Board met on this date at 9:00 A.M. in Building "F" of the
Courthouse Complex, East Naples, Florida, with the following

MINUTES OF NOVEMBER 20, 1986, MEETING - APPROVED
Mr. McQuillin moved, seconded by Mr. Burton and carried
unanimously, that the minutes of November 20, 1986, be approved
with the change on the last page of the minutes which indicates
that there is $100,000 to build the building and landscape for
the administrative center at the Golden Gate Community Park and
should read $300,000.
INTRODUCTION OF PROPOSED APPLICANTS TO FILL VACANCY ON PARAB
Mr . Monaco indicated that there were two applicants that were
present with regards to the vacancies on the Parks Board. He
noted that one applicant is Mr . Mike McCormack who was an origi-
nal member of the Park Site Selection Committee for the East
Naples Park site and the other applicant present is Mr . David
McKim who is employed by the Big Cypress Preserve Land
Acquisition Office. He noted that both resumes are very
impressive.
Department Secretary Cookson stated that all applicants were
invited for the meeting.
Mr. Monaco indicated that Mr . Burton is presently on the
Board and is also reapplying for the District #1 vacancy as well
as Mr . McCormack and Mr . McKim. He noted that usually when a
member reapplies, the committee recommends that the member be
reappointed. He stated that he would like to delay this item
until the end of the meeting.
UPDATE ON THE COMMUNITY PARKS
Mr . Bob Furman of Wilson, Miller , Barton, Soll & Peek, Inc. ,
stated that he included a memo in the packet that was sent to the
members giving an update on each park. He noted that the fine
grading is being done at the Golden Gate park at this time and
the asphalt will be put down the first week in January and then
there will be a few more weeks of fine grading. He stated that
Immokalee is in a little better shape and the first week in
January landscaping will be done. He stated that the completion
dates that he has for Immokalee and Golden Gate are tentative and
he would not set a ribbon cutting date until about 10 days prior
to actual completion. He stated that North Naples is in the same
position that Golden Gate was about 3 months ago, adding that he
feels from this time forward better progress will be made at
North Naples than what was made at Golden Gate and he would esti-
mate that by March 30 , 1987 , North Naples park will be completed.
He noted that there was a construction meeting for Marco Island
and everything is going according to schedule. He reported that
East Naples is towards the end of the permitting stages , adding

►at he would estimate beginning of construction to be in March.
Mr . Monaco stated that it appears. that there will be 3 parks
available soon.
$1.25 CHARGE FOR NON-RESIDENTS AND $.25 FOR RESIDENTS TEMPORARILY
TO BE RECOMMENDED FOR BEACHES
Parks & Recreation Director Crawford stated that Staff was
asked to look at alternative use and admission to the beaches,
adding that the BCC approved the revised beach fees in the budget
and they are now trying to look at alternatives and address par-
ticularly the question of the non-resident that uses the beach
areas. He stated that what has been presented is a fee structure
for the non-residents and a discount for the residents. Mr .
Crawford stated that he used the figure of 60% because County
residents are paying 60o more in taxes than non-residents because
60% of the money comes from ad valorem taxes and the non-
residents do not pay ad valorem taxes.
Mr . Burton stated that in the past, there were only parking
fees and no fee structure, adding that now it appears that people
are going to have to pay to walk into a beach facility versus
paying for the privilege of parking.
Mr . McQuillin stated that he feels that people do not object
to paying fees for improvements that are made to beach areas or
stural areas, but when there is excess fees generated from this
_.yid then those fees are used for activities, it cannot be
justified to charge admission for natural resources to pay for
programs that are created by the Parks & Recreation Program. He
stated that these programs should be self-sufficient. He noted
that these programs should not be supported by ad valorem taxes .
Mr . Stevens stated that if there is a charge to walk into the
beach, people will not pay and they will walk through other
people ' s property to get to the beach.
Mr . Burton stated that he can see charging someone to park,
but he cannot see charging for someone to walk into a public
beach. He stated that the parks have plenty of opportunity to
raise revenue without having to charge individual people to walk
into a public beach. He stated that he would not approve any fee
structure other than a parking fee for cars .
Mr . Stevens stated that he is against charging for people to
walk on the beach, also.
Mr . Burton stated that the non-resident should pay and not
the resident, adding that the resident could be given a pass .

stated that revenues could be raised in other ways rather than
charging people to walk into natural xesource areas. He noted
that the recreational programs could :be increased which is where
the efforts of the Parks Department i5 being put and those
program fees could be increased versus charging people to walk on
the beach. He noted that there are people that come down during
season for a month that use the recreational programs and pay the
same as the residents which is not appropriate.
Mr . O'Donnell stated that they have been getting a lot of
negative responses to this fee.
Mr . Monaco stated that his main concern is the money that is
being raised should go toward the upkeep of the facility itself
and stated that there could be a possibility of earmarking this
money for a beach fund rather than being used for other facili-
ties. He noted that this matter could be tabled until the next
meeting and have the County Attorney present to discuss this
matter .
Mr . McQuillin stated that he would like staff to explore how
residents that cannot afford a fee would be able to use the beach
facilities .
Mr . Monaco questioned if Staff is looking for direction or is
this matter simply for discussion, to which Mr . O' Donnell stated
at the BCC directed that Staff look at the non-resident fees as
-, the present time the fee for both residents and non-residents
is the same, and also to look at the whole fee structure. He
questioned if the Parks & Recreation Board would consider going
to a fee of $1. 20 for non-residents and leaving the $. 75 a day
fee for residents?
Mr . Burton stated that he would have no objection to charging
$1 . 25 per day for non-residents and charging residents $. 25 per
day which would still be in line with the $10 . 00 passes for the
year that some people have already obtained.
There was general discussion regarding what criteria would be
used for distinguishing residents from non-residents.
Mr. Burton moved, seconded by Mr. McQuillin and carried una-
nimously, that non-residents should be charged $1.25 per day tem-
porarily and $.25 per day for residents so that people that
bought the $10 . 00 pass would not be penalized.

