Adjournment MINUTES OF OCTOBER 16, 1986, - APPROVED AS PRESENTED Mr. McQuillin moved, seconded by Mr. Burton and carried una- nimously, that the minutes of October 16, 1986, be approved as 11 1,,,4 presented. INTRODUCTION OF NEW PARKS & RECREATION DIRECTOR - CLIFFORD CRAWFORD Public Services Administrator O' Donnell introduced the new Parks & Recreation Director Cliff Crawford, noting that he started work on October 27, 1986, and was the Parks & Recreation Director in Winter Haven, Florida, prior to coming to Collier County. He stated that he has a BA and Master Degree in Parks & Recreation. UPDATE OF COMMUNITY PARKS Mr . Peek of Wilson, Miller , Barton, Boll & Peek, Inc. , indi- cated that the Golden Gate Community Park is coming along well, adding that it needs to be paved, and the sitework finishes completed. He stated that North Naples is in a similar phase and as soon as the contractor finishes at Golden Gate, he will move to North Naples. He noted that Immokalee was moving along very well, but it was thought that there would be a potential delay due to an easement agreement with Lee County Electric Page 2 PARKS AND RECREATION ADVISORY BOARD NOVEMBER 20, 1986 Cooperative, but it appears that this has been worked out and is on the agenda for the next BCC meeting. He indicated that the work on the Marco Island park has started and sitework is well underway with the work on building foundations and underground utilities in progress. He stated that with regards to the East Naples park, various permits are being processed with the Army Corps of Engineers, Environmental Protection Agency, and South Florida Water Management District, adding that they are waiting for those permits to be acted on. He stated that construction would probably begin sometime in March, 1987. Mr . Burton questioned why the landscaping and irrigation contract has not been signed for the Marco Island park, to which Mr . O' Donnell stated that there are some legal problems with that. He noted that all the contracts were approved by the BCC prior to the County Attorney' s office reviewing them and there was language in them that the County Attorney objected to dealing with liability. He noted that the County Attorney is in the pro- cess of trying to resolve these problems which is why the contract has not been signed and executed. WINTER RECREATION PROGRAMS Ms. Marilyn McGinty stated that in January, recreation programs will be offered throughout the County. Public Services Administrator O' Donnell stated that this is simply a report to keep the members updated on some of the programs that are being offered throughout the County. UPDATE OF BEACH FACILITY PARKING FEES Public Services Administrator O' Donnell stated that a letter was sent to Commissioner Pistor from the Marco Island Taxpayers Association objecting to a per person charge. He stated that a $10 . 00 seasonal charge was initiated which is for individuals. He stated that a card has been made up and four are issued to a family, adding that this is shown at the gate and the attendant allows them in and charges nothing for parking. He stated that there is a nominal charge if the family exceeds four . He stated that the charge without this seasonal ticket will be $. 75 per person from November 1 to April 30 . He presented a list showing the revenues for Tigertail Beach parking facility, adding that the money that is earned does not have a direct relation to the parking. He stated that after all expenses were deducted, Tigertail provides about $15 ,000 additional monies. In answer to Mr . Burton, Public Services Administrator O' Donnell stated that there is a significant amount of walk-in Page 3 ' 4:) i i , , a i 1 i PARKS AND RECREATION ADVISORY BOARD NOVEMBER 20 , 1986 0 traffic. He stated that he is trying to rely on more user fees than he is property tax fees. Mr . Crawford stated that when the budget was structured, part of the responsiblity of the department was to generate certain types of revenues so that the property taxes would not have to be increased. Mr . Burton questioned if other facilities in the area were being considered for revenue generation, to which Mr . O' Donnell replied affirmatively, adding that Clam Pass is one of them, as well as Bayview Park, 951 Boatramp and Vanderbilt Beach. Mr . Stevens stated that he is against charging taxpayers for the use of their own facilities that they are already paying for . Mr . Burton stated that he cannot see having to pay to walk on the beach if one is a local taxpayer , adding that people are going to start parking on the roads and cutting through the con- dominium yards to get to the beach, which may cause more of a problem. Mr . Loubier stated that they are in the process of investi- gating several different methods and permitting, but nothing final has been decided. Mr . Stevens stated that he could understand charging people to park, but not charging people that walk through that area to get to the beach. Mr . Smith stated that the consideration of putting a charge on people walking