing
to new work. Also, design fees of approximately $7,500.00 should be deducted, leaving
$54,500.00 for construction.

Given present market conditions and estimates of comparable building costs, a figure of
$76.00 per sq.ft. is an appropriate figure to use for this construction. This figure covers
new work as well as some overlap (i.e. re-roofing to match shingle tone).
Using these figures the following is assembled:
Budget $100,000.00
Retrofit $ 38,000.00
Balance $ 62,000.00
Design Fees $ 7,500.00
Total for Construction $ 54,500.00
New Building @ 76.00/sq.ft. = 717 sq.ft.
Taking this square foot number, we may divide by the width of the building to determine
the length of additional area we may add:
717 sq.ft.

15.6, or approximately 16 feet
This addition would bring the total square footage of the meeting room to approximately
2630 sq.ft. from approximately 1900 sq.ft. This would also increase the capacity
(according to building codes) to 375 people, an increase of approximately 103 people.
SUMMARY
These are some items which should be considered in this analysis which are not pure
construction considerations. In each of the schemes presented, there will be times during
which the structures can not be occupied while construction is taking place. In each
case, this time would be difficult to estimate since they depend largely on construction
time and contractor cooperation. This time lost may be kept to a minimum, but
construction timing and the building operation schedule will require careful planning.
It is our recommendation that of the two schemes presented here, Scheme I be rejected
since it is obviously beyond the scope of the budget at this time. Scheme II is therefore
feasible since it is based on only adding areas which may have funds readily available.
In conclusion, any feasibility study such as this often leads to more questions than it
answers. These are at times easily addressed, while at others may never be answered
until the commitment to a project is finally realized. If myself, or anyone at Forsythe
