Meeting called to order at 8 : 32 a.m. II. Minutes of 11/16/89 approved. For the record - Section V-B - Commissioner Goodnight's letter to Mr. McQuillin didn't suggest that another member might be added to PARAB. What she suggested was that each additional community park that comes on line be represented by a member. III. Old Business A. At Mr. McQuillin's request, PARAB guidelines be deferred to December meeting. B. The Bluebill property exchange negotiations continuing. C. Board of County Commissioners taking action on resolution requesting lease management of Barefoot Beach Preserve. D. Beach Parking - Mr. Kobza moves, seconded by Mr. Stevens to recommend to Board of County Commissioners to honor city parking permits. IV. New Business A. Mr. Mueller would like the community room at F. E. Mackle Community Park expanded. Mr. Mueller makes motion, seconded by Mr. Stevens, to proceed. Mr. Mueller to get with Mr. Crawford to pursue a workup on design to see how much building could be acquired for the $100, 000 and discuss at next meeting. Accepted unanimously. PARAB Page 2 November 16, 1989 B. Tigertail Beach discussed - from vegetation growing on beach to sand filling in between Tigertail Beach and Sand Dollar Island. Mr. Kobza would like to discuss at next meeting: 1 - what class of issues are solely within county's jurisdiction? 2 - what are within state jurisdiction as an administrative body. 3 - what can we do in areas that fall under state jurisdiction? Do we have the power to take initiative? Scott McQuillin leaves at 9 : 55. Mr. Kobza makes motion to place this set of issues on agenda for December meeting and request that staff bring in Mr. Lorenz and other experts who can speak on these issues. Also, a brief memo from legal staff re county and state jurisdiction and in what areas can we take initiative. Gil Mueller seconded and accepted unanimously. C-1. Problem with gate at Lake Trafford. Gate seems to be a psychological barrier, why not leave it unlocked. PARAB concurs. C-2 . Handout and map distributed by Mr. O'Donnell re linear park along Golden Gate Parkway. Mr. Stevens would like to defer any comments until he discusses with Golden Gate Civic Association. To be placed on December's agenda per Mr. Stevens. 4:„ D. Current animal ordinance says "no animals in the park" . Legal staff working on permanent resolution to amend ordinance so Parks and Recreation Director can approve or deny animals in parks. V. Informational Purposes A. North Naples Baseball Field - Projected ball park cost is between $450, 000 and $500, 000. Final bid for Golden Gate ball park was $419, 700. B. Golden Gate Community Park Ballfield - Ready to play ball in about 6 to 8 weeks. C. North Naples Tennis Courts - McGovern Construction is a quality firm who has worked for the county before. D. SNOWFEST '89 - Activities described. VI. Vanderbilt Beach Property Owners Association. A positive meeting with President Art Jacob was held, with a future meeting December 5 with Nan Klein, Park Ranger and Mary Ellen Donner, Recreation Superintendent. VBPOA has organized a volunteer program. C y 'V 1 041 ,� 0 MEMORANDUM DATE: 14 November 1989 TO: Ron Lee, Senior Planner FROM: Kevin O'Donnell, Public Services Administrator RE: Proposed Linear Park/Golden Gate Parkway Pertaining to your memo of October 24th, I have reviewed the potential park area. Please be advised that within the Growth Management Plan the Parks and Recreation Department is not anticipating adding further to its neighborhood park inventory. Due to the acreage in question (20) the area you referenced falls into that classification. There is also concern that since the park site splits Golden Gate Parkway, a rather busy road and it is only 125 ft. deep, it is rather limiting as to what type of facilities could be safely two. secured in the park site. The area could be developed with some park benches, exercise stands and possibly a jogging trail, although I would be reluctant to see the trail on the two parcels connected because that would require runners transversing Golden . Gate Parkway. I am prepared to offer a few suggestions on how the County can proceed on this parcel. 1. I will present it to the Parks and Recreation Advisory Board for some feedback as to their desires at their November 16th meeting. 2 . I will ask my staff in Parks and Recreation to site plan certain facilities such as those enumerated above within the confines of the area and estimate the cost. 3 . If the County was to proceed in acquiring this site, acquisition and maintenance of the facility as a neighborhood park could be deemed an appropriate expense for the special Municipal Taxing District already in existence. In essence, the group most affected and being able to enjoy the benefits of a neighborhood park would be paying for its maintenance and upkeep, particularly due to its shape and size constraints it does not readily , afford itself to much County-wide use. Several citizens addressed the Board on the increasing way the vegetation is spreading and its impact on beach use. This is particularly apparent during high tide. I attempted to explain our previous discussions as to how the park is undergoing a significant change environmentally from the past. However; concerning the specific regulatory issues involved, I 416 could not respond with your same knowledge. Therefore; it was requested by PARAB that you attend the 12-14-89 meeting to be held at the Parks and Recreation Administration Office in Golden Gate Community Park at 8 : 30 A.M. I will see that you are on near the beginning of the agenda. The Board is interested in knowing specifically the regulations govern the vegetation and what immediate and long range term solutions can be pursued to prevent an uncontrolled proliferation of vegetation. Representatives from the State Department of Natural Resources will also be invited. Please confirm your attendance by contacting my office.