Mr . Dan Loubier , showed pictures of the five community parks
to the Parks & Recreation Advisory Board that had been taken in

.ovember , 1986 , from the helicopter . - He referred to each park
indicating the construction that has -been done on them.
ALTERNATE "A" TO BE RECOMMENDED WITH 'REGARDS TO THE WINTERBERRY
BALLFIELD LIGHTS ON MARCO ISLAND
Mr . Crawford stated that at the last BCC meeting, there were
residents that were concerned and spoke to the BCC with regards
to the ballfield lights at Winterberry Park. He noted that the
complaints were due to the glare from the lights and the noise.
He indicated that he was directed to review the matter and pre-
pare a report regarding same as well as looking at alternate
scheduling. He stated that he is looking for a recommendation
from the PRAB to forward to the BCC, adding that he is recom-
mending that he is recommending Alternate "A" of his report which
would reduce the amount of games on that ballfield. He stated
that by reducing some of the games and putting them in other
areas, it will make it more convenient for the public that lives
in other areas .
Mr . Burton stated that prior to the lights being put in at
Winterberry Park, there was plenty of public discussion and no
one objected at that time. He stated that there was also room
left in that park for a soccer field because there was not room
in the community park for one and the lighting was arranged in
order to accommodate this .
Mr . Stevens stated that based on the report, some of the
complaints are not valid.
Mr . Burton stated that the largest concentration of homes is
in the pines and it would take a lot of light to bother them.
Mr . O' Donnell stated that Staff walked the area at night and
did not find that the lights would bother anyone and, also, the
Sheriff ' s Department has not had any problems or issued any cita-
tions. He stated that the crowd is a well behaved one.
Mr . Monaco stated that he has no problem with recommending
Alternate "A" to the BCC.
Mr. McQuillin moved, seconded by Mr. Burton and carried una-
nimously, that Alternate "A" of the Staff report be recommended to
the BCC, which will reduce the amount of games being played there.
Mr . Burton stated that he is recommending this as long as it
is understood that this is being done for the benefit of the
other teams and not the few complaints .

.7 NATION OF BENCHES RECOMMENDED TO BE ACCEPTED FROM CHRIS
MIDDLEBROOK
Mr . Chris Middlebrook, resident of Isle of Capri, stated he
would like to donate some park style benches for three different
locations on the county causeway. He stated that a couple of
years ago, the County put in a bicycle/walking/jogging path and
he would like to have permission to put benches along that path.
He stated that staff has given him guidelines on where to
purchase these benches and has been very helpful. He noted that
a lot of people in this area are older and need a place to rest
after they have walked for a while, yet their conditions warrant
that they do walk.
Mr. Burton stated that these are the same type of benches
that the County uses on Marco and he has no objection to this
donation.
Mr . Middlebrook stated that the benches are redwood and he
would like to donate three at this time and if they are received
well, he would like to donate another 3 at a later date.
Mr . McQuillin questioned if this path is used exclusively for
bicycles, to which Mr . Middlebrook stated that it is predomi-
nantly used by walkers in order to keep them off the roads,
adding that it is also used by children on their bikes, but there
are only 32 children in Isle of Capri . He noted that this path
not wide and is, therefore, not used by older people on bikes .
Mr. Stevens moved, seconded by Mr. McQuillin and carried una-
nimously, that the contribution of the benches for Isle of Capri
from Mr. Middlebrook be recommended be acceptance and an
appropriate letter of appreciate be sent to Mr. Middlebrook.
DISCUSSION OF LELY BAREFOOT BEACH
Public Services Administrator O' Donnell stated that the BCC
approved a resolution at their past meeting that supports the
State ' s acquisition of 2, 400 feet of beachfront property from the
Lely Corporation, excluded a provision for 8 . 8 acres and included
a provision that the existing private road that the State has for
egress and ingress be maintained so that the public would have
right-of-way along that area . He stated that the Save Our Coast
meeting this week is to confirm or adjust the ranking of the pro-
posals submitted to date, adding that the Lely proposal ranks
18th out of the 42 projects and has a price tag of $7, 387, 600 .
He stated that the total State allocation is $35 , 000 , 000 , which
means that the money would run out after the 5th project, adding
that this is being reported for informational purposes only.

Mr. Monaco stated that he reviewed the applications and he
would recommend that Mrs. Lucy V. .Ortiz be recommended for the
Immokalee vacancy. This was a general consensus.
Mr . Monaco stated that there d're three applicants for the
District 1 seat; Mr . Ron Burton, Mr. Mike McCormack and Mr . Dave
McKim. He stated that each applicant is highly qualified and it
has been the policy that if a sitting board member has reapplied
and he has been a good member , then the board usually recommends
that person for reappointment.
Mr . Stevens stated that he would also go along with this
policy.
Mr . Monaco stated that this is the last term that Mr . Burton
can serve.
Mr. Stevens moved, seconded by Mr. McQuillin and carried una-
nimously, that Mr. Burton be recommended for reappointment.
Mr . Monaco explained to the applicants that they are highly
qualified and he hopes that they reapply again.
ADJOURNMENT
There being no further business to come before the Parks &
Recreation Advisory Board, the meeting was adjourned by Order of
the Chair - Time: 10 : 35 A.M.
