Adjournment APPROVAL OF MINUTES - DECEMBER 18, 1986 Mr. Stevens moved, seconded by Mr . McQuillin and carried una- nimously, that the minutes of December 18, 1986, be approved as presented. DISCUSSION REGARDING PARAB VACANCY FOR IMMOKALEE AREA Parks & Recreation Director Crawford stated that the applicants that had previously applied are no longer interested and they have advertised for the vacancy again. STAFF RECOMMENDATION RE BEACH FEES - RECOMMENDED FOR APPROVAL WITH CHANGES Parks & Recreation Director Crawford stated that this item is in regard to the proposed beach fees that have previously been discussed. He presented an executive summary indicating the recommendation of the Parks & Recreation Department. He indi- cated that with regards to the parking fees, it has been deter- mined that to park a car it should be $1. 50 per vehicle, adding that the average stay of a beachgoer is three hours. He noted that some beaches have access with limited control and other beaches have parking facilities. He noted that there was a problem with making a recommendation to charge non-residents more than residents and this has been discussed with the Assistant County Attorney. He stated that permits were discussed and this was decided to be handled on a yearly or 6-month basis. He stated that it was staff ' s recommendation that 90% of the funds that are available be earmarked for beach improvements and 10% be used for general programming and providing services for indigents and for providing community services. He stated that this would provide capital improvement funding for any necessary beach needs in the future. Assistant County Attorney Mac 'Kie stated that with regards to the resident and non-resident issue, he talked with people at the State level that indicated that if any State funds have been received, residency cannot be differentiated based on the fee structure. He referred to the DNR development agreement for Tigertail Beach which states that should the County elect to implement a user fee system for Tigertail Beach or for any recreational facilities within the boundaries of this project, the County shall impose such fees uniformly on all users without regard to age, sex, race, or other conditions, for the political subdivision which the user may reside. He stated that if different fees were imposed, then the County would have to for- Page 2 411 PARKS & RECREATION ADVISORY BOARD JANUARY 22, 1987 feit $400, 000 - 500, 000 from this agreement and that does not take into consideration any future money. He noted that the exe- cutive summary under Definition 6 refers to permits and the imme- diate family, but under Definition 6, immediate family, it should state up to a limit of 4 . There was lengthy discussion regarding the agreement and the proposed fee schedule with the general consensus being to delete the 6-month family permit altogether which would, therefore, eli- minate the temporary residents from receiving a permit for only the season. It was also noted that by having an annual family permit fee of $25 . 00 which is what is proposed, then temporary residents or out-of-state people would either have to pay on a daily basis or pay $25. 00 for annual family permit. It was also discussed that this schedule should be reviewed annually. Mrt. McQuillin moved, seconded by Mr. Stevens and carried unanimously, that the Staff report be accepted with Definition 6 being changed to include that it be limited up to four members; that the 6 months family permit be deleted; that the remaining proposed prices remain as is; and that the fees be reviewed annually. UPDATE ON COMMUNITY PARKS Mr . Tom Peek of Wilson, Miller, Barton, Soll & Peek, Inc. , referred to a memorandum dated January 18 , 1987, addressing the community parks. He noted that Golden Gate is almost finished and there is an opening date scheduled for February 9, 1987. He stated that the estimated completion date for North Naples is March 30, 1987, if everything proceeds smoothly with the contrac- tors. He indicated that Immokalee is virtually completed and substantial completion should be Monday, January 26, 1987. He reported that Marco Island park is moving along according to schedule and it appears that the May 22, 1987, date is a good date. He indicated that with regards to East Naples park, they are still waiting for the Corps of Engineers and South Florida Water Management District to issue the permits, adding that everything appears to be in order but it still has to continue through their time frame. He stated that the first contract could be out to bid within three weeks if they had the permits. Parks & Recreation Director Crawford stated that a report has been prepared for the BCC indicating the plans for the Grand Opening of the Immokalee Community Park for Februaryu 2, 1987, at 11: 00 A.M. and the Parks and Recreation Advisory Board will also be receiving invitations. ADDITIONAL COST ESTIMATES FOR NORTH NAPLES COMMUNITY PARK - RECOMMENDED FOR APPROVAL AS LONG AS IT IS WITHIN 10% OF COST Page 3 PARKS & RECREATION ADVISORY BOARD JANUARY 22, 1987 Murdo Smith, Parks & Recreation Department, stated that there was a review of the North Naples Community Park and there are several things that needed to be completed, adding that estimates were made. He stated that this is basically fine grading of areas due to rains. Mr . Peek stated that from experience with the Golden Gate park, he knew that there were a number of change orders that came about during the final stages of completion of the park and no one knew what they were going to be, adding that they wanted to prevent that on the North Naples park which is why they reviewed the whole park. He noted that most of these changes are beyond the scope of the present contractor because of the delays that have occurred due to the building contractor and as a result, it was known that there would be extra to the contract and they wanted to identify them as best they could before the site finish contractor started working, so they would know the range of the money that would be involved. He stated that a letter was put together and sent to the contractor identifying all the potential extras that may come up, adding it includes fine grading. He stated that the penalty monies will go into the pot to offset these extras, but it will not cover it. He stated that the contractor will have his cost available to them on January 26, 1987. Parks & Recreation Director Crawford stated that when this information is available, he would like to have an emergency