through the area to the beach was considered because a lot of people were parking their cars on the outside and walking in, so they did not have to pay anything and there were a lot of complaints from the residents of Marco Island because of the traffic that was parked all over the roads. Mr . Burton stated that if there was a 10 , 000 car parking lot on Marco Island at certain times of the year it would be full and people will still park on the outside. He stated that if one lives on Marco and they have to pay to get in, they are discouraging the youth from using the beaches. Mr . Monaco stated that this issue is apparently raising some public interest and possibly, by the next meeting, there may be some answers to these questions. Mr . Burton indicated that it may be cheaper to pay the fee for a year and go to the resident beach. I Page 4 4.7,) f PARKS AND RECREATION ADVISORY BOARD NOVEMBER 20, 1986 There was general discussion as to what constitutes a resi- dent versus seasonal people and taxpayers . PRINTING OF BROCHURE Ms. Marilyn McGinty stated that recreation programs will be advertised by a printed brochure and will be inserted into the Naples Daily News on January 5 , 1987. She stated that this was put out for bid on November 13 , 1986 , and bid opening will be December 2 , 1986 . Mr . Burton questioned if non-residents are charged more for these programs than residents, to which Ms. McGinty replied nega- tively. Mr . Burton indicated that if the County is looking for additional revenue, it may be possible to charge non-residents more for these programs than residents. DISCUSSION OF CONTRACTUAL INSTRUCTOR' S CONTRACTS Ms. McGinty stated with reference to contractual instructors , the people that are hired for the programs that are given are done so on a contract basis for the length of the program, which is usually 6 to 8 weeks . Mr . O' Donnell stated that the fees that are generated for the program pays for the instructor and his supplies. CHANGE ORDERS FOR GOLDEN GATE AND IMMOKALEE COMMUNITY PARKS IN THE TOTAL AMOUNT OF $8,864 . 36 FOR INSTALLATION OF PLAYGROUND EQUIPMENT - RECOMMENDED FOR APPROVAL Mr . Murdo Smith stated that a Change Order has been submitted for the Golden Gate and Immokalee Community parks for McGovern to install playground equipment, adding that the price that McGovern gave is a good one as he did a cost analysis and for the depart- ment to install it themselves after they purchased it, would cost approximately the same but their other work would lag behind. He stated that there is money in the contingency available for this equipment. Mr. Stevens moved, seconded by Mr. Burton and carried unani- mously, that the Change Orders for Golden Gate and Immokalee Community Parks in the total amount of $8,864 . 36 for installation of playground equipment be recommended for approval. CHANGE ORDER IN THE AMOUNT OF $5,035 FOR INSTALLATION OF A SPRINKLER SYSTEM FOR THE EXISTING SOFTBALL FIELD AT IMMOKALEE COMMUNITY PARK AND TRANSFER $17 ,500 FROM PARKS AND RECREATION CIP TO IMMOKALEE PARK TO COVER COSTS OF RENOVATIONS OF THE SOFTBALL FIELD - RECOMMEND FOR APPROVAL Page 5 PARKS AND RECREATION ADVISORY BOARD NOVEMBER 20 , 1986 Mr . Smith stated that this is a Change Order to install a sprinkler system at the existing softball field in Immokalee. He stated that Sunnygrove Landscaping is currently working at the community park in Immokalee and he asked him for an estimate to install this sprinkler system. He noted that the field is in bad need of renovation. He stated that upon review of the prices of the installation of the sprinkler system and reviewing the cost of rebidding this project, the cost difference could be minimal at best. He noted that this is only one part of the renovation work 4 and $17,500 will be needed to complete the budgeted renovations which will be transferred from the CIP to the Immokalee park. 3 Mr. McQuillin moved, seconded by Mr. Burton and carried una- 1 nimously, that the Change Order in the amount of $5,035 for i installation of a sprinkler system for the existing softball field at Immokalee Community Park and transfer of $17,500 from Parks and Recreation CIP to Immokalee Park to cover costs of renovations of the softball field be recommended for approval. FRANK E MACKLE, JR. PARK RECREATION BUILDING TO COMPLY WITH CLASS "C" OF THE LIFE SAFETY CODE AND SAID BUILDING TO BE LIMITED TO 300 PEOPLE UNLESS SPECIAL ARRANGEMENTS ARE MADE WITH FIRE OFFICIALS FOR CERTAIN EVENTS - RECOMMENDED FOR APPROVAL Mr . Bob Furlong of Wilson, Miller , Barton, Soll & Peek, Inc. , stated that this item is in reference to the sprinkler system at the Frank E. Mackle, Jr . Park recreation building, adding that a decision needs to be made as to the intended use of the building. He stated that if a sprinkler system is needed, it will cost approximately $23 , 000 . Mr . Jeff Hassell, electrical consulting enegineer , stated that the occupant load is determined by the use of the use and the square footage of that area of use. He stated that it all comes down to the amount of people that will be using the building and what the building I will be used for . 