Adjournment Page 1 PARKS & RECREATION ADVISORY BOARD AUGUST 20, 1987 MINUTES OF JULY 16, 1987 - APPROVED AS PRESENTED Mr. McQuillin moved, seconded by Mr. Thomas and carried 3/0, (Mr. Monaco absent at this time) , that the minutes of July 16, 1987, be approved as presented. ADDITION TO AGENDA - CHANGE ORDER #5 FOR THE PARKS & RECREATION ADMINISTRATIVE BUILDING - APPROVED Mr . Loubier stated that this is an addition to the agenda for Change Order #5 for the Parks & Recreation Administrative Building. Mr . Boyce, Parks Construction Manager , stated that the change order in part accommodates some of the work that was necessary when the building was expanded an additional 1, 000 square feet. He noted that the vinyl tile flooring was not included in the original contract, nor were the mini blinds or the security system. He noted that a system will be wired to all the openings in the building similar to the maintenance buildings at the three parks that have recently been completed . Mr. Thomas moved, seconded by Mr. McQuillin and carried 3/0, (Mr. Monaco not present at this time) , that Change Order #5 for the Parks & Recreation Administrative Building be approved. ***** Mr . Monaco arrived at the meeting at this time. ***** STATUS OF E. NAPLES COMMUNITY PARK Mr . Boyce stated that he is putting together a construction schedule and getting plans and specifications completed. He noted that the clearing and earthwork contract should be ready for advertisement in September , bids to be opened in October , contracts awarded in November and construction start in December . He stated that this would consist of clearing, earthwork, demoli- tion of existing facilities, excavation of the wetlands, excava- tion of the large lake, and the installation of the underground storm drainage system, the hard pipes and catch basins, as well as the potable water system. He noted that he wants all the underground work completed so that the second contract that is to be awarded should be done two months after the first one and those systems will serve the construction. He noted that in addition to the buildings , there may be one additional contract for roads and parking lots, but at the current time they are thinking about buildings and road and parking lots to avoid interference problems . He noted that in any event, ground will be broken in December and the entire park finished in 12 months so that the park will be open in December, 1988 . Page 2 PARKS & RECREATION ADVISORY BOARD AUGUST 20 , 1987 STATUS REPORT ON ADMINISTRATION BUILDING Mr . Boyce stated that the status has not changed since last month except that Florida Power & Light managed to slip one week in their performance and that has reflected in a one week delay in the schedule for the administration building, but they will still be at least 3 weeks early on it. He noted that they are still within the budget and it is anticipated that the things that Parks & Recreation are going to do will fall into place nicely. He indicated that the carpeting for the front end will go in immediately after labor day weekend, followed by telephones and cable TV. He noted that the building should be ready for occupancy the weekend after labor day. LEVELS OF SERVICE AND FUNDING FOR SAME FOR PARKS & RECREATION ELEMENT OF COMPREHENSIVE PLAN - APPROVED Mr Loubier stated that the State has mandated that all coun- ties must submit and abide by this plan next year . He noted that the Citizens Advisory Committee has issued a report and the staff and growth management staff contributed to research work and determining standards. He noted that the sub-committee made recommendations to the Planning Commission about three weeks ago but they did not take any action on this part of the report. He noted that when it was presented to the Board of County Commissioners as an informational item, there was no discussion. He stated that he is asking the Parks & Recreation Advisory Board to approve the levels of service and funding. He noted that the report is asking for $20 million over the next five years, adding that $13 million of this money is to play catch-up and the other $7 million is for the future five years . Mr . Thomas questioned the funding of the boat registration, to which Mr . Loubier stated that there is a Florida Boating Improvement Program that is in place and was established through the State of Florida . He stated that monies are generated through County and City residents that register their boats in the County, adding that a portion of that money is given to the State for the Manatee Protection Program and the balance of the money is placed in a trust fund at the State level and when the County decides what projects they want, they have to apply for the money. He noted that the Board of County Commissioners has approved the new boat registration fees which is an additional 50% that has been added to the current boater registration fees. He noted that this money will be held in Collier County and will be administered through the County Tax Collector. He noted that this money will generate approximately $60 , 000 in addition to the $60 , 000 that is being collected through the Florida Boating Improvement Program. He indicated that the money will be used to Page 3 PARKS & RECREATION ADVISORY BOARD AUGUST 20 , 1987 construct boat ramps , dredging, channel markers , and renovations of existing boat ramps . He stated that he is looking for appro- val of the facilities that are listed in the packet that was pre- sented to the Parks & Recreation members . Mr . Thomas stated that the list in the package includes six community