I. CALL TO ORDER: The meeting was called to order at 3:10 p.m.
Tom 01,liff, Public Service Administrator, stated that he has
lived in Collier County for 11 years and this is the first time
that a joint Park and Recreation Advisory and Library Advisory
Board has ever been held.
Each board member introduced themselves and the district they
represented.
Tom 011iff introduced John Jones, Director of Library, and
Steve Brinkman, Director of Parks and Recreation.
A nice article was written in the papers about John Jones,
Director of Library, regarding an 1100 sq. ft. Library, which
opened in the Golden Gate Estates.

llwb3Growth Management Schedule
The Growth Management Plan was adopted about 7 years ago at the
state level. The Library and Parks & Recreation have the same
concept in their development. Library have branches at
different location and Parks and Recreation have Community
Centers throughout the community.
Tom 011iff stated that the bond issue and impact fees made it
possible to create a Community Parks system. There are
Community Parks throughout the County. The Library system has
been developed in the same type of format.
The Parks Department have Community Centers throughout the
County that meet the needs of the community. Steve Brinkman
would like to approach the next step for a growing community of
180,000 to 250,000 population. The next step rules out
neighborhood and community parks and proceeds to district and
regional parks.
Representation of the Growth Management Plan was at the BCC
meeting on Tuesday, January 24, 1995, to propose a work plan
for a revision which is due January 1996.
The Growth Management schedule was adopted assuming that
advisory boards would be the only public review bodies. The
County Commission has included another step. The Board is
creating a 25 member Citizen Advisory Committee and from that
advisory committee sub committees will be developed.
John Jones Presentation - It was stated that the advisory
board will be presented with ideas and views for the initial
planning stage by John Jones, Director of Library and Steve
Brinkman, Director of Parks & Recreation.
A map of Collier County was presented with future sites for
Libraries and Parks as a joint venture. The brown areas on the
map represented developments, black indicates library
locations, and red indicates future parks. The map is
approximately 2 years old, created by OCPM.
A hand out was distributed with housing projections on future
populations. North Naples area is one of the fastest growing
areas and then South Naples is the second fastest in growth.
The Library Board has a short range plan for the use of impact
fees. The next project will be the enlargement of the Marco
Island Library which will be looked at this fiscal year.
The area which is being looked at for a joint venture of a
library and park is in the North Naples area.

The Library has not discussed the idea of locating libraries
with the school system. However, the school system would like
a library to be located at the Everglades School. Since the
School Board is an elective group of officials who do not take
orders from the County Commission, that will create a problem.
The Parks and Library would work very well together because of
the following:
a. Parks Department has their own grounds crew of which
library can also help pay.
b. Library can service summer camp program with reading
and story time.
c. Library can provide to the parks many of the things
that are actually contracted out.
Steve Brinkman Presentation - The 5 year master plan has been
presented to PARAB and the idea of locating an athletic complex
next to Barron Collier High School was discussed. This would
allow the parks department to take advantage of school sites.
Since, the park will be building athletic fields, the site will
be available for tournaments and leagues etc. Also, the
Community School and YMCA are located in the same area. They
all have their own parking and athletic facilities.
The Parks Department has a joint agreement with the School
Board for the use of their facilities at a number of different
sites.
Livingston road would be the entrance to the future athletic
complex located next to Barron Collier. It was stated that
Livingston road is not in the plan for expansion but will be

extended to Immokalee road.