1 Mr . Burton indicated that the intended use of the building was to hold meetings and he does not feel that there would be more than 300 people in the building at a given time, adding that it was designed for 250 people. ***** Mr . Monaco left the meeting at this time. ***** Mr . Crawford stated that if this room is designed as a meeting room and there happens to be a dance held there, someone would have to make special arrangements with the fire officials and there could also be a sign displayed that indicates the capa- city of the building. 1 i Page 6 1 ® PARKS AND RECREATION ADVISORY BOARD NOVEMBER 20 , 1986 4:› Mr . Hassell stated that with the location of the fire alarm that will be in the building and the location of the exits, there would be ample time for everyone to clear the building in case of a fire. After a general discussion, Mr . McQuillin moved, seconded by Mr . Stevens and carried 3/0, that the Frank E. Mackle, Jr . Park Recreation Building comply with Class "C" of the Life Safety Code and said building to be limited to 300 people unless special arrangements are made with fire officials for certain events . ADMINISTRATIVE BUILDING CONCEPT FOR GOLDEN GATE PARK - RECOMMENDED FOR APPROVAL Mr . Loubier presented a administrative building concept for the Golden Gate Park, indicating that it would be a 6, 000 square foot building with a 3 , 000 square foot meeting room and admi- nistrative offices. He noted that it is a one-story building and he is looking for conceptual approval from the Parks & Recreation Advisory Board. He stated that he is meeting with the architects on a weekly basis. He stated that there is $100 , 000 to build this building and landscape it. He stated that they will dress it up as much as possible as they want something that is con- ducive to the area. Mr. Stevens moved, seconded by Mr. McQuillin and carried 3/0, that the conceptual design as submitted for the Golden Gate Park Nip. Administrative Building be approved. At this time there are openings in District 1 (Marco) and District 5 ( Immokalee) . Although Mr . Burton and Mr. Price are eligible for reappointments, only Mr . Discussion of beach fees Attached is a memo to Kevin O'Donnell explaining the proposed beach fees . Mr . O'Donnell and Mr . Crawford will discuss this in more detail with you at the meeting . Item V. Lely Barefoot Beach discussion Update status report of the acquisition of Lely Barefoot Beach under the Save our Coast Program . This item was presented to the Board of County Commissioners on Tuesday , December 16th . Item VI . Donation from Chris Middlebrook Mr. Middlebrook has expressed an interest in donating six park benches along the bicycle path on Isle of Capri . We have attempted to provide an approach to fees and charges which would be equitable to the people who help pay for those services through their ad valorem tax dollars. The current fiscal year 1986/87 general fund budget is $43,634,678, $26,354 ,476 (or 60%) is generated from ad valorem taxes. A County resident then pays 60% more than does a non-County resident for services received . The proposed fee structure takes that into account . PHILOSOPHY The fees are initiated for beach operations to control use of that facility , to assist in off-setting the account of the County Parks and Recreation areas, and to project an image of fiscal responsibility . III BEACH CLASSIFICATIONS Beach Cateqory 1 - A beach area with improved beach facilities, including rest rooms , concessions , parking and rentals or other support facilities and amenities . Beach Cateqory 2 - A beach area with improved parking facilities only . 1 Beach Cateqory 3 - A County beach with access only. BEACH CATEGORIES Cateqory 1 - Tigertail and Clam Pass. Cateqory 2 - Vanderbilt , Lely Barefoot , Horizon Way and Seagate . Category 3 - South Collier Blvd access. REPORT REQUESTED BY THE BOARD OF COUNTY COMMISSIONERS REGARDING THE PROGRAMMING OF ACTIVITIES AT WINTERBERRY PARK ON MARCO ISLAND Objective : To rev i ew current opera ti on of park usage especially at night for Winterberry Park (Marco Island) and recommend alternatives as requested by the Board of County Commissioners on December 9, 1986 . Considerations: The Deltona Corporation of Marco Island donated $76, 195 .00 to be used for the lighting of Winterberry Field which is a combination softball , baseball , football and soccer field . The bid for lighting of the field was awarded to Mid-Continent Electric on November 13 , 1984 for $84 ,640 .00 . Additional funds needed to complete the project came from the general fund . Winterberry field officially opened in May , 1985 . The residents of Marco Island have stated concern with : A) The light that is reflected from the fixtures at Winterberry field , B) The noise created from participation on the field . C) The increase of vandalism in the neighborhood near Winterberry field . Our records indicate that the lights have been installed