Adjourn (:) • , V • PARAB ITEM: APPROVAL OF MINUTES — FEBRUARY 18, 1988 COMMENTS: Mr. Crawford explained that while transferring the minutes from the last Boa_rd meeting on the computer, the computer went blip and the information was lost. We had already erased the tape and apologized for not being able to provide written approval of minutes. In the interim process our secretary, under the doctor' s direction, had to resign from work immediately for health reasons so we were really in a difficult position. Additional Items — None Discussed PARAB information required by County Manager' s Office. Old Business: ITEM: East Naples Community Park Status Report Mr. Smith stated he contracts were sent to the contractor and he has signed them and turned them back to Purchasing Department. Purchasing will review the contracts and forward them to the the County Attorney by Tuesday for his review and signature. Pre—construction meeting within a week or so with Wilson Miller. _7 : Tigertail Restroom renovations: Contract has been signed and is in. the urchasing Department and the County has reviewed and everything seems to be in order. The renovation should take approximately 3 weeks the contractor plans on starting within 2 weeks. New Bus iness: A. Recommendation to Approve Waiver of County Ordinance Section 24 — 60 < m) . COMMENTS: Marilyn McGinty stated that the Ordinance states that no animals be allowed in community parks at anytime. We have to submitted an Executive Summary to the Board of County Commissioners asking for special permission to have animals in our parks in the days that are March 26th and April 16th. Also a resolution from County Attorney' s office which will be submitted to the Board. Neil Dorrill, County Manager SUBJECT: Clam Pass Development and Proposed Concession Agreement In advance of the proposed Clam Pass Concession,reconsideration on the March 15th Agenda, the following report is' provided for your review. The intent of this effort is to provide the history and basis of discussion leading to this agreement free of the emotion surrounding this discussion. A review of this report should provide you with a better understanding of the following: I C 1) A strong commitment by the developer to work with the County in completing this park. 2) A summary of the considerable financial investment contributed by the developer for this facility. 3) A strong business proposal (in favor of the County)for private operation of the park's concession. Staff's recommendations for the re-review of this matter had been modified in two areas. The first was to reduce the seven year term to three years, and two, two year extensions. This reduces the initial term so that the performance of the concessionaire can be reviewed in a shorter period of time. The second area or revision concerns the concession fee to be returned to the County. The initial rate of return has been increased from 15 to 20% but will remain constant for the three year term, and two extensions. Staff recommendation is for approval of the revised Concession Agreement as being the most expeditious way of both completing the park and providing for its operation.
