LET IT BE REMEMBERED, that the Parks & Recreation
Advisory Board met on this date at 9 : 30 A.M. in the Palmetto
Room of the Administration Building at Golden Gate Community
Park, Naples, Florida, with the following members present:

The meeting was opened by Chairman Ron Burton. Mr. Thomas
moved that Item A and B under New Business be moved to the
front of the Agenda. Seconded by Mr. Stevens.
A. Chatham Lake Development Rezone

Mr. Robert Lord: We have Petition R-88-17C, Chatham Lake,
which is located on the east side of County Barn Road, north
of Rattlesnake Hammock Road, requesting the rezoning for 240`�Y
family units and asking for a recreation facility.
Ms. Barbara Cacchione: The Comprehensive Plan point rating
system allows for additional density for additional
neighborhood parks maintained by the developer. Based on the
number of people will have, the minimum requirement is two
acres. There will be approximately 600 people in this
development requiring a two acre neighborhood park minimum.
We are requesting that PARAB review the facility site design
and determine whether the facilities are adequate, well
designed and meet with your specifications. The lake is
located in the center, will have two tennis courts, swimming
pool, club house of 2 , 000 square feet, maybe 4 , 000 and
parking. They may also be adding shuffle board courts. We
are asking you to review this plan as submitted and for any
suggestions that you may have - that is what we are working
for today. Mr. Mellen: We are here to answer any questions,
etc. Mr. Burton: The staff has gone over it? Mr. Smith:
We have put together a group of questions that we would like
to have answered. We did not know what the exact specific
facilities were, but Barbara has gone over that. Would you
know what age group the residents would be? Mr. Mellen: Wm.
C. McAnly is the developer and residents will be retirees.
It is adjacent to Royal Wood Country Golf Club which is
almost all retirees, but it is not restricted to retirees.
It will be medium priced condos. Mr. Thomas: Will the park
be open to other people? What is the size of the swimming
(■wy pool? Mr. Mellen: The park is for the use of residents. I
do not know the exact size of the pool. Miss McGinty: Are
the tennis courts lighted? Mr. Mellen: Probably not. Mr.
Stevens: Shuffleboard courts are to be constructed? Mr.
Mellen: Yes, the owner approached me and said I am going to
be putting in shuffleboard courts and changing the size of
the club house - changing it from a rec building to a 4 , 000
square foot club house. We are open to any suggestions. Mr.
Thomas: Where would the nearest County facility be? Miss
McGinty: Right here in Golden Gate. Mr. Burton: The Staff
would not have anything to do - it is just for the people
that live there. Mr. Smith: Would the lake be used for any
recreational purposes? Mr. Mellen: Not at present. It is
not there yet. Mr. Thomas: How deep will it be? Mr.
Mellen: Approximately 9 feet. It is planned 6 feet below
the estimated low water table, it could be stocked. Mr.
Burton: Anything to add? Mr. Stevens: If there were
families with children what facilities would there be? Mr.
Mellen: Would have plenty of space for a play ground for
children. The condos have 2 or 3 bedrooms, and the price
range is in the mid 60's. Ms. Cacchione: We could put the
recommendation on the plan that it has a club house of 4 , 000
square feet, 2 tennis courts, shuffleboard courts, and it
will appear on the site plan. Mr. Thomas: With 2 or 3
bedroom condos you may get families with children. Some
space should be set aside if the need arises for a tot lot.
Ms. Cacchione: With 100% occupancy there would be at the
most 600 people, have 240 units. Mr. Thomas: Motion: Move
we approve this with the following: Building will be 4,000
square feet, addition of shuffleboard courts, pool will be
designed for children's use as well as adults and an area is
to be set aside for a tot lot if necessary. Mr. Stevens:
Second the motion. Approved 3-0.
B. Approval of Maintenance Equipment Bid No. 88-1324.
Sealed bids were opened for 1 turf truckster, one 5 gang
riding reel mower and 3 riding rotary mowers on November 2,
1988 . Invitation to bid were sent to 23 vendors with 4
responses. We are recommending that the 5 gang reel mower be
awarded to Lesco Inc. , and 1 turf truckster and 3 riding
rotary mowers to B & W Golf Cars. These are the low bidders
for the equipment we are requesting. Mr. Stevens: Motion
That we award Bid 88-1324 to the low bidders. Motion
Seconded. Approved 3-0.
C. Approval of CSOA Contract for Sports Officials
Miss McGinty: We have been using this Association for about
9 years. It is the only Association in the County that
offers officials, the City of Naples also uses this
Association. By using officials it gives us a better quality
program, the price has been consistent - maybe a 50 cent per
game change in the last three years. All the fees are paid
through registration fees the players pay. Mr. Stevens: I
have a question on Section 4 - "If the game officials are not
notified of postponement or cancellation prior to arrival at
the field for a scheduled contest, the official will be
compensated for one game even though no games are played. "
What is time period on that? Miss McGinty: We contact the
officials one half hour before leaving home. Mr. Smith: If
we have a rain-out at 3 or 4 we try to reach them before 5.
If one game is rained out, the rest are for that night. Mr.
Burton: How much is budgeted this year? Miss McGinty:
About $34 , 000 needed, $36, 000 is budgeted. The more teams we
have the more officials are needed. Mr. Thomas: I move we
accept the Approval of CSOA Contract for Sports Officials.
Mr. Stevens seconded. Approved 3-0.
OLD BUSINESS:
Approval of Minutes from October 27, 1988 3-0 .
Mr. Thomas: At a previous meeting I mentioned we needed to
put up a fence at Lake Trafford Marina where the opening and
closing can be controlled by the owner of the Marina, who _ -_.
will -provide this service at no cost. It could be closed at
10 PM and opened at 6 AM. Any activity on the water can use
the other ramp just East of the fence. It is a better ramp,
free of algae. The fellows going out fishing by boat could
