IV. APPROVAL OF MINUTES: September 20, 1995 meeting.
Motion by Patricia A. Goodnight seconded by Kimberly Kushman.

Max Hasse introduced Mrs. Patricia A. Goodnight and WELCOMED
her to the Parks and Recreation Advisory Board.
Mrs. Patricia A. Goodnight stated that it's a pleasure working
with PARAB again and the only difference working now and 18
years ago is that she has "B.A. Degree" behind her name.
V. NEW BUSINESS/PRESENTATIONS
a. Frisbee Coif - Mr. Corwin Sampson explained that Frisbee
Golf is a sport that family can play together. This sport •
can be played in any wide area with large obstacles like
trees.
Frisbee Golf is like golf but with a Frisbee. There is a
putter and a driver frisbee, the only difference is that
the individual has to move around trees.

Mr. Corwin Sampson suggested that the Board of County
Commission put a Frisbee Golf area on Marco Island. Mr.
Corwin also suggested that PARAB could play the sport after
a meeting. The only things needed are a few Frisbees, an
open area, and some obstacle that can be used for this
sport. Minimum maintenance is required for this sport. •
Mr. Murdo Smith responded that a gentlemen who designed
Frisbee Golf courses contacted the Parks Department last
year. The gentlemen requested that the the Parks
Department put a Frisbee Golf course at Pelican Bay. Mr.
Smith will check to see whether he still has the
information in his office and will check on cost.
Mr. Murdo Smith will do research on this kind of sport and
Mr. Brinkman will check on different locations where
Frisbee Golf is played.
b. Gulf Coast Rowing Association - Adrienne Skolnik
distributed some information to PARAB. The two sites that
the Gulf Coast Rowing Association are looking into for / : �
rowing are Clam Pass and Caxambas Pass. This will complete
the area that Gulf Coast Rowing Association would like to
have as part of their rowing venues for the organization.
Each location offers something unique. The Clam Pass site
offers a direct access to the Gulf for gulf shore rowing.
Caxambas Pass has the ability to be the only area in
Collier County were Gulf Coast Rowing Association will
actually have 2-4 miles of a straight, unobstructed rowing
courses.
Ms. Skolnik mentioned that in the near future the
organization would like to have a regatta, and are hoping
that the condominium association would grant permission to •
the Gulf Coast Rowing Association to have people sit along
the beach area as spectators.
The Gulf Coast Rowing Association is planning to store the
boats up side down in little boxes but currently the boats
are being stored right side up at the Gordon River.
Mr. Gil Mueller inquired of Ms. Skolnik whether she was
aware of the boating activities at Caxambas Pass.
Mr. Tim Blackford inquired as to how many boats Gulf Coast
Rowing Association currently have?
Ms. Skolnik stated that Gulf Coast Rowing Association has 7
boats and they are being stored at the Gordon River.

Chairman Joe Zaks stated that he does not see the need for
additional sites to be looked at at this time, however, it
might be a goal for the future. Chairman Joe Zaks supports
the program and the concept and he likes the sport. There
is a lot of excitement, but it still seems premature. ' •
Ms. Skolnik stated that in order for the organization to
progress they must have a venue to do so. If not, then
•
Gulf Coast Rowing Association will not be able to promote
the program.
Chairman Joe Zaks questioned Mr. Brinkman whether anything
can be done without going through any expense.
Mr. Brinkman stated that since the organization is a not-
for-profit group, most of the programs are going to be
•
educational, and hopefully involving the High Schools.
As long as an agreement can be structured like the Friends
of Barefoot Beach. ;
Mr. Brinkman noted that the Parks Department may want to
focus on permitting one location such as Caxambas Pass,
as it seems like the best location, then see how the
program develops. If it turns out that the program is well
attended, then the Department can extend the program to the `
Clam Pass location.
Ms. Kimberly Kushman would like to see this program in
progress. Ms. Kimberly Kushman also stated that for $8,500
expenditure the benefit can be great, even if 25 children
participates.
Mr. Brinkman and Ms. Skolnik will schedule a meeting and
look over some figures regarding cost for the Caxambas 'q.st
location.
Mr. Tim Blackford noted that he can not support any money
to go towards building a facility that does not have
memberships.