parks over a five year period with Fleischmann park being the model. He noted that there are additional special items and questioned what is planned for Immokalee from the spe- cial items, to which Mr . Loubier stated that they plan on putting additional boat ramps in Immokalee, possibly one on Lake Trafford. Mr . Loubier stated that they also plan on developing Phase II of the community park in Immokalee which includes football field, swimming pool, community center , another softball field and pic- nic pavilions. In answer to Mr . Stevens , Mr . Loubier stated that there are two football fields now and the dollar amount in the package represents lighting the existing football fields and building four lighted football fields . Mr . Loubier stated that in the next five years , they are also looking at purchasing regional park land, adding that they are trying to centralize it within Collier County so that there would be equal driving distance all over the county and it appears that Immokalee Road would be the best location. Mr . McQuillin stated that there have been concerns raised about having a group of soccer fields together in one spot than having them spread out all over the Collier County and questioned what the plans are in regards to this , to which Mr . Loubier stated that the regional park will answer a lot of questions when it is developed, adding that there is property that will be coming on line through land dedication at the Vineyards which may house that type of facility. Mr . Loubier stated that when the parks were developed there was a concept of providing something different for each park, but this was not upheld because the citizens wanted a little of something in each one of the parks and they felt that eventually there could be cluster parks . Mr . Richard Locker of Naples Optimist Club stated that they are asking that there be a soccer location in one particular area . He noted that it is imperative that all their fields be in one location. He noted that they also have a lunch wagon that helps raise money for the Optimist Club and supports soccer as Page 4 PARKS & RECREATION ADVISORY BOARD AUGUST 20 , 1987 well as all their other locations. He noted that they have 1, 400 players now and in five years , they will have 2 , 000 players . He stated that the County needs to look for a site now. Mr . Loubier stated that the advantage of this plan is that when the County determines that four additional soccer fields are needed, they can be built. He noted that once the plan is approved they will not have any problem building the needs, adding that this plan can also be amended. Mr . Peter Miles, President of Naples Youth Soccer stated that they run programs 11 months a year . He noted that they have a very active program and they have been on the road a lot and seen a lot of the other facilities. He indicated that in the five months that they ran their program in the spring, they raised over $30 , 000 from individual contributions. He stated that they would be willing to work with the County to develop a complex if it is at all possible. Mr . Thomas stated that it appears that the recommendation is to have four soccer fields and to have them as close as possible. Mr . Locker stated that he would like to see a location where there would be enough room to build 8 more soccer fields, adding that maybe a couple of those fields could be put in with private funding. Mr. Thomas moved, seconded by Mr. Stevens, that the plan for the Parks & Recreation Element of the Growth Management Plan for the 6 communities parks using Fleischmann as a model with the spe- cialized facilities be approved. In answer to Mr . McQuillin, Mr . Loubier stated that they are asking for Phase II completion of the five community parks and to build one additional community park in totality. He noted that this plan is a concept only and the County is not committed to the facilities that are in the plan. He noted that what is being approved is the dollar amount and the level of standards . Parks & Recreation Director Crawford stated that the original plan was based on various needs within the communities . He stated that clustering of the facilities is a special purpose park and is included in this plan. He noted that the level of service standards that are recommended as based on the population and other criteria. He noted that if the population criteria does not meet the standard, it simply means that when the population is there that faci- lity will be built. He noted that there will be a regional park sup- ported by special purpose and/or community park systems . Page 5 PARKS & RECREATION ADVISORY BOARD AUGUST 20, 1987 Mr . Thomas stated that this is only a dollar figure that is being approved and the plan is simply a concept. Mr . Crawford stated that what is being approved is levels of ser- vice for types of facilities but not site specific facilities. Mr . Loubier stated that the plan is what is being approved, the number of facilities and associated costs for those facilities which is actually $19 , 199 , 000 over a five year period of time. Upon call for the question, the motion carried 4/0. BID #87-1145 PARK ENTRANCE SIGNS - RECOMMENDED FOR APPROVAL Mr . Murdo Smith stated that he placed out for bid five signs to be located throughout the County, adding that one will be installed at Tigertail Beach, Lely Barefoot Beach, North Naples Community Park entrance sign, Aaron Lutz Community Park, and Clam Pass Park. He noted that bids were received August 5 , 1987, and there were four bid- ders. He stated that he is recommending that Signs of Naples in the