CALL TO ORDER: The meeting was called to order at 1:20 p.m. II. PLEDGE OF ALLEGIANCE TO THE FLAG CoPiesTo: III. APPROVAL OF MINUTES: January 26, 1995, meeting. Motion by Max A. Hasse, seconded by Stephen Klee. 6/0 IV. PRESENTATION OF PLAQUE - Darlene Koontz was presented with a plaque for her dedication and service to the Parks and Recreation Advisory Board. A. Introduction of New PARAB member - Ms Kimberly Kushman introduced herself as Vice President of Corporate Banking Group for Barnett Bank of Naples. V. NEW BUSINESS/PRESENTATIONS A. Bill Kimberly, of Marco Island Presented an issue regarding the needs of Marco Island that needs to be addressed. The park facilities on Marco Island are totally inadequate. -1- 1 The other problem Marco Island has is all the recreational facilities are right in the middle of the Island. The school, YMCA, Frank Mackle Community Park and other facilities are located right in the center of the Island. The situation is terrible and dangerous. The road is not adequate to handle the traffic. Newspaper reported accidents, inadequate bike paths, and inadequate sidewalks for children or adults to get to these facilities, Bill Kimberly suggested that there is only 50-55% of buildout at this point, which means we have not even begun to see the problem of too many people trying to use the facilities all at once. Marco Island has only one park to facilitate the entire Island for recreational activities which is not enough. There is an area right off Tigertail Court in the N.W. of the Island. It's the farthest from the central part of the Island and has many children around this area. In order for these children to get to Frank Mackle Park they have to travel on Collier Boulevard then to San Marco Road. These are two major and busy highways on Marco Island. This is totally unsafe. Just less than a month ago, a father had put into the Marco Eagle paper, wrote an article about how there was not enough park facilities and that it was unsafe for the children on Marco Island to get to Mackle Park. January 6, 1995 his son was killed in traffic accident riding his bike leaving Frank Mackle Park. What a tragedy! Bill Kimberly is pleading to PARAB that something be done about this problem. Marco needs more Park facilities. Bill Kimberly requested, that PARAB act and make a recommendation to BCC, to enter into a negotiation. Also, see what the feasibility is for Collier County to acquire school property on Marco Island, near Tigertail Court (11 acres) , donated by Mackle brothers and turn into a park. Once the land is gone the options are unattainable. B. TODD TATEO OF MARCO ISLAND Todd Tateo questioned, what was the Parks and Recreation plan regarding future bike paths on Marco Island? Mr. Steve Brinkman stated that this issue does not fall under the Parks and Recreation Department. However, a letter of recommendation will be forwarded to Anita Chapman. Motion that Steve Brinkman write a letter of recommendation and perhaps he can discussed some of the conversation that was discussed today and that the letter goes to BCC and copies forwarded to the Bike Path Department. Made by Gil Mueller. Seconded by Max Hasse. 6/0 -2- VI. UPDATE/OLD BUSINESS /06 A. Impact Fee Study - Mr. Gil Mueller inquired where is the study and what is the status of the Impact Fee? Mr. Brinkman stated that the Assistant County Manager, Bill Haggert, is responsible for putting the Impact Fee study together for the commission. B. Lake Avalon • A study is being done on Lake Avalon site. Real Property are finishing up appraisals that are being done and starting to put together contracts. C. Friends of the Parks - There are a number of friends groups. Veterans Community Park Friend groups are the only one operating now. To create, an attorney has to set up as a corporation in order to be established and be approved by the state. The Friends Group also has special events at the park that supports fund raising. Hopefully, there will be a group for each community park site. There is a group on Marco Island that had formed an advisory group through the tent center. D. Adopt a Park - Chairman Joe Zaks suggested that each PARAB member should adopt a park. Motion made by Max Hasse recommending that a park be assigned to each PARAB member. Seconded by Gil Mueller. 6/0 Max Hasse volunteered for Golden Gate Estate & East Naples Community Park; Steve Klee. Vineyards Community Park; Tim Blackford, Veterans Commun.cy Park & Lely Barefoot; Kim Kushman, Clam Pass & Pelican Bay; Gil Mueller, Frank Mackle Community Park; Joe Zaks, Golden Gate Community Park & Cocohatchee River Park; and Bruce Pray, Immokalee Community Park. Bruce Pray has resigned his position and moved to Carlifonia over the Christmas Holiday. A position for a PARAB member is now open for the Immokalee area. VII. Growth Management A. The existing Growth Management Plan also gives a summary of different directions that the Parks and Recreation Department would like to take. Generally, for each particular community park, we have somewhere between 200-300,000 people that use the park on a day to day basis. Pelican Bay Community Park, which is a brand new park, is only 15 acres. The attendance figure is remarkable because of the number of tennis courts. Some information on page 3 shows a buildout of the County and what it would look like in a number of years when its actually built out. The Urban area population is estimated to be 458,000 between year 2019-2046. -3- In the past, the community centers have been built on the basis of 1 per every 25,000 population. If that were continue, the Parks Department would need to build larg numbers of community parks as the County continues to grow. The Parks Department is emphasizing building regional and districts parks instead of community centers. District parks are generally 50-100 acres, and Regional parks normally 200 acres. Districts parks usually service twice the size of a community park which is 50-75,000 in population. Regional service 100,000 or more in population. Some regional parks have specific facility in them that people will drive from one county to another county to use that facility. Golden Gate Community Center will increase from 10,000 to 25,000 sq. ft. and will have a gym, a number of meeting rooms, and auditorium. It will serve a large number of people. This is the type of facility that will be looked at in the future. The Immokalee Pool/Rec. Center will have a pool, gym, and fitness equipment facilities. The recreation facility will be 25,000-35,000 sq. ft. Steve Brinkman stated that it is less expensive to run a large facility versus a number of community centers. B. Executive Summary for trophies and plaques - was presented by Murdo Smith. The bid opening for plaques and trophies was January 10, 1995, 4 vendors responded. These trophies, plaques and awards are presented to participants in programs such as softball leagues, baseball, football, tennis, etc. Motion to accept Golden Gate Trophy Center made by Max Hasse. Seconded by Kimberly Kushman. 6/0 Executive Summary for the purchase of arts and crafts supplies - Staff has reviewed the bid and recommend that the bids be awarded to Triarco and S & S Arts and Crafts. These supplies purchased through these contracts will be used in programs such as summer camp, preschool, after school and other recreation programs. Motion to recommend Triarco and S & S Art and Crafts which have the two highest percentage. Made by Max Hasse.