VI. REPORTS/UPDATES
a. Monthly Report - A question was raised at the last meeting
about beach parking. Mr. Gary Franco responded that he
checked with Barbara Johnson and the figure was incorrect. 1,
b. South Naples Park - the approval was given by the Board of a .
County Commissioners to purchase the land. The closing
will be done in the next few weeks. $1 million dollars was
budgeted to purchase land.

The area surrounding the property belongs to the Utilities
Department and they will be developing it into a retention
area. The Huschman property has about 40 acres, the total
piece of property is about 160 acres.
The location of the property is South of Naples Manor near
Lely High School.
c. Impact Fee Policy - PARAB approved the 7 year Impact Fee
and indicated that Lake Avalon was in the process of being
purchased. The price over a 5 year period is
million. In addition to the topfour $19.6e
impact fees were approved to fund the last meeting whichadd the
cost for Lake Avalon property to the budgeted amount. The yt
funding was for 7 years, $880 for the top four projects,
and an additional $80 would have to be added for the Lake
Avalon project for a total of impact fee of $960 per unit •
during that 7 year period.
Mr. Gil Mueller stated that he spoke with Ms. Heidi Ashton ,~
regarding the Impact Fee Study and she knew nothing about
it; two days later Mr. Weigel called and stated that he
personally would look into the Impact Fee Study.
Motioned by Max Hasse for 7 year funding at $960 level
Impact Fee. Seconded by Mr. Gil Mueller. Passed 6/0.
d. Parks Adoption - Kimberly Kushman reported that the Pelican
Bay Tennis courts were full and busy. Restrooms were
clean.
Clam Pass is very busy, clean and well kept. Towel •
dispenser is broken and tile needs to be replace.

Tim Blackford - visited Lely Barefoot everything is in good
condition.
Chairman Joe Zaks - Reported that lights at Vineyards are •
on all night long.
Mr. Gary Franco responded that he will take care of the
problem.
Max Hasse - reported that the Golden Gate Community Park is
clean and no complaints. The new Fitness Center looks
beautiful.
e. East Naples Community Park - Roller Hockey Rink is being
worked on.
Naples Manor Tot Lot Grand Opening - Max Hasse noted that
he attended the Naples Manor Tot Lot opening. A great job
was done.

PARAB would like to have a copy of the Golden Gate
Community Center's agenda.
Motion by Patricia Goodnight that PARAB authorize Gil
Mueller to attend the Privitization Committee meeting and
report back to PARAB at the next meeting. Seconded by Max
Hasse. Passed 6/0.
f. Boat Landing & Beach Access Study - the recommendation on
Barefoot Beach Preserve is going to reach the capacity when 0
the next phase of the final 105 parking space is developed.
Tigertail Beach - has excess capacity but parking is y .
limited with that particular site. One thing that would •
help, would be to secure the 7 acre tract of land that the
School Board owns, which is about tt mile from that '
location. Approximately 150-200 car parking lot could be
added to that location and the balance of the lot would be
developed into a neighborhood park.
Vanderbilt Beach - has excess capacity. There is an acre
of land which will be difficult to obtain, across the
street which is owned by the Colliers.
Clam Pass Beach - there is no option for expansion at that
site.
South Marco Beach - there is no option for expansion at
this site. All the land has been developed and there is no
additional land available.
Cocohatchee River - boat ramps need an easement purchase
at that location which would allow the Parks Department to
expand that site. %'
Bayview Park - the Colliers' have indicated that they are
willing to discuss the land adjacent to Bayview Park in
the next 3-4 years regarding expansion.
Caxambas Park - is now being renovated, a new fuel and dock
master building is being added. Expansion of the parking
area will be looked at in the future.
951 & Lake Trafford - there is no room for expansion.
g. PARAB Attendance - Chairman Joe Zaks will write a letter to
Stephen Klee regarding his absence.
Motion by Patricia Goodnight to reappoint Max Hasse and Gil
Mueller to the Parks and Recreation Advisory Board.

h. Estates Community Park - will be under construction in the
next couple of weeks. Includes: 2 softball fields,
concession stand, 2 playground areas, 2 tennis courts, and
walk space to parking lot.
Executive Summary - to purchase new playground equipment
for Veterans Community Park and Frank Mackie Community
Park.
Motion by Patricia Goodnight to accept the executive
summary that new playground equipment be purchased.
Seconded by Max Hasse. Passed 6/0.