amount of $9 , 566 be awarded the bid as they were the low bidder . Mr. Thomas moved, seconded by Mr. McQuillin and carried unani- mously, that Bid #87-1145 for Park Entrance Signs be awarded to Signs of Naples in the amount of $9,566. GROUNDS MAINTENANCE CONTRACT TO GOODWIN LAWN CARE - RECOMMENDED FOR APPROVAL Mr . Smith stated that this is an annual contract for mowing, fer- tilizing, and pruning for all Courthouse facilities . He noted that this also includes the Marco Library, Marco Substation for the Sheriff ' s Department, the libraries at the central branch in the City of Naples and North Naples, and Golden Gate. He noted that there was a renewal clause in his contract and stipulations that indicated as the areas of the courthouse grounds became landscaped such as the museum, Building "W" and other areas , he would negotiate for addi- tional fees to do this work. He noted that the addition for the museum was $250 . 00 per month. He stated that he talked with the contractor and asked him to include the whole price for the complex for next year , including the newly landscaped areas , and he indicated that for another $250 . 00 per month he would continue his contract for the whole complex. He noted that he is recommending that his contract be renewed for another year at $3 , 800 per month for all the areas. He stated that he would also like to request that this contractor perform some other maintenance at different beach access points, adding that with the amount of crews that Parks & Recreation has, they are having a hard time keeping up with the community park work and the other smaller parks . He noted that the lawn could be mowed at the beach Page 6 PARKS & RECREATION ADVISORY BOARD AUGUST 20, 1987 access and then Parks & Recreation would continue to pick up the trash, adding that he would be performing the same scope of work as he does at the courthouse complex at the beach accesses for an additional of $6 , 600 per year which would make the total contract for the year $52, 200 . Mr. McQuillin moved, seconded by Mr. Thomas and carried unani- mously, that the grounds maintenance contract to Goodwin Lawn care be recommended for approval in the amount of $52,200 per year. BID #87-1148 PLAY STRUCTURE - RECOMMENDED TO BE AWARDED TO SITE FORMS OF FLORIDA Mr . Smith stated that this bid is for a play structure for Tigertail Beach and bids were opened on August 5 , 1987. He noted that invitations were sent to 59 vendors and there were 19 responses and 12 of them were a "no bid" . Mr . Boyce stated that he is recommending that this one be awarded to a non-low bidder because of the timber forms that were selected. He noted that 10 units have been previously purchased and the current bid is to buy an additional one for Tigertail Park. He noted that they would like to continue with the same type of play structure. He noted that timberform or equal value was described in the specs . He stated that some of the bids are equal and of less cost, but they are not the same wood. He indicated that some of them are redwood, southern pine and douglas fir , adding that they are all different hardware. He indicated that the pine is a lesser wood and deteriorates faster and had to be removed from Tigertail because it failed and there was a safety factor involved. He noted that they would like to stay with the douglas fir and recommend that the bid be awarded to Site Forms of Florida . Mr. Thomas moved, seconded by Mr. Stevens, and carried unani- mously, that Bid #87-1148 for a play structure be awarded to Site Forms of Florida in the amount of $8,025. BID #87-1128 TRACTORS AND GANG MOWERS - RECOMMENDED TO BE AWARDED TO NAPLES RENTAL AND DEBRA TRACTOR Mr . Smith stated that this bid was for two tractors and gang mowers, adding that the bids were received and opened on July 13 , 1987. He stated that 20 vendors were sent bid invitations and 6 submitted responses, adding that he is recommending that Naples Rental receive the award for the two tractors and DeBra Tractors receive the award for the two 3-reel gang mowers. He noted that DeBra did not have any of the attachments that were asked for which is why it is not being recommended that they receive the award for the tractors. He noted that the attachments were a Page 7 PARKS & RECREATION ADVISORY BOARD AUGUST 20, 1987 front bucket loader and backblade and the lowest bid with the attachments was Naples Rental . Mr. McQuillin moved, seconded by Mr. Stevens and carried una- nimously, that Bid #87-1128 be awarded to Naples Rental for two tractors in the total amount of $21,321. 64 and DeBra Tractor for two 3-reel gang mowers in the total amount of $8,422 . 44. DISCUSSION OF ADDITIONAL SOCCER FIELDS Chairman Monaco indicated that this item was previously handled under the approval of the comprehensive plan. OTHER BUSINESS Mr . Thomas questioned what has happened with regards to the concession at Tigertail, to which Mr . Crawford stated that the concessionaire ' s contract expired August 14 , 1987, and they have gone out to bid on that. He noted that some major renovations have been completed in terms of the specifications . He noted that three different options are being provided; beach related operations, food concession operations, and water related opera- tions . He noted that in the interim, they are doing about $40 , 000 of renovation work at Tigertail which consists of new signage, the restroom facilities, and picnic facilities . He noted that to date, there has been 42 bid proposals that have been sent out which indicates a lot of interest. Mr . Thomas questioned if a copy of the revised policies and