Additional design services are required for the planned Eagle Lakes Pool because Stakeholder meetings and coordination with Parks & Recreation staff occurred during the design process through the 60% design phase. Stakeholder input determined that changes and expansion to the original concept plan are needed to meet the demand for future growth. The preliminary 60%plans were produced and reviewed before permit submittal at the Parks & Recreation Advisory Board Meeting on January 20, 2016. Only then was it determined that additional changes were needed to include increasing the size of the family pool, increasing deck space, reconfiguring the lap pool, adding additional grassed space for a picnic area, relocating the slides and lifeguard building for safety and oversight purposes, and eliminating the Interactive Water Feature (IWF). These changes include alterations to the site development plan, utilities and pool reconfigurations.Additional time is needed to address re-design and permit submittal review time. 2. This design change was not considered in the original contract because the scope of services included four water features; a family pool, lap pool, slides and IWF. Stakeholder input addressed the need to expand the facility to accommodate more people, increase deck space and provided options to develop a better design. Reconfiguring the Family Pool resulted in developing a multi-purpose pool to accommodate all age groups. This reconfiguration eliminates the IWF by providing a toddler area in the family pool, provides for expansion of the deck area, and meets the need for future demands at a construction cost savings of$680,000. 3. If the change order is not processed,the pool facility will be designed for the existing configuration and will not address public input or meet the demand for future needs. No additions or expansion can be made to the project if the pool facility is built according to the existing plan,due to project boundary space restraints. As discussed,the scope of the project will include the following work; a. Increase the size of the Family Pool by approx.40%to accommodate more people. Include a zero-depth entry and separate 36" and 42" deep areas. b. Eliminate the proposed IWF from base plan and increase the pool deck space. c. Reroute the sidewalk located north of the pool and extend the boundary of the fenced area towards the soccer field. d. Include a lawn and shaded picnic area within the fenced area. e. Reconfigure the bottom of the Main Pool, converting approx.2 lap lanes to 3'-9"deep for lessons and additional capacity when Family Pool is crowded. f. Relocate the two Water Slides to maximize usable pool deck space. g. Reposition the Lifeguard Building and add windows on where feasible. h. Modify the Lifeguard Building, Pool Equipment Building, Main Pavilion, etc.,to accommodate pool and deck changes. i. Option to include additional paved parking located in lawn between existing center area parking lots. Include engineering for stormwater drainage,lighting,and landscaping. 2. Add Geothermal Heating System for Main Pool, Family Pool,and 2 Slides. 3. Add Misc.Additional Services subject to client approval; a. Option to relocate existing force main and easement if required for best space utilization of expanded pool deck. b. Option for additional soil boring report if required for foundation design in expanded fenced pool area. c. Additional Task No. 2 -Additional A/E Design A/E design and engineering for the proposed expanded pool and pool area,rerouted walkway, utilities, drainage,lighting,and related additional sitework based upon the approved revised Concept Plan.Reconfigure pools and buildings features as indicated in revised scope of work above.Services will include revisions to previously completed SDPA and FDEP permit documents including site plan changes,storm water management calculations,landscaping,irrigation,architectural standards documents, etc.Include lighting at optional parking lot and expanded pool area. Include one additional meeting to review changes with County staff.The revised site engineering,architectural,and landscaping plans will be incorporated into the final construction documents. Add 30 days to the contract time for this work. This task is in addition to design services included in the original contract. Additional Task No. 3-Additional Services for Geothermal Pool Heating System Provide additional engineering for geothermal pool heating system for Main Pool,Family Pool,and 2 Slides.This task is in addition to design services included in the original contract. Additional Task No.4-Additional Misc.Services Requested by Client Provide additional A/E services on a T/M basis as directed by the County. Services may include,but are not limited to,the following work; 1. Engineering and permits to relocate force main or other utilities as may be required by expanded pool deck,picnic area, or repositioned buildings on approved Site Concept Plan. 2. Option for additional soil boring report if required for foundation design in expanded fenced pool area. 3. Option for recommended supplemental geotechnical report based on excavation of test pits to determine representative size and depth of subsurface rock excavated at pool locations. 4.