still get out. I thought we voted on it. I make a motion
that we have a fence installed as expediently as possible.
Mr. Smith: I am getting estimates for installing a fence and
working out a contract for that front gate with Mr. O'Lesky
and working with Risk Management. Mr. Thomas: I am_real
concerned. I was out there this week. Sheriff Rogers moved
his camp site, and a sheriff finds it bad we have a
problem. It is becoming a hang out. We have sent a
recommendation to have it done, I make a motion to have it
done. Mr. Burton: We have made a motion to the Board of
County Commissioners. Mr. Smith: No, only to Staff, that is
all that is necessary. Mr. Burton: We can suggest, but not
tell them. We are not here to tell Parks what to do. Mr.
Stevens: Thought we had a motion previous to this. Miss
McGinty: We will get that fenced in. Mr. Smith: As soon as
possible. Mr. Burton: If we make a motion it has to go to
the Board of County Commissioners. If it is not going to the
Board of County Commissioners we do not need to make a
motion. Mr. Thomas: I will be here one more meeting to see
if it is done.
Mr. Burton: OLD BUSINESS - THE ACTION LIST - any questions?
Where is Bluebill Boat Ramp? Mr. Smith: Bluebill is in
North Naples, 111th Avenue N. , goes from 41 to Wiggins Pass
at the beach, just east of Wiggins Pass, approximately five
acres of land there. Mr. Smith: Naples Cay - donated a
parking lot. They have been working with the Engineering
Department for some time. This was generated through the
Engineering Department and Real Property. Mr. Burton: It
was approved without any action? Mr. Smith: It was a gift
that we received. Mr. Burton: Another thing Collier County
Parks inherits. The reason these things are done is that no
one else wants it. Why does not another department take it?
Mr. Smith: It is a parking lot and access to the beach and
it is part of our responsibility. Mr. Burton: It should
have come before us. One thing not on the list - radio
remote cars. Dan was working on this when he left, no one
knows where it is. I would like to know what happened to it.
Mr. Stevens: The lighted ballfield was approved - for both
Golden Gate and North Naples. Mr. Smith: the field here
will be built first and the following year at North Naples.
The estimated date is sometime in June. Mr. Thomas: The
problem we are having is that certain actions are initiated
by other departments. Mr. Smith: Other departments are
putting things before the Board of County Commissioners. We
are showing them on the Action List, but we have no control
over actions of other departments. Mr. Burton: Is this
legal? I should think that someone would want to start
paying attention to the law. Mr. Stevens: It is a
continuing problem. Action is taken and then it comes before
the Board and we have brought this up before. Mr. Burton:
If the Board is going to be effective we should do what it
was set up to do and if not we should not be here. Anything
that we could to help staff and the system to work we should
do. I am sure you would not like what is going on, and then
hear about it afterwards. Mr. Smith: No, not really, but it
is nice to have a parking lot. Mr. Burton: Maybe we do not
need to be here and let Engineering handle it. Mr. Smith:
Some things have been working for a long time. It has been
in the Engineering Department for three years that I know of.
I suggest the Board met with the Director and Public Services
Administrator and see what can be done. Mr. Burton: I make
a motion to the Board of Commissioners that we have them
check with the County Attorney to review the Ordinance for
Advisory Boards and whether or not the actions they take is
legal or not. We need to pass the County Manager's people
and go to the County Commissioners. Mr. Thomas: We could
have a member from the legal staff come over and give us the
do's and don'ts so we can make sure we know where we are
going. Mr. Burton: Make it a point of checking a resolution
to change an ordinance - 2 public readings - date it passed.
Miss McGinty: We can get the Ordinance and Resolution and go
over them and have the County Attorney's office go over it.
Mr. Thomas: Motion: Staff invite legal staff over to next
meeting to explain to us of this Board and Resolutions and
Ordinances related to it. Mr. Burton: Staff can write a
letter to the County Attorney or representative to come to
the meeting and explain our concerns, what is happening, etc.
Mr. Thomas: Ideally they can come and tell us and we can get
straightened out. Mr. Burton: Anything else on the Action
List? Mr. Smith: I would like to go over East Naples
Community Park. The bid opening is December 2nd. We would
like to after that opening call a special meeting to get our
recommendation to the Board of County Commissioners for
approval of the bid. Mr. Burton: Why so fast? Mr. Smith:
We would like to get the bid awarded before the holidays to
avoid delays. Decision made to defer setting the date to the
end of the meeting.

Mr. Smith: East Naples Park has been neglected and we want
to get it constructed. We need to get going forward quickly.
We would like to get the bid before the Board of
Commissioners before vacation so the contract may be awarded
and building may start the first of the year.
Next meeting is to be considered a regular meeting and will
be held 9 : 00 AM, Tuesday, December 6th at Parks and
Advisory Boards and whether or not the actions they take is

While convened in regular session on December 6 , 1988 , the Board of
County Commissioners unanimously voted to appoint you as a member of
the subject advisory committee. Your initial appointment will be for
a two year term, which expires on December 31 , 1990 , or until such
time as the Board reappoints you or appoints your successor.
As with any advisory group, the primary purpose of this committee is
to assist and advise the Board of County Commissioners. By law,
however, the ultimate decisions rest with the Commission.
By copy of this letter, we are requesting Mr. Cliff Crawford,
Parks and Recreation Director, to provide you with any additional
information you will need as a member of this committee .
On behalf of the Board of County Commissioners , I would like to