procedures would be sent to the members , to which Mr . Crawford replied affirmatively, adding that this was approved by the Board of County Commissioners and the only difference was the insurance issue which was to eliminate those insurance requirements for activities that do not have a great deal of risk. Objective: To request the Board of County Commissioners to direct the County Attorney' s office to amend Collier County Ordinance, Article IV, Use of County Parks, Section 24-60, Prohibited Acts, Item J. Considerations: The County Attorney' s office on June 24, 1987, Wised ads the Parks and Recreation Department the use of alcoholic beverages at the Golden Gate Community Center must be discontinued because the Golden Gate Community Center •is a "park" for purposes of Collier Code, Section 24-60( J) , which prohibited the possession and consumption of alcohol in county parks. In the past 12 years, rental groups have been allowed to serve alcoholic beverages to their guest for special functions such as weddings, anniversaries and holiday events. The `olden Gate Advisory Committee held a special meeting on August 26, 1987 and requested the County Ordinance be amended to enable the Community Center to continue to allow rental groups to serve alcoholic beverages. The Golden Gate Advisory Committee further indicated a strong willingness to have groups serving alcohol obtain Liability Insurance. The Golden Gate Community Center generates $7, 000 annually for rental of facility for these types of functions. These funds are used to help defray the operating costs of the center. The Parks and Recreation Department ' s experience has been that consumption of alcoholic beverages in Community Centers is common under controlled circumstances such as weddings, anniversaries and special functions. Fiscal Impact : None. Receives approximately $7, 000 annually in facility rentals. Reserved. ARTICLE IV. USE OF COUNTY PARKS* Sec. 24-58. Intent and purpose. It is the intent and purpose of this article to regulate the use of county parks so as to protect the health, welfare and safety of persons using the parks, and the general welfare of residents of surrounding areas and of the county. It is to be liberally construed to effect that result. (Ord. No. 76-48, § 1. 10-26-76) • Sec. 24-59. Requirements concerning use of grounds and facilities. (a) Requirements concerning use of grounds and facili- ties—Generally. Each person, firm, or corporation using the county public parks, grounds, and public beach access areas shall clean up all debris, extinguish all fires when such fires are permitted, and leave the premises in good order, and the facilities in a neat and sanitary condition. No person shall dump, deposit, or leave any bottles, broken glass, ashes, paper, or other trash anywhere on the grounds of the parks other than in proper receptacles provided therefor, and no such refuse or trash shall be placed in any waters in or contiguous to the park. While receptacles are so provided. all such rubbish or waste shall be carried away from the park or beach access area by the person responsible for its presence, and properly disposed of elsewhere. For purposes of this section, the term "county park" shall mean -a land or water site publicly _ owned, operated, or controlled, that is used for public recreational purposes. For purposes of this section, the term "county park" shall include beach access areas which have been deeded or dedicated for public use. "Beach access area" shall mean any easement, street, alley, right-of-way or any other property deeded or dedicated to the public for the purpose of allowing the public access to beaches across public or private property. No person shall, within county park boundaries: (a) Disobey the lawful and reasonable order of a police officer or county park employee in the discharge of his duties or disobey or disregard the notices, prohibi- tions, instructions or directions on any park signs, including rules and regulations posted on the grounds or buildings in said parks. (b) Willfully mark, deface, disfigure, injure, tamper with, or displace or remove any building, bridge, table, bench, fireplace, railing, paving or paving material, waterline or other public utility or parts appurtenant thereof, signs, notices or placards, whether temporary or permanent, monuments, stakes, posts, or other boundary markers or other structures or equipment, facilities or park property or appurtenances whatsoev- er, either real or personal. . (c) Interfere with, encumber, obstruct or render dangerous any part of the park. (d) Climb or lie upon any wall. fence, shelter, seat, statue, monument or any other structure. (f) Throw, discharge, or otherwise place or cause to be placed in the waters of any fountain, pond, lake, stream, bay, or other body of water in or adjacent to any county park or any tributary, stream, storm sewer, or drain flowing into such waters, any substance, matter or thing, liquid or solid, which will or may result in the pollution of said waters. C (g) Disturb the peace, use any profane, obscene or blasphemous language or do any indecent act. (h) Endanger the safety of any person by any conduct or act. (i) ommit any assault, battery or engage in fighting. arry, possess, or drink any alcoholic liquor in any park. (k) Enter or leave any park facility except at established entrance ways or exits, or at established times. (1) Attach any posters or directional signs to trees. (m) Cause or permit a dog or other domestic animal to enter. n) Build fires except in specified areas in county parks on cooking grills provided therein.
