Adjournment ROLL CALL All members were present and a quorum was established AGENDA APPROVAL 1 Pelican Bay Services Division Clam Bay Committee Meeting February 24, 2016 Mr. Hirniak motioned, Mr. Ventress seconded to approve the agenda as amended with the transposition of Item #5 with Item #6. The motion carried unanimously. APPROVAL OF 01/21/16 MEETING MINUTES Ms. O'Brien motioned,Mr. Hirniak seconded to approve the 01/21/16 meeting minutes as amended. The motion carried unanimously. AUDIENCE COMMENTS Dr. Trecker commented on the high level of phosphorus reported in the Vizcaya private lake which empties into Upper Clam Bay. IT WAS NOTED BY MS. O'BRIEN THAT THE AERIAL PHOTO OF CLAM BAY HAS BEEN TAKEN AND IS ON DISPLAY ON THE WALL IN THE CONFERENCE ROOM OF THE PBSD OFFICE. CLAM BAY MONITORING FOR 2016 Mr. Adam Northrup, Collier County Purchasing Agent, answered general questions on the bid tabulation for the RFQ for Clam Bay monitoring activities for FY16, which was added to the record. He noted that this award will be a one-year contract and will include a standard 30- day termination provision. Mr. Hirniak motioned, Mr. Ventress seconded to recommend to the full PBSD Board that the contract be awarded to the apparent low bidder Earth Tech for items #1-10. After discussion with Purchasing Agent Adam Northrup, Mr. Hirniak amended his motion to include item #11. The motion carried unanimously. UPDATE ON ERECTING AN OSPREY NESTING PLATFORM NEAR MARKER 36 The committee discussed possible locations for the installation of an osprey nesting platform. Mr. Dorrill reported that staff will follow up with Collier County environmental staff on the possibility of locating a nesting platform on a parcel of land located north of Marker 36 property, owned by Collier County. In addition, he reported that staff will explore the possibility of installing a nesting platform along the water management berm as well as discuss the possibility of a nesting platform at the PBF North Beach Facility/Marker 36 property with the Pelican Bay Foundation. UPDATE ON STATUS OF USACE PERMIT APPLICATION Mr. Tim Hall reported on the issuance of the Clam Pass biological opinions by the U.S. Fish& Wildlife Service; the USACE has begun to process the permit application. If the permit were to be issued in March, a special PBSD Board meeting may need to be scheduled to approve the construction drawings for the dredging event. An expedited approval may be necessary in order to enable a dredging event to occur in April before turtle season. Mr. Dorrill reported that Commissioner Hiller was scheduled to meet with Collier County lobbyists in Washington D.C. this week and would be discussing the urgency of the issuance of the Clam Pass dredging permit. 2 Pelican Bay Services Division Clam Bay Committee Meeting February 24, 2016 UPDATE ON 2015 CLAM BAY TIDAL ANALYSIS AND BATHYMETRIC SURVEY REPORTS Ms. Jacob reported that the tidal analysis and bathymetric survey reports have not been received from Humiston & Moore. MANGROVE STRESS IN CLAMBAY HAND-DUG CHANNEL MAINTENANCE Ms. Kathy Worley, Conservancy of SW Florida, reported on her recent observations in Upper Clam Bay. She has observed extensive erosion which has caused channels to now appear to be wider and shallower, resulting in slower water velocity. Mr. Tim Hall, Turrell, Hall & Assoc., suggested that excessive amounts of rain,the current incomplete tidal exchange in Upper Clam Bay, and other drainage issues in Basin 6 may be contributing to the mangrove stress. He recommended that the channels be re-examined in March. WATER MANAGEMENT DRAINAGE IN BASIN 6 Mr. Dorrill reported that staff has hired an engineer to perform a topographic survey of PBSD's drainage easement along the Bay Colony beach. This survey will assist in decision making on future maintenance work in Basin 6.