meeting to discuss the matter so that there is no delay in the construction process. Mr . Burton stated that he would suggest that there be a recommendation that this be approved if the estimate is within 10% of the total engineers estimate, instead of calling an emergency meeting. Mr. McQuillin moved, seconded by Mr. Stevens and carried una- nimously, that if the cost estimate for the additional work for the North Naples park is within 10% of the engineers cost esti- mate, then it be automatically approved by the Parks & Recreation Advisory Board. DISCUSSION OF COMMUNITY PARKS GRAND OPENING CEREMONIES Marilyn McGinty, Parks & Recreation Program Director , stated that the ribbon cutting for the Immokalee Park is February 2, 1987, at 10: 00 A.M. She stated that the grand opening will be February 7, 1987, with various bands playing and games to be played, which will be put on by the Parks & Recreation Staff and the Immokalee Youth Council. Page 4 PARKS & RECREATION ADVISORY BOARD JANUARY 22, 1987 Parks & Recreation Director Crawford stated that the Parks & Recreation Department is involved in the Comprehensive Plan and obtaining information now for the Growth Management Plan as Parks & Recreation is one of the 11 elements that has to be done. He stated that this information will be presented to the Advisory Board when they have some concrete information. Mr . Crawford presented tee-shirts to the members to be worn for the grand openings of the parks. He stated that he appre- ciates the members serving the community and dealing with all the issues that have been brought before them. RECOMMENDATION TO APPROVE A CHANGE ORDER TOTALING $26 ,996 .70 FOR ADDITIONAL GRADING ON ATHLETIC FIELDS AT NORTH NAPLES COMMUNITY PARK ,APPROVE A BUDGET AMENDMENT TO PROVIDE THE NECESSARY FUNDS FOR LABOR AND EQUIPMENT COSTS FOR SITEWORK FINISHES Objective : To obtain approval of a change order to McGovern Construction for labor and equipment totaling $26 ,996 .70 for additional grading on athletic fields at North Naples Community Park , and approve the transfer of funds to cover the cost of the work to be performed . Considerations: On Max 7, 1985 the Board of County Commissioners established a policy stating that any change orders over $2 ,000 for construction of the community parks would require Board approval Change order #7 for McGovern Construction at North Naples Community Park in the amount of $26 ,996 .70 for additional fine grading . This work is necessary to bring the athletic fields from the clearing ,and rough grade stage to which they were brought under 'the original contract to a grade sufficient to install sod and obtain adequate drainage . There was no fine grading attempted in the early stages of the earthwork as it was anticipated that additional fine grading would be required at a later date . Performing it at this early stage would have been a premature expenditure and additional grading would be needed again . Also accompanying this change order is a unit price for fill , if fill is required , to insure proper grading . The proposal figure is a unit price of $5 .94 per cubic yard delivered and this is not included in the change order amount . This change order has been recommended by Mr . Tom Peek , the Consulting Engineer , and the County Engineering Department . The Parks and Recreation Advisory Board at its' January 18th meeting reviewed cost estimates provided by the Consulting Engineers and stated that if the proposal from the contractor was within 10% above of the estimate,was given to the Chairman to grant approval of this change order . This change order will increase the present contract amount of McGovern Construction for sitework finishes from $221 ,720 76 to $248 ,717 .46 . ^ Fiscal Impact : This change order in the amount of $26 , 996. 70 to be paid out of Fiscal Year '87 . The attached budget amendment requests a transfer of that amount from 306-113-9010-9930 Parks Bond reserves into 306-113-6383-6331 North Naples Community Park . � Recommendation : Staff and PAPAS recommend that the Board of County Commissioners approve the requested change order totaling $26 ,996 .70 to McGovern Construction and approve the budget amendment for the transfer of funds to the North Naples Community Park . Considerations: Sealed bids for bid #87-1070 Game Court Resurfacing were opened on January 28 , 1987. Legal Notice appeared in the Naples Daily News on January 12 , 1987 . Invitations to bid were sent to sixteen vendors . Work consists of cleaning , patching , replacing tennis net posts , and applying court resurfacer . Two bids were received , one from U .S . Tennis and Fitness of Naples and no bid from Welch Tennis Courts . A tabulation sheet is attached . At the time of bid , a ranking of the game courts was established as to need . This ranking was needed as the amount of funds available of $19 ,700 may not be sufficient to perform resurfacing at all the courts . This was due to the amount of repair and patching needed at many of the game courts . The Parks and Recreation Department also received a request from Everglades City to resurface their tennis courts at the time of the bid . The tennis courts at Everglades City were added to the bid proposal , however , the cost to resurface the courts at Everglades City was not anticipated during budget preparation . The courts were ranked according to condition and need of repair . The Parks and Recreation recommend the following courts be resurfaced : GOLDEN GATE PARK Tennis courts $ 4 ,912 .80 Tennis net posts 1 ,069 .44 Basketball court 3 ,408 .85 Volleyball court 2 ,099 .66 Shuffleboard court 2 ,423 .56 SEAGATE ELEMENTARY SCHOOL Tennis Courts $ 3 ,735 .66 Tennis Net Posts 1 ,069 .44 COCONUT CIRCLE Basketball Court $ 3 ,065 .31 The total for the above courts is $21 ,784 .72 . The total cost of bid #87-1070 was $31 , 163 .52 . However , due to the bids coming in above the budgeted amount , Tommie Barfield and Everglades City were eliminated for resurfacing at this time . After the ranking of the courts , Parks and Recreation Department recommends that the bid be awarded to U .S . Tennis and Fitness in the amount $21 ,784 .72 . On February 19 , 1987 this recommendation was approved by the Parks and Recreation Advisory Board at the regular meeting . Fiscal Impact : Cost $21 , 784 . 22 to be paid out of F.Y. 1986/87 budget . Adequate monies are available to cover cost of the recommended game court resurfacing in account 111-113-6332 Parks and Other Properties . Funds in the amount of $19 ,700 were budgeted .