properly 1,- and on December 12 , 1985 an inspection was done due to the residents' concern of the brightness of the lights . (See attachment A) . Lt . Byron Tomlinson of Marco Sheriff 's Sub Station has informed Jim Thomas , Athletic Supervisor , that he has not received any complaints from local residents in regards to loud noises nor vandalism in the Winterberry area . Furthermore , Lt . Tomlinson informed -Jim Thomas that : 1> The sheriff 's department has not had a call about troubles or problems from residents since the field opened , 2) There has been no traffic violations in the area and 3) The County Parks & Recreation maintenance crew has not reported any vandalism since the field opened . Scheduling Alternatives : Scheduling alternatives could be made for the Collier County Parks & Recreation Mens Softball League which is the largest users group that utilizes Winterberry field . Suggested scheduling alternatives are as follows: ^ A. Reduce the number of games played: Reduce for next season �- � �m� the number of games played at Winterberry Field from 4 nights a week to 2 nights a week . This is possible due to the opening of Golden Gate Community Park — Santa Barbara Blvd . and North Naples Community Park . IMPACT: 1 . This will eliminate approximately 90 games played per . season on Winterberry field or 30 night uses . Currently there are a total of 194 night uses per year on the Winterberry field . 2. It will decrease sales to local businesses on Marco Island , particularly at the fast food and convenient , stores . Approximately 450 players visit the island at least once per week during the Men 's Softball Season . (Based upon 30 players per game x 3 games per night x 5 nights per week . ) 3. With less use on Winterberry field , vandalism can potentially increase with accompanying maintenance costs . i B. Extract lights and eliminate the use of Winterberry field: All Winterberry adult men ' s softball games could be rescheduled in either Golden Gate Community Park (Santa — Barbara Blvd) or North Naples Community Park . ' IMPACT: 411 1 . To extract lights from Winterberry field would cost $17,000 .00 . (Estimate received from Mid Continent Electric . ) The cost includes digging poles and concrete • pods out of ground . Each pod is approximately 2 feet thick around pole base with rebar running through the concrete for reinforcement . The cost also includes filling in holes and leveling . 2 . To eliminate the use of Winterberry field and scheduled all softball games at the new community parks would greatly reduce the field availability to youth organizations and clubs . Field availability for youth baseball programs are restricted to Winterberry field . Winterberry field is currently the only lighted baseball field in the Naples area under Collier County Jurisdiction . The differences between the baseball field at Winterberry and the softball fields at the new community parks are as follows : Winterberry baseball field is 90' between bases as required for a baseball field and the bases at the new community parks are 65' feet as required for softball fields . The fencing for baseball require a minimum of 400' and the maximum available feet at the new community park is 300' . 3. By extracting lights from Winterberry field , a precedent will be set for other lighted fields near residential areas . For example , Golden Gate Community Park - Santa Barbara Blvd . is located near a residential area and the field will also contain lights . Residents may object to the lights and request the lights also be removed . Recommendations: Staff recommends scheduling alternative #1 . In addition to the mpact being more favorable then the imfDact of alternative 2 , use of the new community parks will be geographically located for softball participants . This ` inspection was conducted due to the e concerns siofttthe residents surrounding the ballfield because of the brightness c This inspection was in response to a received lights. We began the inspection by obtaining o se eeivdnoufthd then' n both parking lots. We then proceeded to drive around the area and measure foot candle ratings at various locations. One area that we inspected was a Mr. Buckner's residence on S. Heathwood which is approximately 2 blocks from the field and the measurement was taken from thexstreet. .25 found foot the foot candle level of light in this area was pp candle. Jeff stated that candle power from a street light would he in the range of 2 to 2.5 foot candles and the reading would have to be taken close to the street light in order to achieve the 2 or 2.5 reading. irk ck The street with the highest light levil6around thetballpark wassiPeacockations Terrace. The reading there was bet along the street. However, once you moved away from the field the light levels diminshed quite rapidly. Our findings were that one or two blocks away from the field the foot candle rating was minimal. However, if you did look up to the lights the glare can be seen from some distance and we felt that was the main concern.
